Maintenance :: Occasional Stuttering In Windows 8 - Program Lag

I'll start with my system specs:
Motherboard: Gigabyte P67A-D3-B3 (don't really know the rev on this one)
GPU: ATI Radeon 6770 HD 1 GB, original clocking on 850 mhz
Processor: Intel Core i5 2500 3,30 Ghz (No OC on this one)
RAM: Team Elite 8GB (2x4096MB) CL11 1600 Mhz
HDD: 500 GB Seagate Barracuda 7200 RPM SATA 6Gbit/s
Sometimes, not very often my windows 8 stutters and making every program that im running on the computer lag, it is 4 significant stutters that's driving me crazy, i just made a complete reformatting and a clean install of the operative system and it still occurs from time to time.
The operative system is "Windows 8 Pro x64" without Media Center.

Windows 8. Occasionally, my computer just stutters (freezes for about half a second) several times in a row, ranging from about 6 to 10 times in a row. Literally everything will stop and freeze during that moment; the screen, sound, mouse, my friends even report that my mic input stutters. This happens about once every hour, usually a bit less than that.
It doesn't matter what I'm doing with the computer when this happens; Playing games, watching a video on YT or just on the desktop, doing nothing.
I've done a few recent changes a few weeks back too. I replaced my NVidia GeForce 470 with the NVidia Geforce 660 Ti. I had also connected my sis' laptop's HDD around there as well, when her laptop broke down.
I've done a SFC scan and I've updated my NVidia drivers multiple times.
My specs:
OS: Windows 8 Enterprise 64 bit
VCard: NVidia GeForce GTX 660 Ti
RAM: 2x 4GB DDR3
CPU: Intel i5 760 @ 2.80GHz
HDD: Samsung HD 103SJ ATA

Temporary freezes and occasional "not responding" messages are not often seen in Windows 8, but occur much more frequently than they do in W7. Same hardware, same software. Only the drives and a few drivers differ.
These hesitations arise in various programs or while manipulating UI options, and have since the earliest Windows 8 betas, though they have become less frequent with each release. No forum messages that I have come across relate specifically to this random issue.
Additionally, Windows 8 is a multitasking slug as contrasted to W7 when, for example, a large file is downloading in the background. Open another program in W7 and it pops up almost immediately; open in Windows 8 and it takes 15-30'. Priority has been assigned to both "programs" and "background services." Made no difference.
2600 Intel CPU, ASUS P8P67le MB, NVidia 210 GPU, at least 28G free space on each drive.
How to overcome it?

I have had this AWFUL buzzing sound accompanied by what seems to be a frame or so of lag when playing video games, watching Youtube videos, or watching windows media player videos. It sounds like the buzzing sound when you get a blue screen of death and it occurs about every 30 seconds. It comes through the speakers and I have tried different earphones to no avail. I found a youtube video showing the EXACT same sound I recieve!

It's the buzzing sound about 3-7 seconds into the video. My buzzing / stuttering is nowhere near as severe-at least not yet. In fact it seems to have started about week ago, very rarely I was hearing some static while watching youtube videos but it wasn't much and I figured it was from the headphones. I've been having all kinds of problems with my disk and memory usage. I've had some programs hogging outrageous amounts of my disk such as windows protection and now periodically, windows modules installer worker. Something is wrong. This should be a powerful laptop more than capable of handling basic idle windows. Even when I have just firefox and windows media player open.Is something like windows media player supposed to take so much of my disk? I have updated everything I can including my graphics card and the sound drivers.

System = Win 8 Pro-64, 4 X 60 GB, RAID 10 (300 GB), AMD Quad, 8 GB RAM.
I upgraded from XP-32 To Win 8 Pro-64. My RAID drive "C:" had ~60 GB on it with XP. After the move to Win 8 Pro, C: had ~70 GB. After running Win 8 for about 1-1/2 months drive C: is suddenly almost full. 4.5 GB free space. Now I'm getting weird errors and an occasional disk full notice. What happened?

Sometimes when I start up my pc and the Windows 8 loading screen comes up, (That purple screen that says loading and the dots going in circles) I know that there are going to be some stuttering problems whenever I watch a video (Youtube, MP4) or play a game. Restarting is a temporary fix that I do but it comes back afterwards. Is there a permanent solution to this?

