Maintenance :: Windows 8 Pro - CPU Speed Is Always Unstable / Throttling

I installed Windows 8 Pro 64bit yesterday and I noticed that the CPU speed is always unstable/throttling. 800MHz jumping to 2.1GHz and 3.6GHz Max speed constantly, while in Windows 7 the CPU speed is much stable than 8. I installed all the latest windows 8 drivers,clean format,etc. Im running Build 9200.

Since yesterday the internet began to act unsoundly (through WiFi). As in I never had this problem before. There were periods where it was fast enough to play some online games, watch Youtube no problem, and then it would shut off randomly. So since yesterday I have been restarting the modem with only very short term resolutions to the issue.
I accessed the modem through my web browser and it says the connection is always working fine. Despite that, I called my ISP and they claimed there was an issue, and forwarded it to Deutsche Telekom. Since then I did some experimenting and plugged my computer into the modem with the ethernet cable.
Boom. No problem whatsoever. It's been top speed and reliable.
I downloaded and installed updates for Windows today. There are 18 optional ones that I did not download yet, but I did download and install the important ones no problem. I checked the network adapters and they all state "The best driver for your software is already installed."

I recall enabling some sort of monitor/feedback to MS service after or during the update from win 8 pro to win 8.1 pro. But I dont recall what it was called.
Now my cpu is running 50%+ much of the time fr no apparent reason.
Windows Host Process Tasks .... or some such thing shows in the Task Mgr when it is throttling my cpu....and runnig it 50%+.
How can I find and disable the service that is causing this?

I am curious about windows 8 transfer speeds. I'm currently running a Dell XPS 1647 (mid 2010 model) with a USB 3 card from Startech installed in the expressport. It works great, but windows pretty consistently does this thing where if I'm transferring files, it will start fast and then slow down by at least 50%. I have attached a photo of this situation. In this case, I was transferring roughly 500gb of files from a LaCie drive (7200RPM) using eSata to a Western Digital drive 2.5in external drive using USB3. to about 70% of the transfer I was getting 80mb/s transfer speeds, then it drops to roughly 26mb/s for the remainder. This hasn't just happened on my laptop, on my new desktop running Windows 8 Pro, the same thing can occur.
Is there a reason for this? Is it a windows thing, or a hardware thing? I find it does it on USB keys as well - starts quick, then quickly drops to about 20% of the speed.

I have Windows 8.1 Enterprise x64, with Update 1. I want to ask you, where can be problem.
CPU --> Intel(R) Core i5 3230M 2,6 - 3,2 ghz
GPU --> Intel HD 4000 and nVidia GeForce GT740M 2GB (it switches how it needs)
RAM --> 4 GB DDR3 and 1 600 MHz (1,6 GHz)
HDD --> 750 gb with 5400 rpm --> (ST750LM022_HN-M750MBB)
I have installed windows like 2 days ago.
Now my questions:
1. Is it normal, when I just boot Windows, right after iccons apear, when I click to open some application, for example internet browser (using chrome) it takes long time? Like 6 seconds? But if I after windows boot wait 10 sec, then its working normally?
2. When I was playing some new games, actually BF4 and I minimized game, the Windows was responding horibly? Opening "My Computer" takes like 8 secs, opening browser takes even more..

When I launch file explorer in Windows 8.1 A Green Bar appears in the address bar and moves from left to right. Depending upon which folder I am in and whether or not I am accessing another disk drive this green bar moves fast or slow. When I am accessing a network drive it moves VERY slow and I have to wait 30 seconds to see the contents of the drive. How do I turn this feature off? Are there other ways of speeding up windows explorer loading?

why it is that I have trouble browsing in high speed despite the fact that the wireless adapter receives data at 1 Mbps minimum? I haven't been able to watch videos on Youtube, read the news etc because the browser takes ages to load the full page. I checked which applications are connected and they haven't exchanged much data as you can see below:

So I ran speed test with several different website and they all said my download speed is between 5 Mbps and 8 Mbps :
However when i actually download something my download speed stay at 1 Mbps or when i watch videos ( youtube) I don't have this problem with my phone !

I haven't noticed this as an issue until some recent Windows 8 auto updates (last 2 months, is generous estimate). "Save as..." take about 20-30 seconds, for 2 3rd-party medium weight word processors, to display the folder window where your want to save. It looks like it takes the computer a while to "round up" all the directory info to display it in the "save as..." window.
I did read here & elsewhere on changing the general option in the properties of a folder. I don't think that worked. I did also read (here?) about disconnecting the networked folders. I did do that, rebooted. There was no speedup. But then I remapped them all, and now MS-branded apps like wordpad & word/excel, do show the "save as..." window within a second or 2, as before. (Note: I do clean up the reg daily).

