Windows 7 Special Lockdown Mode - Hardware Deactivated

I have tried to do a system restart and when it gets to the welcome screen login part my screen turned to a Red Screen with bright yellow text claiming that "The hardware on this computer has been deactivated" and to call my local provider. The message also says it's in 'Special Lockdown Mode'. I have the option of Rebooting or Shutting Down and even going to Safe Mode does nothing! I do believe this is a virus.
I have windows 7 Ultimate 32bit on my mom's computer an eMachines Celeron 2GHz with 2 gig DDR2 memory. Machine runs fairly well; and is generally reliable. I have the spy bot search and destroy live running at all times, as well as Adaware live agent running at all times. I installed the virus software that Comcast gives you (think it's Norton). Although on my computer I generally don't need this stuff. There is family that goes to her house from time to time, including an 11 year old girl who has manages to destroy Mac OS 10.5, TWICE. What I am looking to do is have user accounts and every time they do ANYTHING my mother has to go over, and evaluate what is going on and type in a password. I tried this before with parental controls but still it didn't lock it down enough. This is the second time within a month that as soon as the computer comes up it is frozen.
I'm attempting to set up a Windows 7 touchscreen (dell Inspiron One All-in-one) but I want to set it up with access via the guest accountI want to remove access to the control panel, to the "RUN" command and the command prompt.Are these available via the local security policy? I've tried going through it but haven't found an easy way to do what i'm doing. I've tried looking at tools like Ultimate Windows Tweaker and Winbubbles but these programs affect changes across all accounts and not a specific account.
My Laptop has switchable graphics (intel+amd radeon). I disabled the display drivers from the device manager in properties of my computer for programming purposes. i forgot to enable the drivers before shutting down the laptop and now i am facing a problem in booting my system. The windows logo appears and after that just a blank screen with a mouse pointer. can i enable the display adapters from dos?
I just bought a new machine that came with an unactivated version of Windows Vista Home Premium. I'm wondering if I need to activate vista first before I upgrade to 7, or no?
Will Windows 7 Upgrade come with it's own activation Key?
So I swapped mobo's and ran into some problems so I did a repair install to resolve them. After the Repair Install, Windows deactivated and is asking for my key again. Unfortunately I do not have my key and I am unsure whether I will be able to find it again (having moved around a few times, I am unsure if I even have the install disks). After swapping mobo's Windows did NOT deactivate, everything was fine activation wise after the swap. I don't suppose there is any way to recover my key, is there?Right now, I've noticed that a new folder was created during the upgrade called $WINDOWS.~Q that seems to have my old registry in there, so I am thinking of trying to back up my current (new) registry and replacing it's files with the ones in that folder and running Belarc to see if it picks up the key then and then putting my new registry back.deas other than this?[CODE]
I have a post-secondary student who will be taking his exams in our office. He uses a text to speech reader (TTS) along with whatever program his text requires. I want to lockdown the computer as much as possible.For instance, one week he may need his TTS with word. The following week he may need his TTS with Excel and the internet. What is the best way to lockdown the pc, based on the fact that each week he will need access to different applications?
im trying to copy a file and it keeps telling me that i need administrator privileges (witch i have ) but apparently i need some sort of special permission and how to get it
I am puzzled by how to search for special characters in W7. I have some files that start with the Greek letter t I don't seem to find a way to make WS recognize characters like these for searches. When I type get no results at all. I have already tried with the advanced query filename:without getting any results.When I use Total Commander for searching for et all the results I am looking for, and I know that all these files are included in the Windows Search Index because they can be found if using some other parts of the file name, like for example searching for torrent it finds files with the name torrent.
Windows 7, won't accept a password I set to it for my HP 620, though with a special character; which goes for Kar's1990 --that's the password. Password that used to work flawlessly in weeks I have had it in use though until today after coming back from my morning routine, to boot the system, to find out every time I try to write "'" to complete the password properly, it instead adds another black dot to the input field in which case the form ends like: Kar'as1990 instead.
The keyboard isn't Spanish though configured, to international English, so to give me the special character without a problem. To throw as well, I had some virus attack yesterday; but swept them immediately. Nevertheless, I don't know if that have something to do with the keyboard no properly writing the a with the accent I'm seeking it to input.