I upgraded my computer from windows 7 to windows 8 on day 1, relatively no problems since then.
About last week I started having trouble with wifi, not sure if its HP bios updates or Windows 8 general updates that may have caused the problem. It's not that it disconnects often, its more like once every few days. Still an annoying problem when I'm working on something and I have to go into my wifi connection and disconnect then reconnect.
Its not the router connection, I've checked it at the same time on my phone and ipad and it's working fine.

Surround Sound Receiver: Onkyo 515
OS: Windows 8.1 Pro
My pc has been running great for about two years now, but starting a couple weeks ago I have been noticing an occasional audio "hiccup" once or twice per hour where everything seems to lag out for a half-second. If a computer could fart it would sound like this stutter I am talking about.
This audio stutter occurs whether i am listening to music, watching videos, or playing games. I have since performed a clean re-install of windows 8.1, and run the system file checker to verify the integrity of my OS files, but the problem persists. I have tried two of the most recent Nvidia drivers (including a beta) for the GTX 670, and will try reverting back to older drivers next.
I don't believe it to be a problem with the receiver because I have tested it on other inputs (TV, PS3) and the problem is not seen (heard) there.

audio and pointer stuttering. As far as I know I haven't changed anything on my computer that may cause this but seemingly randomly this error has sprung up.
My audio glitches up at 10-20 second intervals, (sometimes even 2-3sec) and simultaneously my mouse stutters. I have tried updating drivers, and have googled but nothing has worked. This error occured around the same time internet shopping extensions were added to my google chrome without my permission, but I cannot recall which happened first.
Naturally I have run ASC and AVG as well as Malware bytes, basically all the anti-virus software I have, but this yielded no results.
I have looked in my services tray and discovered that vsmon.exe has a far higher CPU time value than I expect it to, but other than this I can't find anything unusual.
The stuttering has made using my computer frustrating, and it bothers me that a brand new laptop is wigging out. Prior to this error the only other problem I've had has been a random system crash which while scary, seemed to be fixed by a system restore, but what caused it.

When I play a video file or watch a video on YouTube the video stutters for a second or two then it play normally.
I checked the windows task manager and saw that the cpu spiked up to a 100% and one of the drives did the same thing, the drive itself(wd green) is inserted from the front drive bays of the case (haf-x). I've updated the drivers. But it still happens.

Ever since I installed Windows 8 (and now Windows 8.1 Pro Preview Build 9431), I hear occasional buzzing sounds while playing .mp3 files on my desktop computer (Dell XPS 8500). This occurs using both iTunes and Winamp. The .mp3 files play fine on other devices, such as my iPod. This makes me suspect that this is a Windows problem.

Recently I updated to 8.1, and now after maybe a week I get the occasional Instruction memory error with 0x000000 type codes.
At one point whenever I logged in it would popup with explorer.exe failed, so I wouldn't be able to do anything on the PC, I restored to a system restore point and it now is gone, however I will see it every now and again. Not a big deal now, but I would like to repair it if possible, as it obviously can't be doing any good for the PC.

my brother brought over a burned dvd on easter, played fine, nothing weird happened. the next day BSODs like woah, firefox and chrome crashing at random intervals. i tried system restore, it seems to have decreased the frequency of blue screens but they still happen and the browsers crash just as often. i'm pretty sure i'm running windows 7 (i know nothing about computers) i'm not a hundred percent sure the DVD was the culprit, but its a big coincidence if its not. hopefully i did the diagnostic thing right, i'll try and upload. earlier something strange happened where i had no sound, could not open the volume menu, tried to click shut down, nothing happened. had to give the old power button smothering to restart and now it seems okay.

in Windows-8 when i try to delete folder i got the message:
"The action cant be completed because the folder or file in it is open in another program"
i check and close all program, i dont see it in the task-manager(if i reset the computer, and try again it will delete it) Windows-8, when i copy, or delete folder - i cant see the action until i press F5 for refresh

Scenario: A cpu-heavy program - which windows often reports as "not responding" because it takes time to process stuff - for which I want to change the process priority to anything I.
Issue: Even if I don't change process priority for the program, Windows 8 thinks he's the boss and decides to put it at "below normal", which has an impact on the performance of the program. If I change priority, it will just put it back to below normal.

