When i try to install a program i had downloaded from the web, i get a box saying: Windows Installer
The Windows Installer device could not be accessed. This can occur if you are running windows in safe mode, or if the windows installer is not correctly installed. My OS is Windows XP with sp2. I am not running windows in safe mode.
I try to install something using windows installer, I get the "preparing to install" screen and then it says that windows installer couldn't be accessed. I'm not running in safe mode, and I didn't do anything to change this. I looked online and it said to go into the registry and check the msiexec file to make sure its in the system folder, and it is. I've tried re installing and even though it says it successfully reinstalled, it still wont work.

Explorer.exe was NOT running and could not be started from Start > Run in Task Manager. Somehow, this enabled all programs I tried to run. The customer only had IE 8 on machine. Could open a Web Page in Word which made me suspicious why IE could not establish connection even after resetting etc etc. Found safari and managed to get on Web fine. Removed Google products as mentioned and all seemed fine.As IE still playing up decided to re-install it. All fine except that "checking your computer for malicious software" had red x next to it. Hmm, I thought.IE also keeps sending me on strange redirects (no other browser does) so suspected Malware.

Ive been working for a company called Eidos, for about 2 weeks now, and well, im a modeller ( 3d Studio Max, for those who dont know, look it up ) And well, I've got about 20,000+ If not, a lot more value is held of information stored on this PC. Moving on to the problem side of things, a friend of mine, suggested a program to me, to clean up my computer a little bit as, well.. it started to slow up on me this morning, and so, i did, i cleaned it up with this software, and great, the PC was running a hell of a lot faster, mind my language, i know. But yes, i started to use this software and thought it was great ( RegSeeker ) But now, since ive used it, my Windows Installer has... well, i wouldnt say died, but just stopped working Uninstalling / Installing I get this error message

I try to install Word 2000 on my new Dell with Windows Home XP, I get a message that "Windows Installer service could not be accessed. I know I'm not running in safe mode, and microsoft responded with an email telling me to re-register the windows installer "at my own risk"

For example, I could right click an icon on the Desktop and copy it, but using Ctrl-V or right-clicking on the Desktop to Paste did not work. In fact, the option is not even highlighted in the shortcut menu. Even to drag and drop an item from one folder to another is not possible. However, I can copy and paste text, like copying and pasting a sentence is MS Word. I also found out that I cannot install any programs on this same computer. This is the exact error message I get when trying to install Ad-Aware:

So something is wrong with Windows installer. Any time I try to install something, I get the error message: "Error 1719. The Windows Installer Service could not be accessed. View 13 Replies View RelatedAn infinite loop it seems. i was trying to start my pc in safe mode, to delete a .exe file from C:WindowsSystem32 which was suggested by a post to fix the "windows not genuine problem". To be able to do that, i ran msconfig and selected /safeboot under BOOT.INI tab. now everytime i try to reboot my pc it asks me to select an operating system (windows xp pro/microsft windows) if i select windows xp then it asks me to select a startup mode (safe/normal/last successful) and then no matter what i select it will reboot it self, and do the same again. If i select microsoft windows (instead of xp) then it shows MS Windows 98 screen and then goes into DOS prompt. from what i have read in some of the threads is that, i have a virus which is preventing my pc to boot in to safe mode, and because i have selected /safeboot from msconfig windows will only boot in safe mode, meaning i am stuck. the workaround these threads were suggesting was to find the boot.ini file and rename it to something else, which would fix the problem, because this file holds the info about in which mode your pc should boot. i tried to rename this file from command prompt (i cant get into windows, thats why), using "ren c:oot.ini boot.ini" but it says file name invalid. i think this is because its a hidden file. then i tried "attrib -h boot.ini", but it says attrib cannot be used in DOS mode.

