I have windows XP SP2. I read that I should have "Bluetooth devices" in my control panel - but there's no sign of anything to do with bluetooth anywhere on my pc.

I'm reading a bunch of instructions on how to connect my phone to my laptop with Bluetooth and they all start with the instruction to go to the "Bluetooth Connections" in Control Panel. Trouble is, there IS no Bluetooth Connections when I open the control panel.Any ideas on how I might add Bluetooth Connections to my control panel, or otherwise connect my phone to laptop with Bluetooth?

The bluetooth keyboard is discovered and connects just fine.I go into the bluetooth configuration and "Find Bluetooth Devices", it shows the "Dell BT Mouse". If I right click and choose "Connect Device" it searches, finds it and shows a dialog box that says "Connection with "Dell BT Mouse" has been established successfully. To confirm that the correct mouse is being connected, please use it to click the button." But the bluetooth mouse doesn't respond. I cannot click on the "Click here" button.I replaced the batteries with fresh ones, tried updating the drivers, get a message "This device cannot start (Code 10). Got infect by a virus, virus was removed by Kaspersky. After virus removal both the 10/100 NIC and the wireless adapter, and the bluetooth have indicated that they are disconnected. However from device manager they show up as working properly, which they are not as I cannot connect to the internet and there is a red X on all three icons in the system tray. Right-clicking the taskbar even in the program is uncool.The catch is, I can execute any CP dialog EXCEPT this one as a command line, either passing a dialog parameter to Control.exe or else using a *.cpl file name with Control.exe or directly. To install mixer devices, go to Control Panel, click Printers and Other Hardware, and then click Add Hardware. This program will now close." I've tried numerous searches on google/forums but nothing seems to work. I tried the services.msc, Ive tried the "machine.inf" copy/paste method. Tried to reset the BIOS to default in the setup menu (not sure if i really did this right but.). Nothing seems to be working.The sound worked before I had to delete the partition and reinstall Windows XP. Had a virus or something so I had to delete the partition and reinstall like I said. It's Windows XP Professional.I got the laptop from Cyberpowerpc.com. Phoenix brand motherboard (i think that is a brand, Everest said the BIOS type was phoenix anyway, it says the actual motherboard name is Unkown). When I bought it, the sound said: Built-In AC97 Sound Card if that helps. I was pretty sure I had "Realtek AC 97" Audio driver before the crash but I'm not 100% sure on that.

When I am in the control panel - display - the only buttons that are active are the "browse" and "color" buttons. The "position" button does not work. I can't even get one of the Windows backgrounds to display. The photo I choose to use is there somewhere because it is visible briefly when I start mycomputer. Then it disappears and is replaced by a "color" only screen.This is a very recent problem. I'm guessing some settings are incorrect.

Yesterday I visited a website and opened a file. After I did that, my wallpaper changed and it appeared to be whatever the website was. I was able to somehow get it off (don't ask me what I did, I couldn't tell you). Now, when I click on "Display" in the Control Panel and go to "Desk Top", the only thing that I can change is the color and I can also click on "Customize Desktop", but I cannot change the background or click on browse...".