What software (besides high performance mode in windows control panel) can lock the CPU at it's highest frequency?
My CPU is Intel Celeron Quad Core 2.00Ghz but it has a "burst" frequency up to 2.41Ghz (similar to turbo boost) and I would like it to stay at it's highest frequency since I have no worries about overheating (never goes above 42* C at full load).
The problem is the speed constantly changes between 2.00Ghz 2.03Ghz 2.07Ghz (and so on etc... in between 2.00Ghz and 2.41Ghz). And my browser speed constantly goes up and down webpages stalling and going fast causing stuttering so I wonder what software can remedy this little problem?
Or if there is some kind of overclocking software that would do something similar to locking the frequency? Tried all kinds of FSB-related tools but nada so far.

How to boost the read/ write speed of my Hard Disk Drive. Someone told me about some innovation in Windows 8 such as Superfetch, Prefetch, Ready Boost, etc - something that is supposedly utilizing the idle capacity of your RAM/ SSD to boost the read/ write speed in the Hard Disk Drive.
Currently, my laptop is setup as follows;
120GB C Drive: running on SSD - has the Windows 8 and all apps installed in it,
500GB D Drive: has all the Libraries folders installed in it.
RAM = 4GB. PLanning to increase it by an additional 4GB.
Hence, how can i use the SSD or RAM to improve on the Hard Disk read/ write speed? Currently, my Intel SSD toolbox is showing as follows:
Question is how do we know if Superfetch / Prefetch is enabled based on the printscreen shown above? It just show that the feature is optimised.
By the way, can we transfer the following folders from C Drive to D Drive? Will it affect the computer performance?

I'm trying to connect my SSD to USB3.0 using an "adapter cable" (2.5" SATA HDD to USB 3.0)
The connection is however "unstable" going on/off/on/off in my Disk Management. Switching to USB 2 , the instability vanish
Searching this forum I see others having problems with their USB 3.0 as well , so I have:
- Adjusted the advanced power settings
- Disabled Fast Startup
- Disabled USB selective suspend setting
The instability has improved, but not been resolved.I have not checked the speed on the USB but I strongly suspect, I only get USB 2 speed (as many others describe)
As the USB 3.0 is on the left side of my Acer V5 (OEM Windows 8.1) and both of the USB 2.0 ports are on the right () , I'm not able to make use of any Y-cable either ..... I do not know if my USB 3.0 is 150mA or 900mA , however I have a strong suspicion .
So at the moment I only have no USB 3.0 functionality

Recently bought 3 laptops for the household (1 HP Envy TouchSmart m7 Sleekbook, and 2 Gateway NV570P10u Touchscreen Laptops)
Laptops came with Windows 8, I immediately upgraded to Windows 8.1 so I cannot say if things were working when I had Windows 8
I have all these laptops connected to the Internet via DLink-Dir655 Router. Additional devices connected to the router/internet are a wireless printer, server running Windows Server 2008, laptop running Windows XP Professional, and a laptop running Windows 7 64-Bit Home Premium (along with couple cell phones running Android). All other devices have absolutely no connectivity issues ... Only the 3 laptops running Windows 8.1 keep giving us headache to a point we can hardly connect to the Internet using these (Winows 8.1) laptops
Interestingly, when I connect laptops via Ethernet cable connection is "little more stable" but I still get disconnects ("page cannot be displayed" errors) which leads me to the conclusion that it is not Wireless card always but Router or its settings are also playing a role.
We can focus on HP laptop to address this issue. It has Intel Centrino N-2230 as its built-in wireless card. Was having lots of disconnects or pages partially displayed but when I attached an old MediaLink Dongle (USB WiFi Card), internet connection became lot more stable. It is atleast 10x more stable compared to built-in wireless card but I still gets disconnected even with this dongle (and Ethernet cable as mention before)
PS: I tend to believe it is router's compatibility ... Otherwise why Ethernet Cable is giving the connectivity issue? But router is listed as compatible with Windows 8 on MS Website and Ethernet connection is 10x more stable than Wireless connection.

My Surface 2 has this issue where it is connected to the wireless network at first and then it gets limited connection followed by no connection until it re- connects. Sometimes it happens a lot, other times a bit more rarely but overall I feel it has been getting worse lately.
I have tried turning off the router as well as removing that specific connection from the Surface through command prompt and re-connect, but neither has worked.
I have tried trouble shooting the network to no avail, and according to device manager my network drivers are up to date so I don't know what's going on.

the new Task Manager I started to care about it after installing Windows 8. Normally my internet speed is only about 1 mbps (~8 mbit). Because of that, the task managers' "Network" bar shows wrong percents. I assume that that is because Windows reports wrong wired internet speed (100 mbps).
Is there anyway to change it so hopefuly I can see meaningful data?

