Installer Service Could Not Be Accessed - Error 1719

So something is wrong with Windows installer. Any time I try to install something, I get the error message: "Error 1719. The Windows Installer Service could not be accessed. You may be running in safe mode or Windows Installer may not be correctly installed. " I've tried all of the suggestions on the Microsoft support website, but either I'm not smart enough to figure out what they mean
Im not willing to lose this information again. Ive been working for a company called Eidos, for about 2 weeks now, and well, im a modeller ( 3d Studio Max, for those who dont know, look it up ) And well, I've got about 20,000+ If not, a lot more value is held of information stored on this PC. And I am a key point to some of the upcoming titles they may be bringing out, DONT ask me for what games will be released AS I WILL NOT BE ABLE TO TELL YOU for lawful reasons
Moving on to the problem side of things, a friend of mine, suggested a program to me, to clean up my computer a little bit as, well.. it started to slow up on me this morning, and so, i did, i cleaned it up with this software, and great, the PC was running a hell of a lot faster, mind my language, i know. But yes, i started to use this software and thought it was great ( RegSeeker ) But now, since ive used it, my Windows Installer has... well, i wouldnt say died, but just stopped working Uninstalling / Installing I get this error message

I try to install Word 2000 on my new Dell with Windows Home XP, I get a message that "Windows Installer service could not be accessed. You may be running in safe mode or Windows Installer may not be correctly installed. Contact your support personnel for assitance." I know I'm not running in safe mode, and microsoft responded with an email telling me to re-register the windows installer "at my own risk"
Try to install office 2003 and msn messenger - i got error msg prompt me, Windows Installer The window Installer service could not be accessed. I had noticed that I could copy but not paste. For example, I could right click an icon on the Desktop and copy it, but using Ctrl-V or right-clicking on the Desktop to Paste did not work. In fact, the option is not even highlighted in the shortcut menu. Even to drag and drop an item from one folder to another is not possible. However, I can copy and paste text, like copying and pasting a sentence is MS Word. I also found out that I cannot install any programs on this same computer. This is the exact error message I get when trying to install Ad-Aware:

Explorer.exe was NOT running and could not be started from Start > Run in Task Manager. I try to install something using windows installer, I get the "preparing to install" screen and then it says that windows installer couldn't be accessed. I'm not running in safe mode, and I didn't do anything to change this. I looked online and it said to go into the registry and check the msiexec file to make sure its in the system folder, and it is. I've tried re installing and even though it says it successfully reinstalled, it still wont work.

Bit of an odd one, that has totally thrown me. When I put some (not all, it's about 50/50 of good to bad) DVDs (Movies, all data DVDs seem fine so far) in my machine, whatever software I try to view the disk with will freeze, this could be a viewer such as PowerDVD or Explorer itself. To begin with I just put it down to duff disks (I go to Thailand alot and pick up cheap DVDs there) but I now have discovered the same also sometimes happens with retail bought DVD from here in the UK.
I couldn't get my XP64 box to install anything through troubleshooting,I found that SOMEHOW the Windows Installer Service isn't running.I d/l'd and ran the XP64 bit Installer Service Update, but still no joy. Checking the registry showed me that the HKLMSystemCurrentControlSetServicesMSIServer entry is missing completely.
The first thing is I keep getting a 'Windows Installer' box popping up which says 'preparing to install' when I check my Hotmail emails. This problem began after I had a windows update which turned out to be an upgrade to Service Pack 3, last week. As soon as I've clicked cancel on the Windows Installer box, I get an alert from ZoneAlarm saying Windows Messenger is requesting to access the internet.
The first time it happened I just let the installer do what it was trying to as I thought the service pack upgrade had made changes to some settings. But then it happened again as soon as I opened the next email (I only open emails from people who I know like my close friends or family by the way). So I'm presuming there's a problem somewhere?

My .net Framework is erroring out when I try to open Sony Vegas. I upgraded to 3.0 but that did nothing. I went back to 2.0 and am still getting errors. Also, whenever I try to install a various list of programs, I get this error:"This installation package could not be opened. Verify that the package exists and that you can access it, or contact the application vendor to verify that this is a valid Windows installer package."
i am a my wits end with Error 1606.Could not access network location%USERPROFILE%Favorites,it seems to bring up an installer most times to try and install CDBurnerXP Pro3,but i do not have this program anymore,i deleted it completely!,this error message came up even when i had CDB installed one day-but inever used the program?I get this error message come up if i run certain programsSPYWAREGUARD/SPYWARE BLASTER/REGISTRY MECHANIC/INTERNET CLEANUP(ONTRACK) and also if i try to load ceratin programs from CD also if i try to update a program like today i tried to update ADOBE from v7.0 to version 7.5 but was unable to as i got the damn message again- Error 1606.Could not access network location%USERPROFILE%Favorites.Most other programs run fine and open up fine and update fine even windows update is ok?.

Error 1321. The Installer has insufficient privileges to modify the file C:Program FilesCommon FilesJavaUpdateBase Imagesjre1.6.0.b105core3.zip. I'm using a Compaq 6470NX, running XP. I recently had to do a recovery and of course lost everything. I'm now trying to re-do stuff. I'm sure I'll have a lot more to ask. The error above came when trying to install a java runtime and I've gotten it for other things as well.
When I turn my pc and windows loads up an error message appears saying that windows service pack 2 setup has encountered an error and has to close. However when I close the error message it keeps popping up every 20 seconds or so. When I went to microsofts website that told me that service pack 2 was installed on my pc. I have ran a full viral scan using the latest version of Panda and have also ran Reg-cure to see if the problem was in the registry but the error message still keeps popping up.
I have frequently been getting BSOD that crashes the computer, and it has to reboot. it usually happens in games, or when I try to alt-f4 out of games.

A Messenger Service Error will keep popping up every 2 minutes or so, and says that my system is encrypted.I dont know what else to do, plz email me at shae_deezy@yahoo.com if you know what i could do to fix the problem!
