for some reason I can't access the bar for internet explorer that includes tools so I can delete cookies. It's just not there. All I have in the URL line and below that convert and select (re PDFs)I can't see any button to open a bar that might include Tools etc

I'm running Windows 7 home premium. I seem to be unable to access Internet Options both from the desktop shortcut and control panel. I've tried restoring the system to an earlier point and this has failed (Error 0x80070005 failed to extract the file Windowssystem 32driverssfi.dat).

Running W7 Home Premium on HP Pavilion laptop. Also running Panda Internet Security 2012. Recently, it seems that when I try to install new programs or update programs already installed I get a response that an internet connection cannot be found. I have the ability to surf the net, and programs that automatically update themselves are working fine ie: Microsoft Security Updates, Panda, Firefox. Programs that fail to update/install new: Real Player, Google Earth, Malwarebytes and a couple of others. I've tried turning off the firewall to my Panda AV, but still have an issue.
My Acer Aspire running Windows 7 and using an ethernet cable can't find an internet connection. It was working fine then I downloaded a pre-loaded version of Microsoft Office 10 suites and the next time I tried to get online the connection was gone. I didn't download the Office from the internet so I can't imagine it is a virus but I don't know what could have happened.
I'm running windows 7 os using mozilla firefox browser. I created a shortcut on my desktop to access Internet Options. It was working fine for a while. Recently I opened the folder and the look has changed. On the general tab I no longer see "home page", "temporary internet files", etc. I only see, browsing history and appearance options. I wanted to change my home change in the address box, but it doesn't appear. How can I change it back to the way it use to look? I've scanned my laptop for potential viruses using AVG-anti-virus and Malwarebytes anti-malware....both came up clean.
The apply button in Internet options is grayed out, so I cannot save changes. So I cannot save any setting changes. This happened on my last pc also.I am using IE9, 9.0.8112.16421. 64bit. update 9.0.5 (KB2647516)The pc has McAfee pre installed but no other similar anti virus software etc.Using Windows 7, SP1 Home Premium 64 bitI have now tried disabling add ons. Windows says all add ons are disabled but in internet options they were in fact ENabled. I disabled each one. "Apply" is still greyed out.I ran the MS "Fix It" tool but no luck. I reset internet explorer but no luck I downloaded IE9 from the links provided but the download could not be completed as the PC I have has a later version....so still no luck I'm afaid! This is very perculiar indeed. This happened on my last pc......which I can still use and I'm trying to see if there is commom which I may have done to both but nothing comes to mind.
Let i have deleted all the internet history , TEMP files and cookies . But yet there is a file in the computer which have all the records that what i was doing on internet and computer?
In order to change the language on the web, I was told to go to Inernet Option - Browser - Language. Where can I find Internet Option? It is not among menu items on the internet.
Im having a problem with my wifi connection. My router works just fine. I even enter facebook using the browser of my phone as well as our desktop computer. But in my laptop it cannot recognize the wifi. I restarted it many times, removes the battery in case and restart our router too. but its still not working i tried troubleshooting still not work.
