Upgraded To Windows 8 And Now Unable To Get Any Web Pages To Load

I have a Dell Latitude E6500. Before tonight, I was running Windows 7. I decided to update to Windows 8 and now I am unable to get any web pages to load. My wireless is connected but no pages will load when I open IE.
I can't imagine I am the only one who has run in to this.
Maybe it's a device driver; but I can't get to the Dell site to do any diagnostics.
I've got a new desktop which is connected to my house wifi using an USB adaptor. The signal quality is constantly at 5 bars but I find myself frequently having to refresh multiple times whenever I load a new page on the browser either because it's not loading or pictures or not showing. Pages become near impossible to load when i am downloading stuff(torrents, upgrades, games etc). Also noticed other computers in the house are also affecting mine when they are in the process of downloading files. Torrents, updates all make it impossible for me to browse the net. Pages literally refuse to be loaded at all whenever something is downloading. I also have to infrequently refresh pages even when nothing is downloading because it's not loading or pictures are not showing. None of the other computers are affected however.
Any program that requires an internet access is also struggling to get connected. I had to use direct links to install certain programs such as Adobe reader/flash. It's often impossible to check for updates in programs or even sign on to clients like Steam/Origin which requires a connection. I had to try for ages before it signed in online but it's still having trouble loading images and such.
What is strange however is that I'm having no issues holding a connection when downloading bigger files such as direct downloads, windows update, steam game downloads and torrents. No drop outs that I've noticed. But it is faily slow averaging 400kb/s.
Everything else in my house including my laptop, another desktop, ipad and phone works fine. No issue browsing the net while downloading.
Wireless is connected through an USB adaptor pluged in to the back of my desktop. I've tried two adaptors (ASUS USB-N13 and Linksys AE1200) and both of them runs into the same problems. Running windows 8.1 and using ESET NOD32 as an antivirus with the windows firewall turned on. Desktop specs are as follows:

This is extremely frustrating and has never happened with any other computers I've used before.
I've resisted updating to Win 8.1 since it's release, Win 8, for me, is confusing enough! I finally decided to update to Win 8.1, downloaded/installed it, and now, periodically, pages won't load while browsing the Internet. It hangs up for 30 seconds or so then shows "This page Can Not be Displayed." I click the "fix" button to repair whatever is wrong and get the same explanation, "You are not connected to a network," close the information box and the page I was going to comes on. I watch my Network Connections while 8.1 is "fixing" the problem and it always shows I'm connected. 8.1, while "fixing" the problem, will disconnect my laptop from the network, momentarily, then reconnect it. It will work fine for a few minutes then it starts all over again. I have a second Win 7 laptop I run at the same time to see if it also gets disconnected and it runs fine, while the 8.1 machine is supposedly not connected.
I didn't have the problem before I downloaded 8.1. I don't have the problem on my Win7 laptop or desktop PC.The problem happens at all times of the day/night and at no specific time.
I have Windows 8.1 - Google Chrome will not load pages at all.I bought this computer brand new about 1 month ago. Google chrome browser was working great until the day before yesterday - all of a sudden, will no longer load pages.- am overwhelmed with all of the posts about 8.1 issues.
I have an old Dell PC running Windows 7. I just bought a new Samsung PC with Windows 8 loaded. Both have Charter Security Suite loaded. Both access the internet via my WAN connection. I have three browsers loaded: IE, FF, & Chrome. On all three browsers, my old W7 PC loads pages faster. On the Samsung, the pages are slower to load and I have to refresh (hit F5) to get them to render properly.
Other than the OS, I cannot figure out what is the root of this problem. Evidently, a lot of others are having it too (based on reading several posts found using an internet search). The WAN is the same. All 3 browsers have the issue. The virus software is the same. I have nothing else loaded on this new PC.
I'd be happy to try some options and do further testing to try to fix this issue. It does not happen every time with every web page, but it happens much to frequently to ignore. Whenever I come across a slow page, I test it on the old computer and it pulls up quickly.
I am not able to load any pages using Firefox or Internet explorer. I have tried resetting my windsock and itp and it still won't work. I've also tried deleting any 3rd party firewalls I had but that didn't work either. I just got this laptop a week ago too so ya.