Strange problem about a month ago maybe once every 4 to 10 days the PC boots up and all the characters are strange, instead of the usual alpabet they are spercial characters. I do a system restore and all is fine. If anyone has any thoughts on this as how to solve this short of reloading windows. I included a screen shot to help with understanding what happens.
new win 7 install. Tried to move special folder from ssd to hdd.Create a new folder on the hdd with the name of the profile. I then assumed when moving folder into it they will be automatically created-> moved "downloads" folder first and selected that above folder without creating a "downloads" folder in that one and select that one. I realized something went wrong and wanted to move it back. On moving it back i made the same mistake, so the whole user profile folder is now the download folder and it is called "downloads" and not after the user name. However right-click does not work on that one. Can't change the path or move it.

Being the hurried idiot that I was, I accidentally redirected the My Music folder to the drive letter D. Now I can't restore it to it's default location because the system tries to copy system volume information and other system folders with it.How do I go about this? I wanna avoid having to reinstall windows because I had only just done so before this happened.
When I turn on my laptop, it goes to the i type in the username (password) then it gives me an error "this application has failed to start because WININET.dll was not found. Reinstalling the application may fix the problem" when i hit the "ok" it is just blue screen. I dont have the disk to reinstall anything, what should I do to fix my laptop?
I figured out how to do the French characters such as or , but i can't figure out the shortcuts for things such as or , even though the keyboard has buttons for them.
When I took over a PC used by my predecessor, he had Win 7 (MS keyboard) set up so that the Windows key to the right of the space bar and Alt key will dump "http://www." into any open text field. This saves me a lot of time on a repetitive task with our software. However, when I asked one of our best developers how I could assign "mailto:" to another key, he had no idea how the existing functionality was set up. Googling "Windows 7 hotkeys" didn't find me any tips. What to do?
So I was working with moving my My Documents folder from syncing with Dropbox to Box and I messed up a bit. Well, at least I've found it and have access to it. Now I'm working on restoring a previous version.
Problem A: It's hidden and I can't figure out how to undo that because: Problem B: It's a shortcut and I don't know how to switch that back to something that works Problem C: It won't let me access the previous versions. You do not have permission to access "Contact your network administrator to request access". I am the administrator and I have full access to the folder except for the "special permissions" check box which is grayed out empty.
Im running an awesome western digital essentials 320GB USB hard drive its great i leave it plugged in all the time on an always on PC its really great and the drive stores every picture and mp3 i have.when trying to do some maintenance on my music collection i noticed that some folders wont delete, it says something about it being in use at this time. occasionally if i keep jamming away at the DEL button it will eventually be removed (trying every ten mins or so) ive checked the security tabs and there is no restrictions in place for this drive and i have no special drivers for it or any other unusual security features. its an irritation now its been going on for about a yeah and now i have lots of empty folders.
I have just bought an Acer laptop running windows 7 home premium 64bit. However, when running the preinstalled Windows Live Messenger 2011 on this system, special characters such as ☺ or ♫ do not show up correctly in the chat window, instead appearing as a blank box. They do however show up in the contact list for contacts that have such characters in their names or messages.
I was fixing a laptop that was having several issues, (special keys wouldn't work properly, internet explorer would crash, PDF files wouldn't open, etc) and I found a suspicious file (C:User<user>AppDataRoamingElofenmoma.exe) that was booting on startup. Virustotal hit me with only 3 results for a trojan, which is actually quite low, but this file was clearly the problem, the details seemed to be in russian and it's Regedit entry was random letters.
So I cleaned all evidence of this file and now the keyboard works properly, but I'm still having problems with executable. Most of the times when I open a program nothing shows up, yet the process is running, after opening it 3 or 4 times one window finally opens, but there's still 3 or 4 idle processes before it with no window in sight. Some times when I force close the first process all the other windows suddenly show up. I also noticed that the processes for setups, chrome, internet explorer tend to stay idle even after closing them normally (in the program itself, manually closing the process works).Usually I would just format the PC, but this is a very complicated PC to format, the owner has tons of certificates that he needs and most of them he doesn't even remember how to reinstall them again.
the computer I am concerned with is running Windows 7 with IE8, Microsoft Security Essentials and Malwarebytes Anti-Malware. I am currently in Safe Mode with Networking without issue.The owner of the computer says that something happened earlier today while he was online that sounds like some false antivirus popup, but he's unsure. Here are the symptoms in normal mode. Every application, from moving through them to opening and closing them, runs exceptionally slow - one to three minutes to open, at least a minute to open internet pages. I noticed that, when in IE, as the pages are loading the IE page disappears and reappears. I am not very familiar with Windows 7 so I don't know if it is related. The computer seems to be getting slower as the day goes on. CPU usage is very high.So far, I have disabled many startup items that were unnecessary. I ran CCleaner and cleaned up. MBAM was run in both normal and safe mode, full scans, and found nothing. This is also posted in Viruses and Malware, but I'm unsure where it should live.
