Upgraded To 8.1 - Brief White Flashes When Opening New Windows

I've just upgraded to 8.1 and I have seen this exact problem on a different laptop of similar specs (my specs should be in my profile).
I use a custom theme with dark colors. I like dark background and light text. The problem is that very often when I open a new explorer (like My Computer) or browser window (like Firefox), the whole background of the window/frame becomes white for a very brief period before showing the actual content of the window and assuming the dark background color that I assigned.
I'm having a bit of a problem with my Windows 8. I'm currently running Windows 8 32-Bit, everything went well until this morning. I turned it on, and right before the log-on screen it started flashing purple. That's it, I couldn't do anything else, just watch the screen flash purple.
I have ran into this problem a while back and managed to fix it by using the Windows Setup and using the System Restore option but now for some reason I have no clue on how to Boot from a USB/CD.. it's not working.
I have a Compaq PC so it's a bit complicated to boot from devices.
When I try and use any part of the Metro UI, whether it be the Start screen or the sidebar, everything on the screen disappears when I mouse over something, and I have to Ctrl-Alt-Del into Task Manager to get back to the desktop. Even when I move my mouse along the side, everything on the screen flashes.
yesterday I did the Windows update and ever since I have a random speech bubble that flashes at the bottom right of the screen, next to the time. It comes up and disappears too quick for me to see what it is or even click it.
how to stop it from happening. It does nothing to my performance or anything, but I would prefer if it to go away, it's pretty disturbing.
I am sure it is something I have done but now when I select the Mail app in the Start page it loads to a white screen. Sometimes I think Windows 8 is too intuitive.
I have tried Malwarebytes no viruses, SFC Scan no errors, two icon repair tools, System Restore( i do not have restore points) and this is what my icon still looks like in Control Panel ? I like my system to remain "perfect" as i can..I can use the program.

A while ago, my PC was having some lag issues that made the computer practically unusable. I found out in msconfig that I had almost all services running. I disabled many of the services, and I made sure not disable the necessary ones (i.e, Windows Audio.) I restarted my computer and there was a red circle with a white "X" over the audio icon. I clicked on the icon. A window named "Playing Audio" opened. On the window was a bar similar to the one shown while loading/downloading something.
Above the bar said "Detecting Problems" and then "Scanning for hardware changes...". This went on for about 10 seconds. After this, the window changed. At the top in blue was "Troubleshooting has completed". Under that was "The troubleshooter made some changes to your system. Try attempting the task you were trying to do before." In the center of the window was "Problems found-Hardware changes might not have been detected".
In the search bar, I typed "Manage audio devices". When I opened it up, the window told me that there were no audio devices installed. I have checked in Device management under "sound, video and game controllers" That I have sound drivers installed (AMD High Definition Audio Device & High Definition Audio Device.) I have tried multiple times to uninstall/reinstall the drivers to no avail.
In some of the apps the font is white. sometimes the background is white as well so I can not see anything. other times it is black and I can see it. Where this setting is?
On startup, all I get is a blank white screen. I can't see anything. But, I can plug in a monitor and do everything else just fine.
I tried twiddling the drivers, but maybe I did it wrong or overlooked the right one(s). I tried a system restore, but that threw an error on restart.
I even dove in with my screwdriver to make sure no plugs got knocked loose (don't worry, warranties were long voided).

I've noticed that when booting to the Start Menu on powering up that there's now a white border around the top left tile. This border can be moved to any adjacent tile by using the relevant keyboard arrow keys.
My other PC's only show the border AFTER an arrow key is pressed which is classed as the correct default behaviour after a bit of Googling. I
I just upgraded Win 8 on my Acer Iconia W3 Tablet (x86) to Windows 8.1. But now I have the problem that in the settings-app and in the righten menu (e.g. the search-function) every text is just a white (or sometimes black) box. In other Apps and on the desktop-applications the text is displayed correctly; and before I have installed Windows 8.1 everything was fine too. Below are two screenshots which should describe the problem.