On my office network none of the computers connected to it have problems surfing the web, except my own. Pages fail to load 75% of the time, I use Google Chrome and Firefox but they both have the same problem. I've scanned my pc for malware and viruses using Malwarebytes and Bitdefender (separately of course) and they've come back clear. I've reset the tcp ip stack (a pain in Windows 8) taking full control of netsh via the regedit key (running it as admin), then wiping the wifi profile, following with a dns flush and finalizing with restarting the computer. Once restarted I can navigate the internet problem free for a few pages and then I go back to having issues. I can't reinstall Windows 8 because I don't have a disc or a partition (upgraded from Win7 to 8 pro online, which I admit was a huge mistake).
I am running on : Windows 8.1 Pro AMD Athlon 2 P320 Dual Core Processor 2.10Ghz 8.00GB RAM, 64 bit OS, x64 processor.
Kept ignoring prompts to upgrade to 8.1. Finally went ahead and did it and now neither IE or Chrome will load web pages. The programs themselves open but nothing happens. Not even a "can't load page" message. I am connected to the internet and I tried a few apps that seemed to work as normal. I've found this question online and followed a few instructions that didn't work. One worked for a minute but it went back. I'm not super tech savvy so I don't even know what it did, just followed some command prompts. I contacted Samsung support and they had me turn off IE under "turn windows features on or off" and turn it back on. It worked. For about two minutes. Now nothing again.
I have a problem with my new laptop i have recently bought. Dell Inspiron 7537 15inch OS 8.1 (after upgrade from 8.0) 16gb RAM, Samsung SSD SM 841 256gb. Lets go to the point - When i try to load a page, usually i have to refresh that page, because i get an error like "No connection" or sometimes it loads only HTML code. Almost always i cant see any pictures in Facebook, only broken links. Same is happening to the ads(if i am lucky enogh to see anything except html code). Its happening with all browsers i have: IE, CHROME, MOZZILA. I will upload pictures if needed.
Things i have done: I installed a malware anrivirus, and performed a cleanup. I disabled all "Startup" features from Task manager. I started the laptop in Safe mode with network - it didn't work. I updated the WiFi drivers, from intel website. I reinstalled the browsers, and cleaned all ( history, cache, cookies, etc ).
I've mentioned the model of the laptop because i saw that many users from Dell and Samsung were claiming about same issue. I didnt notice if the browsers were working fine in OS 8 because i updated it immediately. I think a software or other is corrupting the connection. I have a phone and other laptop, and they are working fine with my home WiFi.
I forgot to say that i bought the laptop with OS 8 installed and i dont have a windows disc for repair. Is it necessary that?
Recently I upgraded my Toshiba Portege R500 laptop from Windows 7 to windows 8 pro. Everything worked fine for almost a month and since last few days I am not able to see login screen, its just blank. Since I am unable to login I cannot access the apps/programs neither I can shut the laptop from Windows 8 via Charm menu or Cntrl+Alt+Del.
I am stuck as I cannot reinstall the OS as when I use power down button on the laptop the machine goes to sleep and on power up I cannot access boot priority screen to change to optical drive.
My Toshiba Satellite Laptop has Windows 8. For some reason windows 8 wont load. It gets to the screen where you select which username you want. But from there its non responsive, I cant get into Windows, I cant restart to load it up in safe mode.
I got a Windows 8 disk which I had to change the bios to load it up. The cd loads but it says the automatic repair wont repair the laptop. I try to refresh windows 8 but I get a message saying the drive where windows is installed is locked. unlock the drive and try again. It also wont let me use system restore.
I try to use the reset pc option but I get a message saying unable to reset your pc, a required drive partition is missing. At the start it gives me the option to install windows 8, I don't know whether to just do that? Is it ok to do with windows 8 already installed?
I'm having trouble getting windows 8 to detect my RTL8188CU after installing the Windows 7 x64 drivers from realtek on Windows consumer preview. I had the exact same issue in developer preview and I was unable to solve it. I'm not sure wether doing a fresh install would solve issues rather than an upgrade to keep personal files.

