Application Not Responding - Computer Will Not Complete Startup Process

Apps were not responding and computer is hanging up... Now computer will now complete startup process (even in safe modes). Windows and norton antivirus suspect Oem-drv86.exe is a threat, but, neither offer a fix.
I have a Toshiba Satellite C650-17Z laptop running Windows 7 Ultimate 64-bit. I came across a problem today with the computer taking 2-3 minutes on the "Starting Windows" boot screen alone, but since it has finally gotten past that process applications are taking absolutely ages to load up, and stop responding when they finally do load up.
I attempted a Startup Repair and Memory Diagnostic - the Memory Diagnostic came out fine, but the Startup Repair explained that this could be a problem with a recently installed driver.
I recently uninstalled some MSXML and SQL Server bits and bobs which I thought were unnecessary
Problem 1 Anytime I recieve an update or download that comes from online in get an error message and the program will not complete the download process. The error message I get has the pharse that always says %localappdata% usally thier might be something else with this usally refering to what download or update it is. Some times when the retry come up if I unplug the internet connection it will go through. I do have a Wii hooked up wirelessly through the AOL modem. Help
Problem 2 I have 2 printers. The main printer is a HP laserjet 1200 seriers B/W. The second printer is an HP Photosmart4680 which I use for printing pictures. I am having a problem with the Laserjet 1200. Everytime you send something to the printer it will not print. If you open up the printer menu it will say to clear the cue. If you ask the troubleshooter program to fix it it says it has. but you still can not get it ot print anything except a self test/configurations. on that sheet I do not see an error being shown once the cue has been cleared. I can shift anything over to the photosmart [printer and that is printing fine.
my acer aspire one cannot come out from system recovery and complete the process... there is a messages pop-out that is "windows could not complete the installation.to install windows in this computer,restart the installation" so i hit enterok... then the same problem still popout... and remain in that state over and over again..i try(F2 then F8) Advance Boot option to start my computer normally hoping that the installation to stop and start as previously.. but all the option that i try still continue the installation... what should i do??
Windows 7 has suddenly started freezing in the boot-up process. The system hangs when it comes to starting two weather-related services - didn't used to be that way. When the weather services don't load, nothing else - IE, MS Outlook - can be started - they hang as well.
I'm looking to reinstall Windows 7 64 on my Gateway computer. I go into the advanced recovery options and tell it to reinstall to original factory. Everything is going well and the computer restarts to begin the process ... I choose my keyboard type at the prompt ... but then, I get this message in a dialogue box:
"Please complete operating system setup process before doing system recovery".
I have no idea what that means or what it is asking me to do. I've googled everywhere and can't find any info on it.
My VB6.0 application process does not Exit under Win 7 but it exits properly on Win XP. After exiting the application process VB6 exe remains running in Task Manager. So every time I need to manually end that process. Is there any way to release all resources held by VB6.0 exe & VC++ dlls on Win 7 OS through VB6/C++ code.
I've started having a problem on my Dell desktop PC with Windows 7 Home Premium. Sometimes, when I attempt to start the PC, the process will not finish and it just hangs. It seems to happen at the same point in the process. After the welcome screen, the wallpaper and shortcut icons load. If they load all at the same time and the tray items show, the start up will be successful.However, sometimes the process stops right after the wallpaper loads. Sometimes some of the icons will appear with others as only white icons. Sometimes, none of the icons will appear. If I let it set for awhile, nothing happens - the blue circle continues to spin, but nothing else happens. When I attempt to shut down or click any of the other icons in the quick start tray, the blue circle just shows on top of them. No matter what I try at this point, nothing works. The only thing I can do is hold down the power button to shut down. Then, when I try to startup again, I get the error message that Windows was not properly shut down and I either "start windows normally" or go into "safe mode". I haven't installed any hardware since this started, and I've tried to isolate if a certain program has caused this. Sometimes I will uninstall the last program installed while I am in safe mode, but I find that this was not the problem program. When I shut down from safe mode, Windows closes properly and then I can try and startup normally again. This is sometimes successful, sometimes not.I've tried doing a full scan with Norton Internet Security and Malwarebytes while in safe mode, but they both show no issues. I also tried a startup repair in Windows, but that also showed no issues.
What happens is, suddenly application gets hanged with the window below:
<Application name>.exe is not responding <Close the program> <Wait for the program to respond> "Wait for the program to respond" has never worked and only choice is to click on the "Close the program" PC always had enough RAM & Processing wherever the issue appeared during the past.
Server OS is Windows 2008 (SMB2) (where the application is installed) and the client PC is Windows 7 professional sp1. Following the windows error report received from the client.