So I just installed Windows 8 on my gaming rig. I gotta say, after being skeptical of this whole OS for a while, installing it fresh and trying it out shows just how useful (and FAST) it can be.
The only thing about Windows 8 that isn't fast is my ethernet adapter. When connected, downloads are slow, pages take long to respond, videos are constantly choppy and buffering, etc. Looking at the ethernet connection in Task manager, it looks like the connection is being speed capped at 1.0 Mbps. The graph of the speed fluctuates up and down in the low range, but hits a wall at 1.0 mbps.
This wasn't the case when I had Win 7- I could easily pull 80 Mbps on speedtest.net (Chattanooga fibre optic internet FTW). My WiFi adapter in Win 8 also does not have this problem, but I want to use the wired connection because the campus wi-fi is unreliable. I have already updated the LAN drivers, trying both the Windows- suggested driver and the one from the manufacturer website. No difference. How I can start installing my steam games and not have it take 5 years?

my wifi seems very slow under Windows 8 and is acting like its been "capped" by something.
When running Windows 7, I was getting approx 60MB actually download rate off of my apparent 120MB Virgin Media service, now that I am on Windows 8 it appears to be running at 20MB.
The drivers have been updated to the one that was on the manufacturers website, before the update was applied my download was capped at 1MB.
Does something need changing / tweaking on Windows 8 to make it more friendly to high speed broadband?

I just got a new laptop (Asus s400ca) and I've been having wireless connection issues from the start. It originally had windows 8.0. I thought it would change when I went to 8.1. It hasn't. I have tried to reinstall the drivers. I've done several commands that I have seen around different forums. Today was the first time I have been able to access my wireless, however the speed is extremely slow. I went to speedtest.net to see what my average ping was and it was 2238 and my download speed was .17 mps and my upload speed was .13. I compared with wifes computer and hers is running a download speed of 17.6

After spending a lot of time isolating the specific update that was giving me the extremely slow reboot time, (from 5 seconds to 150 seconds after update) I was able to determine that Windows optional update -Qualcomm Atheroos Communication - Bluetooth Controller - Qualcomm Atheros AR3012 Bluetooth 4.0 + HS was the cause of the lag.
Any solution to the lag. from 5 seconds to nearly 3 minutes is a substantial lag in restarting the computer.
The computer is a MSI GS70 229US.

I use start 8 on both my windows 8.1 desktop and my tablet. My internet speeds were okay, but I wanted more. Based on the speed tests that I ran, it appeared to me that I was on Comcast's performance starter getting download speeds of 7.37mbps and uploads of 15.65. So I called Comcast to see about an upgrade. The tech that I spoke with stated that I already had the faster that they offer. He asked me how many icons did I have near the start button, I had 5, he told me to unpin them from the taskbar and my speeds went to DL - 57.48, the upload stayed pretty much the same 15.64.

I recently purchased a new desktop and it came with Windows 8 installed on it. Everything worked fine for the first two weeks. Then, I noticed my fan was running at full speed when I'd come into the room after a while. My desktop was in sleep mode, so I was like, Woke my desktop up and the fan returned to normal. Every time my computer goes into sleep mode, the fan kicks on full blast. Okay... maybe no sleep mode, but the fan will shut off when I shut down my computer, right? Nope again. When my computer is shut down, the fan is still running at full speed. The thing is, when my computer is in sleep mode or shut down, the fan runs at full speed, but when I'm using it (like now) the fan is normal.
I've been looking around trying to find something related to my problem. I've came across a few articles on the forums, like Fans still running after shutdown of windows 8. Seems like my same problem, but it was during his install he shut down Windows. However, there was talk of this "bcdedit /set disabledynamictick yes", but I don't really want to mess with the my boot.ini files... I'm not bad at small programs, but I really don't want to toy around and destroy my desktop right now.
I've read some other articles about a Windows 8 laptop in idle mode with the same problem, and they said it was antivirus related. I figured that if that were the case, shouldn't have I seen it during the first time I booted up my desktop?
I think I started noticing this problem AFTER I installed some windows updates from Microsoft... Any way to verify that everything went smoothly, I kinda assumed and left my computer running while it was updating...

I had a friend setup win 8 for me on my Lenovo y480 Laptop which has 8 GB RAM. He used 1GB of said RAM to aid in start up and overall performance I think. When I look at my system's info (right click on My Computer and clicking properties) I see 8 GB (6.91 GB RAM usable).

i have a "microsoft wireless mouse 2000" and my pc is running win 8 pro. most of the times after i resume from hibernation the scroll speed is insane! moving the scroll wheel 1mm causes for example the browser to scroll over one page! in scroll settings it shows "roll wheel one click to scroll 3 lines", no matter what i set this to it still scrolls excesivly.. i need a full system reboot to regain control over scroll speed. this was never an issue with win7.

I have 2 laptop PC's.
One is running Windows 7 the other Windows 8.1.
If I do a speed test to speedtest.net (or any other site for that matter) I get vastly diffent speeds on the 2 PC's.
On the Win 7 PC I get a download speed of 85Meg. (Wireless or ethernet).
On the Windows 8.1 PC I get a download speed of 4Meg. (Wireless or ethernet).
If I start the win 8 pc in safe mode with networking the speed increases to 20meg.Reboot and its back to 4 meg.
The win 7 pc is a Packard Bell and the win 8 is an HP.

I noticed that when i manually set my memory to 2133 mhz (as instructed by gskill, since my memory is 2133 but if i don't change it there it will be 1600), my cpu temps go like 5-8 C higher. Is this normal? Is there a correlation between ram performance and cpu heat?