After upgrading from Windows 8 to 8.1, Internet pages and emails load slowly. After reporting this to a 2nd level MS Support person, he still hasn't fixed it though he has spent a lot of time on it so far. I finally Googled about the issue and found that many others were having the same problem. I have heard that disabling IPv6 has corrected the problem. I tried it but I couldn't do the last step to create a new DWord. After upgrading, I installed the latest drivers for the motherboard.t's about like the days of dial-up modems! Why can't Microsoft resolve this issue soon? I have checked my Internet connection for "speed" and it's not the problem. The only thing I changed was the OS.
I have Win.8 64 and Chrome was the only browser between IE and Firefox that worked with out ads popping up in the middle of the pages and even articles, but now they're doing it when I use Chrome.
I.E. doesn't work at all and Firefox is slow and saying I need to install all kinds of things, like FLV Player.... just all kinds of stuff.
Installed a new laser jet printer and can't print multiple pages. Looked the problem up on other forums and it says to disable mopier mode. I can't find this anywhere. Have looked in printer properties and selected device settings tab and it's not there. Is there a different way of doing this on Windows 8 or am I doing completely the wrong thing to solve this problem.
I updated to windows 8.1 yesterday and now I can't drag anything. I have tried everything I think, but it won't drag..Restore would probably work but I don't want to that.
I have just upgraded to 8.1 from 8 and cannot find Widows Accessories anywhere. I don't really recall it being in 8 either but am not sure. I would like to have System Tools, Paint, Fax and Scan and Word Pad at least available to me from the Desktop.
Has Windows Accessories been dropped from Win 8.1?
XPS-15 L521X running Windows 8 Pro. I have Intel Rapid Storage Manager installed and operating (thinking this may matter). I have tried 4 times to upgrade to 8.1, no-go. It completes the upgrade to the point of restarting after making all configurations (according to the message text), but on restart it goes from Dell logo to blank screen, though I can hear the disk churning, and the mouse shows when I swipe the keypad; mouse also shows a busy indicator. I tried leaving the system alone last night for 6 hours, but when I came back it was still churning on the blank screen. When I shut down the system via power button and re-booted, it restored the original windows 8 and gave me a message that the system could not be upgraded to 8.1.
I tried uninstalling my firewall/virus program and that didn't work. At this point I don't care to guess anymore... I may call tech support and see what they say. I see by others' posts around the internet that there seem to many problems upgrading to 8.1.
Ever since the feature 'about:tabs' has existed in IE, I have been using it as my home page. 90% of the time, if I open IE, I will want to launch one of the ten most often accessed pages.
Since installing Windows 8.1 and IE11 which came with it, 'about:tabs' is not working consistently, most of the boxes remain empty, and those that previously were filled become empty. What changed?
I have a Gateway NE56R41u with an Intel B960 Processor, 4GB DDR3 Memory and running Windows 8.1 I have had the Laptop for 1 year. I got the info above from stickers on the Laptop so there is no more info I can give you. It originally came with Windows 8 and I upgraded it to 8.1 when that became available. When I boot the laptop it goes to the first screen, I click on the icon and the password screen comes up, I put in the password and it goes to a black screen with nothing on it and stays there on that black screen. I tried hitting the F key on boot up but nothing happens.It is not the screen, not the graphics card, otherwise I wouldn't see the first two screens. It acts like the OS has been wiped off.
I've just upgraded to 8.1 and I have seen this exact problem on a different laptop of similar specs (my specs should be in my profile).
I use a custom theme with dark colors. I like dark background and light text. The problem is that very often when I open a new explorer (like My Computer) or browser window (like Firefox), the whole background of the window/frame becomes white for a very brief period before showing the actual content of the window and assuming the dark background color that I assigned.
Web pages freeze some of the time while loading. I have to use "refresh" in order to get the page to load totally. This freeze problem only occurs while I am on the internet and does not take place when I am running programs other than on the internet. It happens when using either IE or Chrome.
I'm so fed up with Adobe Acrobat -- why do I need to install 2GB of software to do simple .doc to .pdf conversions. So I'm curious, is there a free, or relatively inexpensive solution to do the following?
1. Convert Word documents into PDF. 2. Convert web pages into PDF from a web browser.
