Where Can I Find Options Tools For Windows 7

for some reason I can't access the bar for internet explorer that includes tools so I can delete cookies. It's just not there. All I have in the URL line and below that convert and select (re PDFs)I can't see any button to open a bar that might include Tools etc

I have enabled the "Develop" menu option, but none of the tools display.I added the "Web Inspector" button to my toolbar, but the "Web Inspector" does not display.If I right-click on a page element and choose "Inspect Element" nothing happens.I have uninstalled, and reinstalled Safari and rebooted yet none of the developer tools will display.I checked and Javascript is enabled and popups are allowed.

Whenever I try to open any browser except IE (Mozilla/Chrome/Opera) or even any Windows System Tools like msconfig, cmd, system information or even System Restore, an alert box is popped up saying :

'The version of this file is not compatible with the version of Windows you're running. Check your computer's system information to see whether you need an x86 (32-bit) or x64 (64-bit) version of the program'

I have tried all the antivirus and malware removal tools available and the problem remains. I don't want to reinstall my windows!

I've reinstalled my Windows 7 because of a hard drive curruption/blue screen of death. When I reinstalled Windows I realized that I didn't have my Gateway Tools installed. I needed the Gateway updater to update my Gateway drivers and I also realized the Gateway logo isn't shown anymore on the Windows 7 properties. My Microsoft Speed Score is lower than before for some odd reason (4.9 - 3.6 with the latest Intel driver) and I my computer's fan is louder and is heating up faster than before. Today some maintenance personnel were working on my bathroom in my apartment. I stepped out to take care of some errands while they worked. I put my computer into sleep mode (NOT hibernation - Actually sleep mode). When I got home, I realized that all of the clocks were flashing "12:00" and my computer was powered off.When I talked to the maintenance crew, they said that they had encountered a problem in the bathroom and caused a short. This, in turn, tripped the breaker that my computer room was on, which they then reset. This means that my computer, at minimum, experienced a hard power loss while running. It may or may not have experienced a surge (!), though it is on a surge protector. And the surge protector did not have its safety lights lit to indicate a surge.

Unfortunately, since using the computer I'm noticing a lot of oddities. I played some TF2 to unwind, and for the first time ever it crashed. My Video Card got stuck in "uplocked/3D" mode. Web browsing was slower than I'm used to, and overall it seemed like the computer picked up a lot of 'chugging' where it hadn't before.Is there some method to diagnose the general health and well being of my computer in windows? Are there tools beyond CHKDSK that I can run to locate problems that may have occurred as a result of a power surge? I'm concerned that the power loss damaged my components significantly, and I'm not sure how to diagnose the problem or determine if it's all in my head.

Here are my specs, if that's important:

Windows 7 Pro x64
i7 core 920 CPU
eVGA x58 mobo
eVGA GTX 275 Video Card (197.13 drivers)
Corsair 850 W PSU
6 GB RAM

Can anyone tell how or if its possible to change the system font to a smaller size than is available at: Control panel / Appearance and Personalization / display..I got a big new monitor where Windows 7 windows now display with a larger font than I need for visibility.I've set the radio button for small and even under Custom DPI setting.It will not let me set anything under 100%.It now shows: 9 point Segoe UI at 96 pixels per inch.I'd probably like 8 point or even 7 point.So, is there anyway to make the fonts smaller beyond those settings

Both my home workstation(core i 5 ,750, 6 gig ram) and laptop(amd turion, 4 gigs of ram,hp pavilion ) runs on ubuntu 10.10 64 bit. my development environment is centos 5.5 running on virtualbox in both of my machines.i'm in a vacation now...yesterday i accidentally broke the screen of the laptop. And my wife insisted for "romantic" vacation and in other words a severely remote place where there is no way of fixing my laptop until i get back to the city. All i have now is my wife's laptop which runs on windows 7 and a very slow dial up modem. so big downloads are out of the question. But i need some work done now and it cant wait. I have searched but i have not found any suitable stuffs for my work...So please help me with the stuffs i need ..i've listed the required things bellow....where can i get them....

1.good c compiler which supports posix standard....i have installed cygwin but if there is any better port for gcc will be wonderful.

2.llvm and clang compilers...

3.good haskell IDE like leksah(haskell does have a good windows port.

4.this is very important....a common lisp package contains slime,sbcl(gnu clisp),emacs bundle.

5.good gnu fortran compiler port.

I have not the Search tool in the Star menu and libraries, just in IE. I have checked the tutorial here, I did everything I checked the box and it's ticked, I don't understand the reason which the Search tool is not working when I accept the changes and it starts to make the changes but at the end a message pops-up and says that some of the features did not change correctly I don't understand what's going on.
