Computer Booting Slowly And Stopping Responding Upon Application Open

I have a Toshiba Satellite C650-17Z laptop running Windows 7 Ultimate 64-bit. I came across a problem today with the computer taking 2-3 minutes on the "Starting Windows" boot screen alone, but since it has finally gotten past that process applications are taking absolutely ages to load up, and stop responding when they finally do load up.
I attempted a Startup Repair and Memory Diagnostic - the Memory Diagnostic came out fine, but the Startup Repair explained that this could be a problem with a recently installed driver.
I recently uninstalled some MSXML and SQL Server bits and bobs which I thought were unnecessary

Apps were not responding and computer is hanging up... Now computer will now complete startup process (even in safe modes). Windows and norton antivirus suspect Oem-drv86.exe is a threat, but, neither offer a fix.

I am a big fan of user account controls in Vista and Windows 7.
I would like to know how I can stop any and all newly installed programs from being able to change or affect my default programs.
I build and maintain computers and once I have installed and set up a new system I don't want any program to change my default programs. Not even win media player or Internet explorer if they update themselves.
Does that make sense.
I use GOM as the default media player and firefox as the default browser. But sometimes if there is a system update for media player, internet explorer or even iTunes and quicktime these programs sometimes after the update change my default programs.
Once I have finalized my install and set up my preferences how can I lock down the default programs permanently?

im using DELL 15Z...which has 8gb RAM, 2.70ghz processer ,750gb hd,2gb graphic card....just using from last 1 month it is fitted with window 7 home premium 64 bits.....it was well in begining but now it takes around 80 sec to boot up..........i have found some answer on google wic says that antivirus may be the troubleshooted....im using AVIRA trail version.....i scaned my lappe manytimes with DOCTER PC....but i didnt find any problem in it....

What happens is, suddenly application gets hanged with the window below:
<Application name>.exe is not responding
<Close the program>
<Wait for the program to respond>
"Wait for the program to respond" has never worked and only choice is to click on the "Close the program"
PC always had enough RAM & Processing wherever the issue appeared during the past.
Server OS is Windows 2008 (SMB2) (where the application is installed) and the client PC is Windows 7 professional sp1. Following the windows error report received from the client.

I have a gateway t-series laptop that will not boot. The battery works fine and the computer turns on (power light comes on and fan spins), but the screen stays completely black. There are some media buttons near the screen that are touch sensitive that should light up when touched, but they don't. I tried resetting the RAM once and that worked as it turned on booted and ran fine, but it quickly over-heated and turned off abruptly. I let it cool and the whole not booting problem came back, and now the resetting-the-RAM trick doesn't work any more. I would appreciate any help as I am starting school soon and need a computer.

Since about 2 weeks ago when I boot up from the computer being shut down completely and I log on my computer wont respond when I click to open anything. Before this I have never had this problem so I dont know if its because of an update or maybe a driver issue im not sure. The only way my computer responds is if reboot it or if i just put it into sleep mode so it doesnt completely turn off.

Recently whenever I restarted my laptop windows stops working. I get the message "The application is not responding. The program may respond again if you wait". I end the proccess and sometimes it reloads (and if it does it just goes throught the same thing again) or just seems to freeze up. I can run the system in safe mode just fine. I have done virus and malware scans to make sure it was not something from that. For a very long time now, my computer would slowly freeze for a few minutes. For example: If Im watching something on vlc, it would freeze. I can still use other programs but one by one they would freeze too. The mouse still moves. 2 or 3 minutes after everything has froze, they all start working again.

I recently started having trouble with my laptop running very slowly. I ran avg and also Spybot and they came back with no viruses or spyware. I opened the task manager and noticed that it is running at 100% CPU, and assume that is the reason for the lag. I noticed teatimer associated with Spybot S&D was taking up a lot of memory, so I uninstalled S&D and reinstalled it without the teatimer. That seemed to speed it up slightly, but it is still running slow, particularly when trying to play videos or opening programs needing java. I also ran PC tools registry mechanic to scan the registry, clean up the disks and registry, and defrag the registry, but not getting any faster. Looking at the processes in the task manager, the two that are using up the most CPU seem to be connected to my Belkin Router (which I have been using without this problem for several months)kbackupscheduler.exe and Connect.exe go back and forth between 47% CPU and 50% CPU each.consequences of stopping (or removing) them would be

is this just internet explorer starting as soon as i turn on the computer? If so, i need to delay it til i decide to go to the internet.How? i went to windows defender and i can't get it figured out. i don't see the option.Also i am getting error 101 boot performance monitoring. Is this related?also, i just checked in the event viewer, and i have 4 critical error 351- stand by performance monitoring. not sure if its related. i was looking at a Internet video of how to use hjt and it said to checkmark everything and hit fix; my computer was running perfectly fine 2 weeks ago with games running at 30 fps and really little lag but suddenly has been running extremely slow with long wait times and 2 fps so i decided to follow the video. after hitting fix everything my computer seems to be running a bit better but i'm not exactly sure if anything has been fixed. now my concern is: should i restore back to before i 'fixed' everything?

My laptop has been running extremely slowly lately. It takes longer than usual to load regular programs and any web browser activity takes ages. I have run malware (Malwarebytes) and virus scans (Microsoft Security Essentials) and removed some items. Malwarebytes didn't detect much, but I found a trojan with Security Essentials. However, after removal my problems persist. I have scanned and attempted recovery of bad sectors. Issues were found and fixed, but a disk check was said to be necessary. I tried running chkdsk c: /F, but the disk check cancelled within a fraction of a second on startup.