Run one program one week, run other program next week.Run CCleaner every week. I've tried all the options when the 'windows failed to load properly' comes up, but they all hang. When I tried it in safe mode a list of drivers appears to be loading but then it gets to /mup.sys and it hangs there.Recent changes to system: Yes and one is undoubtedly the culprit, as this install of windows has been running flawlessly for over 2 years. Today I made two changes to the system....and in all my wisdom I made them both at the same time, although I'm pretty sure I know what screwed it up. I flashed the BIOS to the latest revision, upgraded the processor to a Athlon socket 939 x2 +4200 (from a single core +3200 I think) AND installed a small external SATA port (I think this screwed stuff up).The BIOS upgrade went smoothly and took place a few hours and reboots before the processor change in eSATA bracket install, so I don't think it's to blame.The processor install also went off without a hitch and the computer not only recognized it correctly, but the first boot was fine and went to windows. During this first boot I got the 'installing new hardware' little picture in the lower right hand part of the taskbar, but was never prompted for drivers.

After several "OK clicks", however, the program usually opens and functions properly.
I restarted my PC to get into safe mode to run a virus scan, but the message appears even before Windows begins (even on winlogon, services, lsass, etc.). Again, a few clicks of OK gets me past the message and into Windows.I haven't been able to find ANY reference to msefrms.dll on the web.
I recieved the following message after a forced restart after windows updates were installed: "We are sorry for any inconvenience but Windows was unable to start successfully" My options are to start in Safe Mode , Last known config or normal. Safe Mode is the only thing that works. Also System Restore would not work Also System Recovery from Sony Vaio Recovery Wizard would not work

View 4 Replies View Relatedthis is the best way I know to explain all of this. I am running a 3 yr old Gateway with Windows xp and Sp 1 & 2. I have always stayed up to date with my Windows updates deleting cookies, defrags and so on. I am running Avast anti virus and Armor 2 Net firewall. I have noticed over a period of about a mth that my system has been getting pretty slow to boot up and load up web pages. Now I am having to manually start my PC and I have to do it in safe mode F8 and click on debugging mode. If I don't do it this way then everything loads up and then my PC just turns itself off. I have PC doctor and I have done a complete diagnostic test and I have gone to antivirus.com and did a virus scan there as well as with my Avast. I am thinking that I may have to totally take everything out and reinstall everything back in. The only thing is -is that I don't know what to type in to get the whole thing going. Also I have been getting a message but only sometimes that says RTL cannot locate HPOIPMO7.exe (HPOIMO7.exe) I haven't a clue what this is. Might it have anything to do with what is going on. I don't mean to write a book here but there is one other thing, the other day I had a window pop up that said that windows needed me to reinstall my xp software and when I tried it said that the version that I was already running was newer than the cd software I was trying to install and wouldn't accept it.

Hung after desktop image was downloaded and normal desktop was presented. If I moved the cursor to the task bar, got hour glass. so im like, ummmmmmmmmmm... how do i get round this. so, i restarted my computer and put it in to the (Last Known Good Configuration), i know, i went to Run>msconfig>Boot.ini>tick /SAFEBOOT and restart my computer, not knowing this was one of the biggest mistakes i've ever done. it starts and it runs a little big and boooom!!! blue screen pops up and this is what it says, "a problem has been detected and windows has been shut down to prevent damange to your computer....
I went into MSCONFIG and checked the box to go into safe mode so i could run some virus scans and adware scans and stuff like that. Now when it gets to the desktop it has the window that says Loading Windows and then after like 2-3 min. it says password is incorrect and that i should retype it and becarefull of caps lock and stuff like that. The thing is don't have a password. It does this when i boot normally too but it lets me hit ok and hit Cancel without a password entered.
All of a sudden it tries logging me in automatically when I start up but the thing is i dont need to log in. So I try to go back into normal mode and Ican't. I hit F8 during startup and went to the Boot Normally option but it still does to safe mode. What do I do? How do I log on or how do I get rid of this password thing? One more thing, the window that tells me the password is wrong has an OK box but theres no mouse on the screen for me to click it and I can't use the keyboard to select it.
I've got a problem booting Windows XP in safe mode though it works wll in normal mode. I press on f8 at the begining, I do get the menu where I chose the option "safe mode" and then it seems to boot up but after a few seconds all I get is a black screnn and a blinking cursor on the top left (this lasts for more then 15 mins when I get fed up and try again) What can I do?