Some icons no matter where they are located don't display there actual picture but a white paper instead. Most of the time it only happens if I put it in a folder.
And sometimes even on the desktop.
I would really not like to have to set the icon up manually, because Windows is supposed to do that on its own, and also because they are adding up!
Now for the testing done so far. It seems that for the desktop problem if you copy instead of right click "send to" then the icon will show up when you paste it, but it will say "Copy" in the name on the icon, if I edit it and delete the word "Copy" and click out of it to save then the icon reverts back to the paper. This trick has no effect with the folders however.
It actually has "Copy" written in it but the text is to long so you just see the "..."
Also this issue only happens to the shortcuts of the actual file, and only on random files. If I were to go to Program Files and find the folder then "Move" the icon to the desktop then it works fine.
But in the folder that contains the actual file then icon is missing, it only appears when I "Move" it to the desktop.
I noticed yesterday that there is a very fine thin line on the left side of my desktop. In the screen shot you can barely make it out, but you will be able to once you see ot from the left corner of task bar. it does not appear when i open a browser or a folder or even start menu. It only shows on the desktop screen and is really annoying. I tried disabling some odd services and restarted the computer as well, but still no luck.
I guess I have that white screen virus. I think I could handle removing it but I need the desktop and safe mode is stopping lots of tricks. But I cannot get to anything.
Win 8 Pro. After a couple of days uptime my tray icons in the hidden pop up are turning into white squares, which makes them hard to identify. I tried rebuilding the icon cache as found here, Icon Cache - Rebuild - Windows 7 Forums which seemed to solve the problem. But a few days later an icon has turned back into a white box, a bandwidth meter.
How to set the IE11 in Win 8.1 to only print a web page in Black and White. In Win 7 I had found it but with great difficulty and I believe it was in Internet tools if you drill down far enough. In Win 8.1 I cannot find it so that when printing out a web page that has red and blue it is almost impossible to read on my Dell 1700 monochrome laser. I tried in the Devices and Printers, Dell, both Printer preferences and printer properties but cannot find anywhere to set. I am fairly certain it is a setting that has to be made in Internet Explorer but they seem to have hidden it (I think I was using IE9 or IE10 in Win 7). In Excel you can set that parameter for each page in page setup.
I’m running VS2012 on a Windows8 64-bit computer. After running the VS2012 update (I started it from within VS and then closed VS) I went to the Start Screen and the icon in the VS2012 tile is now a white square. I unpinned it from the start screen. I typed in "Visual" and found the tile. It had the correct icon on the tile. When I select to pin it to the Start Screen, it still shows a white square instead of the VS icon.
I have a Dell XPS12 Ultrabook (amongst other things) and out of the blue a white line of pixels popped up on my desktop. It is there no matter what windows or programs I have open through the desktop however when I go to the start screen or open any other tile it goes away....I've tried restarting, changing the resolution, etc and can't make the line go away. Its still under warranty if it was the screen, but in the past my experience with blown out pixels (white lines on the screen) has been a screen replacement because its there no matter what....this goes away in the start screen or any other tile.... None of my other laptops/tablets with windows 8 have done this before.
I received an error that there was a memory error. There is charm that says " MEMORY TEST".
l clicked on the "Charm" & a blue screen with white lettering popped up. It had instruction that the test wood take some time. It also said it would "automatically" Restart Rhys computer & list the results.
On the right, lower corner of the screen it says if you press "esc" it will exit. It RAN for Hours !!!
When I try to save files from Google, Office 2013 or any program in Windows 8.1, I get a partial white screen and a "Not Responding" message on the Title Bar. The "Close Program" dialog box follows. So, I can't "Save As" to my computer.

This problem happens to me right after the installation of Stardock's Start8 or another app called StartIsBack. It could be those 2 apps or it could be something else I don't know.