How can I define keyboard shortcuts for different open application windows. This is something I do in Linux and it helps a lot when I have many windows open. Example: I have Internet explorer open, I give it shortcut Ctrl+Shift+A Then for example VLC player is open, I give it a Ctrl+shift+B
Then I can just press these keys and go from one window to another. This makes a lot of sense when I have 40 windows open. Pressing Alt+tab is not as efficient as this.

I do a lot of software development work using Notepad++ and the windows command prompt as my main tools. Everytime I open these applications, I adjust Notepad++ to take up 80% of the screen, and 20% for the command prompt to run the command line app that I'm writing.During my work, sometimes I'll minimize close/resize these windows, but I'l like them to alwasy open at the same locations and sizes not matter where they where when I closed them.

I am running Windows 7 Pro 64-bit. Sometimes, I start my system and, when it's fully up, click on an app (eg Firefox, Outlook, Word, Excel etc) in the taskbar as normal but sometimes they don't start - the timer shows then, after 5-10 secs, it stops & the app fails to open. None of them will open until I reboot. This seems to suggest a Windows, rather than installed SW, problem. It's happened on and off for some months now so I can't pin it back to some change in the past. How to diagnose - where would I dig out error reports for these events, if at all?

Sometimes if I open a file by double clicking it in windows explorer, it will sit doing nothing (and that explorer window is then tied up) for a few minutes! Then the file opens normally in the correct application. But opening the application first, and getting it from the file open menu, or dragging the file into the open application is ok. The problem goes away if I reboot windows, but can come back again later for no apparent reason.

I just started up my Laptop (Sony Vaio 2.6GHz | 4GB RAM | ATI Radeon | Windows 7 Home Premium) and none of the programs on my laptop are responding when I click on them to start them. Not even Windows Explorer opens. Nothing responds. I can open the windows start button, but that is about it. The PC is still under warranty, so it's quite new (4months). I also take great care of it, I do not load all sorts of crap on it. Only the essentials.
It all started yesterday, when my PC became really slow and I had to restart it, where it literally took 10 minutes too shut down (NO windows updates being installed...). I restarted it, ran a check disc for bad sectors, and it found none. Only a few bad clusters. I also ran - sfc /scannow command in cmd. However, when I open some of the programs (non windows system programs such as explorer and task manager), it gives me the following error: "The service did not respond to the start or control request in a timely fashion".

I am unable to open Windows 7 64 bit normally. This has been an escalating problem for about a month. It began as a problem every 4-5 times I started Windows 7. It got more frequent and then, about two weeks ago, I was unable to open Windows 7 normally at all. I can get to Safe Mode. When I try to open Windows 7 normally, I get the Windows logo and Starting Windows, then the screen goes black. The red light indicating hard drive activity continues to flicker but the screen will remain empty for as long as I want to wait.I have run Startup Repair booting from the installation DVD. It either finds nothing wrong or fixes something and tells me to restart, but I can't. I have tried System Restore three times with no luck. I'm just going around in circles.The only things new to the computer are more RAM and an nVidia graphics card but these were installed after the problem began.
I have 2 hard drives, one with Windows 7 and one with Ubuntu Linux installed.The Llnux side works fine so I have internet access.I have run Malwarebytes, SuperAntispyware, something from Kaspersky that looks for rootkits. I have run hardware diagnostics. I have Norton 360 on the Windows 7 drive. All are up to date. None can find anything wrong.Last week I took it to trouble-shooting session at HAL-PC (Houston Area League of PC users) and it worked fine plugged into their CRT monitor and wired keyboard and USB mouse. When I brought the set home, it still didn't work Is it the display or the keyboard causing the problem?I have a Logitech wireless keyboard and mouse and a Viewsonic LCD monitor. The PC, monitor, keyboard and mouse are about 3 years old.I have unplugged everything from the PC except the monitor and the wireless keyboard dongle. I tried starting and then immediately unplugging the dongle so the the PC could not be getting spurious signals from the keyboard or mouse. It didn't work- wouldn't open.

I have read the Windows Mail tutorial but I have a problem.
I have used Take Ownership and removed Windows Live Mail 64 and installed Windows Mail 64 as per tutorial.
I have the shortcut on the desktop but when I try to open from there it says:-
Windows Mail could not be started. The application was unable to open the Windows Mail message store. Windows Mail was unable to locate its message database. If you’ve moved the database files to a new location, click okay to reset the database to that location.
I clicked okay and I now click on the hidden folder Widows Mail hoping that will do the trick, it doesn’t!
The next error message I get is:-
Windows Mail could not be started. The application was unable to open the Windows Mail message store.
The last error message I get is:-
Windows Mail could not be started because MSOE.DLL could not be initialised.

Until a few months ago, when I closed firefox, all tabs at once, or shut my pc down with the tabs open and later booted the pc and opened firefox, the tabs that were previously open would open again. Some time ago a firefox update stopped the previous tabs from opening. I have some forums that I read and would like for them to open as before. How to make them open automatically as before or did firefox do away with that option?

The usual utilities associated with ATI catalyst software, my Kaspersky security software, the weather channel app. But then this one started, and the only thing I could see on the taskbar looked like an open application such as Word - and a title of MyOleComputerWi..., and a small black square maybe two inches square on the screen. This ran for approximately 3-5 seconds.