when i try to boot up my laptop i get a WerFault.exe error. (WerFault.exe Exception illegal instruction (0x000001d) ocured in the application 0xfb686842.
I've seen some postings on this subject telling people to do various things in control panel settings, but my computer never makes it that far. It just stays on the desktop screen with no widows button or any desktop icons ever appearing.
Recently whenever I restarted my laptop windows stops working. I get the message "The application is not responding. The program may respond again if you wait". I end the proccess and sometimes it reloads (and if it does it just goes throught the same thing again) or just seems to freeze up. I can run the system in safe mode just fine. I have done virus and malware scans to make sure it was not something from that. I also did a system restore to a previous time when it was working fine to no sucess.have done a sfc scan - it found errors but still have the same issue when I try and boot not in safe mode.running AVG scan in safe mode, getting a number of errors on the cmd prompt screen:[CODE]
Lately I've noticed firefox running at system startup. It looks like this in task manager when I open the (real?) firefox: firefox.exe (10k something) (startup)firefox.exe (116k) (the actual browser)I've checked msconfig and there's no firefox on the startup list. I've run multiple virus and malware programs and they don't seem to find anything.
Is there a way to make a start up process start with a delay of say 30 seconds via the registry? I tried software but none of them work with win 7 beta.
EDIT: If not, Is there a way to have the start up programs start in a certain order?
I am attempting to have an application run on startup. I put the application in the startup folder in the start menu, but that didn't work. It shows up under startup in msconfig, and the box is checked, but when I restart the application does not run.
I just wanna ask if on how to solve my problem with my Asus Net book. When I tried to open just today, start up is not responding all I can see is just a plain black on my screen?
Should be a relatively fast machine takes forever to start-up / load apps. For example, 9:10 from power on to loading Outlook. I've tried everything I could think of -- CCleaner, alwarebytes, disk cleanup / optimization, sfc / scannow, pruning down any startup items, power set to max performance, triple-checking all drivers are up to date, etc. Once the system is "warmed up" and I'm using it constantly, everything is fine -- quick, responsive, etc. If I leave for 10 min or more and come back, even though nothing has been set to power down / go to sleep, programs (already open) don't respond, etc., until the system "warms up" again. On startup / initial launches, and when coming back to the computer, CPU usage never gets very high (watching the CPU Usage gadget or Task Manager).My wife's computer, a slightly slower Dell bought at the same time and configured the same way, doesn't have any of these problems. (Mine is a Studio XPS 7100 Phenom II X4 820, 12G)

When the the computer turns do not see the POST process and the windows loading processOnly when the system up then seeing the Desktop After a short time.A similar process happens when doing Switch User while the screens have a black screen until it shows in this process.
I got some bad malware and removed it with a complete re-install of windows 7. I deleted all partitions and re-installed Windows 7 from that point. I went to the Gateway website and got all of the drivers for the equipment on the computer and it still runs painfully slow. I've run CCcleaner several times, done DSKCHK (because I suspected my hard drive might be faulty) and everything says I have no problems.

I have window seven Hp pavilion 64 bit, 4 ghz sp1, computer and I have never had so many problems. I have done at least 4 system restores. The screen flashes, I have adjusted monitor display size. Computer will not complete a backup. I hear my dvd drive making noises. The computer is slow. Could not install adobe reader until last night. My last index number was 3.3 to 2.6 and now it says 3.3. I don't know what my default browser is, firefox, and windows tell me they are not.
How do I find out if I have malware, virus and or browser is jacked? My prairie form cleaner shows me my computer is collecting large files or daily activity. Also, I want to know if my computer is recording, how can I tell? I want to make sure the back door is closed. I have scanned with Norton, Windows Defender, Avast and AVG over the time and I have had at least 4 items to return. 3 items were removed 1 quarantined and I have done restores since then.
We took his computer back to factorysettings however when the system is trying to install Windows 7 we keep getting an error: Windows could not complete the installation. To install windows on this computer, restart the installation.How would I do that? I have tried safe mode but it won't let you install in safe mode, when shutting off the system or restartingit always gets to setup is starting services page and then the error message.
i just went out buy a brand new gaming computer. Take about 2 hours to hook the thing up and press the power button and expect the greatest, but to my dismay I receive the error "Interactive Login Process Initialization failed". I clicked OK and the box closed, the display (1920x1080) flashes and then the same error appears. I will eventually receive a blue screen then the computer will reboot. Every time I manually start hibernation it will begin the process; the monitor will go blank, the harddrive starts making the image and after about 30 seconds the the monitor comes on and the computer is in normal operation. I have tried enabling it with the command line (powercfg -h on) as the administrator with no success. This just started yesterday. I have not installed any new applications or any new updates.
I am getting this error all the time with Windows 7. I open a text file I want to edit, then go to save my changes and I get this error:"The process cannot access the file because it is being used by another process".I have full admin rights, running Win7 Ultimate x64 SP1. From a bit of research I have seen where many others have been experiencing this problem or something similar too. The only "fix" (that doesn't work all the time) is to close explorer.exe and then restart it to "release the handle"? Anyway, this is not acceptable for all the money and time I spent upgrading/configuring this new OS from XP -where I never had this problem- and seriously cuts down my productivity.Has Microsoft even acknowledged this as a bug yet? I can duplicate this scenario the second or third time I try to edit/save/delete a text file and I know that explorer.exe is the problem or a big part of it in any case. I don't want to go back to XP x64 but having to deal with this headache 10-20 times a day is just too much to ask.The file here is a game's map script & has to be saved to a .pk3 and then loaded into the program's root before it can run so i know othing else is running the file. No apps running in taskmngr either.
The usual utilities associated with ATI catalyst software, my Kaspersky security software, the weather channel app. But then this one started, and the only thing I could see on the taskbar looked like an open application such as Word - and a title of MyOleComputerWi..., and a small black square maybe two inches square on the screen. This ran for approximately 3-5 seconds.
When i try to open a application from desk top it does not open , the mouse cursor changes as if the application is trying to load the app but never loads and i am not able to perform any other function and i have to restart which does not change anything after the restart.