The problem is, after a reboot, all of a sudden, the icons lose their image and they just become blank white files, if I right click on a file for example to Run As Administrator or anything else, the whole context menu doesn't appear and Explorer just freezes until I force restart
This happened to me in 8 diff. formats / fresh install I finally gave up and just reverted back to Windows 7. Could it be those start menu replacement apps or perhaps some dodgy windows updates?
When I changed back to Opera, the net icons on my desktop all changed to plain white squares. So I thought, OK, just redo the links via opera bookmarks - same result. All of the correct icons have been replaced with a blank white box.
So I went into properties and tried to change icons, but only got the windows generic ones in sys32.
So I selected a globe of earth for FB and it put an icon of a little monitor with a bar underneath it, so I tried again thinking I had clicked the wrong icon, nope, just the same. Whichever icon I click on, the same one appears in desktop.
As I have had varying degrees of success with browser software, I am beginning to thing that the windows software itself is to blame. I keep windows up to date with updates etc, so it not the lack of, but something is not right at all with 8.1.
I never had this problem with any previous ver of Windows.
I updated to windows 8.1 yesterday and now I can't drag anything. I have tried everything I think, but it won't drag..Restore would probably work but I don't want to that.
I have just upgraded to 8.1 from 8 and cannot find Widows Accessories anywhere. I don't really recall it being in 8 either but am not sure. I would like to have System Tools, Paint, Fax and Scan and Word Pad at least available to me from the Desktop.
Has Windows Accessories been dropped from Win 8.1?
XPS-15 L521X running Windows 8 Pro. I have Intel Rapid Storage Manager installed and operating (thinking this may matter). I have tried 4 times to upgrade to 8.1, no-go. It completes the upgrade to the point of restarting after making all configurations (according to the message text), but on restart it goes from Dell logo to blank screen, though I can hear the disk churning, and the mouse shows when I swipe the keypad; mouse also shows a busy indicator. I tried leaving the system alone last night for 6 hours, but when I came back it was still churning on the blank screen. When I shut down the system via power button and re-booted, it restored the original windows 8 and gave me a message that the system could not be upgraded to 8.1.
I tried uninstalling my firewall/virus program and that didn't work. At this point I don't care to guess anymore... I may call tech support and see what they say. I see by others' posts around the internet that there seem to many problems upgrading to 8.1.
I have a Dell Latitude E6500. Before tonight, I was running Windows 7. I decided to update to Windows 8 and now I am unable to get any web pages to load. My wireless is connected but no pages will load when I open IE.
I can't imagine I am the only one who has run in to this.
Maybe it's a device driver; but I can't get to the Dell site to do any diagnostics.
I have a Gateway NE56R41u with an Intel B960 Processor, 4GB DDR3 Memory and running Windows 8.1 I have had the Laptop for 1 year. I got the info above from stickers on the Laptop so there is no more info I can give you. It originally came with Windows 8 and I upgraded it to 8.1 when that became available. When I boot the laptop it goes to the first screen, I click on the icon and the password screen comes up, I put in the password and it goes to a black screen with nothing on it and stays there on that black screen. I tried hitting the F key on boot up but nothing happens.It is not the screen, not the graphics card, otherwise I wouldn't see the first two screens. It acts like the OS has been wiped off.
When I go to a site such as YouTube and click on the arrow to play the video nothing plays, it just shows a blank white spot. Sometimes FF also gets all wonky when I try to play a video. I disabled Flashblock but flash still isn't working. My FF is up to date with the latest version.
I notice that starting when I upgraded from Windows 8 to 8.1, if I open a Windows App (such as the Store), the app will IMMEDIATELY minimize to the taskbar. This does not happen with applications such as IE, but it happens with BOTH Windows and non-Windows apps. This was not happening before the upgrade. I have run Windows Update but it still happens.
Recently I have upgraded my Lenovo G580 laptop from windows 8 to windows 8.1. After up-gradation Wifi is stop working. I have checked the WIFI device driver(Broadcom 802.11n) in device manger and it is showing working fine but in the Networks section the Wifi is showing disabled.