I experience heavy video/audio stuttering when playing a video or general latencies when downloading a file when connected via LAN/Ethernet NOT when connected via WLAN/Wifi. According to my observations the stuttering only happens when the LAN network driver is somehow busy, which means preloading the video or downloading a file. As soon as the video is chached/loaded or the file is downloaded, the stuttering disappears. So in my opinion it is definetly a driver problem.
I recently updated the LAN driver due to suddenly occuring BSOD. The update fixed the BSODs but now the stuttering appeared. I already tried to switch to other versions of the driver or even use just the Windows driver, but the problem doesn't disappear.
With updating the LAN driver I also updated all the other drivers (BIOS, Soundcard, PCI, Chipset, etc.) because my system was a little outdated. Everything works fine and in games (like Borderlands) everything works like a charm. Just when the LAN driver is busy the CPU has a 90%-100% load. The process causing the CPU load is in these cases not Chrome, it's the System process according to the task manager. Another hint that the driver should be responsible.
The Graphic card is up to date and running on the latest beta driver from AMD (tried the normal driver too, no difference).
LatencyMon showed me that ndis.sys is causing excessive latency.
Malware Scans are negative with Malwarebytes and ADWCleaner.
So as a summary: The problems started when I updated my drivers! But I can't go back to the state before cause I don't have a backup and the restore points already got overwritten by current ones.
What I updated: Practically almost everything that was outdated - used SlimDrivers.. maybe wasn't the best choice..
I remember:
- Chipset driver (not 100% sure but a lot of Intel drivers)
- SATA AHCI Controller
- Various system drivers like:
--- Intel(R) 5 Series/3400 Series Chipset Family PCI...
--- Intel(R) 5 Series/3400 Series-Chipsatzfamilie - Thermosubsystem
--- and a few others
- Audio Realtek driver
- PCI-E-Gigabit-Ethernet-Controller Qualcomm Atheros AR8151(NDIS 6.30)
- Broadcom 802.11n-Netzwerkadapter
What I tried so far:
- Try to go back by restore points --> didn't work
- Deinstall virus scanner --> didn't work
- removed all apps from startup --> didn't work
- tried to identify the causing process with process explorer --> the process causing the cpu load was either system or chrome, but chrome not to much (30-40%) so I guess its driver related..
- tried to switch back to the old drivers by installing the vendor drivers from acer --> didn't work (maybe there are some drivers missing that I updated via SlimDrivers)
What I found out so far:
- The latency and lags don't appear with Wifi/WLAN --> Just when connected via LAN/Ethernet
- The latency and lags appeared after the driver updates --> So nothing to do with malware
- The latency and lags are caused when streaming videos (only in the time when it's loading/downloading) and when downloading bigger files and probably also when loading a website, but not that strong --> So to sum up: Always when the LAN/Ethernet is busy
My LAN card:
PCI-E-Gigabit-Ethernet-Controller Qualcomm Atheros AR8151(NDIS 6.30)
Current driver: 2.1.0.16 from Microsoft
Tried 2.1.0.21 from Atheros too.

I recently installed a new ssd and did a fresh install of windows 8.1 on it. I am now using my old hdd as my main data drive in my laptop caddy. My problem is I did not back up my data on my hdd and format it. So I need to delete the "windows" , "program files" and "program files (x86) " folders from that hdd to free up some space.
I understand I have to give ownership to those folders for me to be able to do delete the folders. I have tired the methods suggested by this guide Take Ownership of a File, Folder, Drive, or Registry Key in Windows 8 I tried both of those commands
(To grant currently logged on user ownership of) takeown /F "full path of folder or drive" /R /D Y (To grant administrators group ownership of) takeown /F "full path of folder or drive" /A /R /D Y and it was succesful, however I still couldn't delete the folders.

I tried downloading AutoCAD on my laptop, but got an error message. I removed the McAfee which came with Windows, but no luck. I then also removed AVG and it managed to download.
I've then attempted to restart, however the 'Toshiba Leading Innovation' screen simply kept flashing at the start up and didn't continue.
After approximately 15 minutes of flashing, it's now stopped and the page is static.
It's been just over 20 minutes total now, and the page continues to be static with the fan making more noise than usual.
I've powered down twice, but this keeps happening...
Should I re-install windows?

I've been getting errors everytime that I open a program (ANY and EVERY program). When booted into safe mode I'm not getting any errors. Here's some pictures of me opening google chrome, skype, and Windows Media Player.
It seems to be the exact same error for all of them and the only program that DOESNT seem to give me the error is paint. As soon as I click "ok", the program opens like normal but this is incredibly annoying.
This error started immediately after I installed Windows 8 from Windows 7, I might add.

Is this possible? I have 3 open Chrome windows that are minimized in the taskbar. I would like them to remain in the order that I originally opened them, but sometimes Windows 8 decides to switch their order. It's extremely frustrating and totally breaks up the flow of my work. Can I rearrange them back?
