Updates :: Can't Change Date And Time From Desktop Since 8.1.2 Update

I had 8.1 installed, and did the update from 8/12/2014 and now I can't change my date and time from the desktop, it gives me the following message;
You are attempting to open a file type of 'System file' (.cpl)
These files are used by the operating system and by various programs. Modifying or editing them could damage your system.
More options
So what do I use to open and run it?
Windows 8.1 is becoming a real hassle to deal with

My laptop reboot time has increased to a significant amount (about 15-20 secs, earlier it was < 5 secs) after I updated to Windows 8.1.
I am talking about the time it takes to lock screen to appear after I power on the laptop not the time from logging in to desktop visibility. Still I have reduced the number of start-up programs, and its of no use.
How can I reduce this time?

Unlike Win7 and earlier, the Window's Update GUI doesn't show the time setting (or the field to set/reset it).. How do I change the Window's Update checking time. Mine currently checks at 6:34AM and my computer isn't even on until 9 or 10AM
It's NOT in the CONTROL PANEL | WIDOWS UPDATE | Settings panel.

(At least the Recycle Bin can be removed without a registry edit hack. These have always been my top 2 peeves of Windows.)
From the desktop view I simply want to look down and to the right to see the "Sunday, September 8, 2013 - 2:17PM" I see now ... but have to move my mouse over there and hover over it first. Why would I want to have to do that?
It wasn't possible in XP (that I know of) not without having to expand your taskbar to twice the width. (And let's face it, there is nothing quite as intimidating as a big huge fat thick taskbar.)

Ever since upgrading to Windows 8.1 I haven't been able to change my update settings. The drop-down is greyed out and can't be clicked on. Above the drop down it says "Some settings are managed by your system administrator"
I've deleted my user account and created a new one, but the problem remains. I've unlocked the Administrator account, but even through that account the settings can't be changed. I'm not in a homegroup, as I've heard this could solve the problem and I've disconnected and reconnected my Microsoft account to my User Account to no avail.
Windows keeps updating and I don't have the bandwidth to continue this way.

I have a Laptop, plus a Desktop, both running Win 8.1 - 64-bit

But was told I should rather post it in this section for more responses, so here goes ...
I have 1 x Laptop, plus 1 x Desktop that I need to update with the latest MS update releases.
That means I will need to download & update on each machine. Both are Windows 8.1 64-bit units, and they have both had all previous updates installed.
Given that my Internet connection is very slow, and "out of bundle" data usage is VERY expensive here in South Africa, is there a way I can download the update once, save it to a USB drive, and use that to update both machines?
Once the update file is on the USB drive, how to install the update file on each machine? e.g. can I just copy the file to each machine, and then run/execute the files?

Either way, the other day I accidentally removed the date and time from the bottom right hand corner of the Windows 8 taskbar. I did this when i was trying to set the time from the Windows defaulted US Pacific Time to US Eastern Standard Time. How to get it back on the taskbar. Why my Java location on my computer is saying that it is "corrupted". I think it is related to Windows 8 upgrade.

I have saved numerous files to my hard drive which I am now going back through in trying to put the proper dates that they were made (most of them are audio files; but there are definitely files from every category) and for the most part, I am able to get all of the information that I needed just by right clicking on the file, scrolling down to "Properties" and then selecting the "Details" tab. Nevertheless, for some reason, a good 25-40% of them show a completely inaccurate date. So my question is: any failsafe/foolproof way of finding the correct date in question and on top of that, knowing whether or not that date is actually legitimate; whether that be with the use of some outside program, a command prompt, or some other shortcut?

I keep loosing the date/time main screen area after the computer is idle for any extended period of time.
When I move the mouse to log back in I get the main screen, but no time/date on the left side and I cannot log back in, no keys work.
I have to turn the power off and then re power up - then the time/date etc re appear and I can log in.
I already re freshed as instructed by Acer Tech support- but that didn't work.
I have a acer aspire laptop- 771-6865.

I recently installed Windows 8 Pro on my Acer Aspire 5515 notebook. I set the time and date on the desktop clock, and every time I log in, the time and date are wrong and I have to reset them again. I have a dual boot setup with Windows 8 on one partition, and Ubuntu 12.10 on the other.
It doesn't appear to be an issue with the hardware of my computer, because the time and day stay set in Ubuntu. Some time ago, I was running a boot time diagnostic, and I got a warning the the was not timer connected to the apic...but that's all I could read before the message disappeared, I researched what I could and learned that this could and learned this had something to do with a physical component of my processor or related to my processor, but was unable to find out any more. As far as I know, this is the only hardware problem I have, and I thought this might be the cause of my erratic time/date.

1. My keyboard cant properly type in " without me inputting another input. so everytime i wanna type in " i need to click space just to make it appear. how do i make it normal?
2. My date and time keeps changing and it makes me lose track of time quite a lot. its already set to automatic internet time, but it keeps changing still. i keep changing it back, resyncing and stuff. How to make it stop?

The Modified date of files in Windows Explorer is shown as Today - Yesterday - Friday ..... and if it's older than a week as a date 13/02/2013.
Is there any way to always show the modified column as date and not day-of-week?

I've been having some problems after installing some updates. For example, after installing these updates, every time I run uTorrent, I get a Blue Screen of Death, almost instantly. The problem is not with the software because I always used the same and nothing ever happened like that. The Blue Screens of Death were more frequent when the software was run. I researched a lot and saw a lot of people reported problems with the update KB2821895 and have not yet emerged any official response or fix patch from Microsoft. I was instructed to run in the command prompt, the following commands:
sfc / scannow
dism / online / clean-up / restoreheath
The problem is that when I run the sfc / scannow, after checking 100%, he is just standing there, frozen in 100% with no response.
And running *** / restorehealth, there was much delay and it got stuck at 20% and after a long time went to 40% where it has remained for hours, so it haven't finished the way it should.

How do I change the lock-screen language/time format?

For example, the settings below changed the clock to 24 hour format and show month/day in Dutch.

Installed Win 8 Pro with 'keep Win 7 settings' option, then noticed that it displayed GMT rather than UTC+10 for Canberra, Australia. Checked and updated 'Date and Time' to (UTC+10:00) Canberra, Melbourne, Sydney, made sure Location was 'Australia' and Language 'English (Australia)' and still the system time is 4am when it should be 4pm.

I have Windows 8.1 RTM installed on my computer. Some days ago, Microsoft released the GA updates for the system. Windows update downloaded them, but they failed to install... I've downloaded the updates manually and applied them in the correct order... But no luck, the updates fail to install...

my dell Inspiron running Windows 8 keeps freezing at the same spot every time I use it now for the past day, and has to be manual powered off, before that I had no problems. Its an old dell, about 5 y/o but have had no problems before this. When I start it up, it can sometimes freeze out of nowhere on the desktop, and if I start it up, and go to shut it down, it will freeze on the shut down. It also ALWAYS freezes when I try to load itunes, but chrome is fine.
I have done an error check on the hard drive in my computer and it said no errors. One thing I have noticed, is when I start the computer, in task manager, the Disk activity is always at 99/100% and when I load itunes, the CPU goes to 100% consistently. But I have all things on start up disabled apart from skydrive.
Few bits of info on computer: Only running defender as antivirus 4gb Ram
Have tried to do a system refresh/restore but the computer freezes everytime while its in progress

... without closing/minimize the metro app? When I'm working with Photoshop I always have my email open because of the meeting notes. The problem I'm having now is that everytime I focus back on Photoshop, the mail app closes/minimizes by itself. The same thing goes with Skype
I know that you can open that tiny multitasking window on the side, but it's just not efficient. Is there a way to remedy this?
