Windows 8 Pro Update - Doesn't Do Time Zone Correctly

Installed Win 8 Pro with 'keep Win 7 settings' option, then noticed that it displayed GMT rather than UTC+10 for Canberra, Australia. Checked and updated 'Date and Time' to (UTC+10:00) Canberra, Melbourne, Sydney, made sure Location was 'Australia' and Language 'English (Australia)' and still the system time is 4am when it should be 4pm.
I work and live in two different time zones. I'd like to display my home time zone, but my system time must be set to the network time and gets reset if I change it. I used to use the clock gadget in Windows 7 but Windows 8 no longer has it. I'm looking for a solution that is not invasive and hopefully free. I'm a programmer so I know a good deal about Windows, but I can't figure this one out. I am aware of the tool-tip time; its not what I'm looking for. I want to be able to check my time on the computer screen at a glance.
Shortly after I pressed the Power button for the first time on my brand new Windows 8 laptop, I was brought to the screen where I set my time zone. I changed the default - Pacific Time - to my time zone - Eastern Time - and continued setting up my computer. Not long after, I realized that the time shown on my computer was wrong, and when I checked I discovered that the time zone had reverted to Pacific Time.
The problem is: I cannot change the time zone! (Yes, I am an Administrator.) Whether I do it from the Start Screen or the desktop, the time zone always reverts to Pacific Time. I even tried running tzutil from an elevated command prompt - the time zone will not change.
How can I change the time zone to Eastern Time? (I have plain Windows 8, not the Pro version.)
I have done several Win 8, Win 8.1 Preview, and Win 8 RTM clean installs recently and I always seem to end up with a Pacific Time Zone by default. Now, that tells me I am either missing that option on a consistent basis or MS didn't include it.
Have just downloaded Windows 8.1. Although IE11 on desktop snaps open, and Google shows up OK, searches for simple things like Zone Alarm or Avast anti-virus say can't be connected despite trouble shooter saying the net is configured OK. In fact no searches seem to work through Google.
Direct links to various web sites like Java work OK which confirms the net is set up right.
How to check if i update the windows 8.1 update 1 from x64 bits systems because i download all packages from microsoft download center and install in that order and dont recive error. Every package ask me to reestart i see all packages are installed on update history and on the section installed updates but I don't see nothing related to windows 8.1 update 1 as the way as see when you install from win update. I check for updates and dont find nothing. I have my service packs and mayor updates on my pc stored because in this house all use win 8.1 x64 and we have a slow connection and because i install by this way. I must say you i see all characteristics of the update 1 but i want to know if don't have errors i ran dism online clean up image restore health and sfc scannow and dont find errors. I only am worried because if this update was not installed properly the supports ends on may 13 and want to have install by the right way.

Yesterday, while using File Explorer a problem occurred. I had a CD open showing files on the CD and I had a folder open (that is on my desktop) and was copying files from the CD to the desktop folder. I am not sure what I may have done, but after closing the File Explorer, it is no longer working correctly. When I left click on the folder icon on the taskbar on my desktop nothing is shown on my desktop. The taskbar icon shows that File Explorer is open and if I hover my cursor over it, a 'mini' is shown (just above the taskbar) of what is open, but will not expand to view on the desktop, just shows the 'open' page above the taskbar. If I open WORD or some other program and try to 'saveas' the files are shown and I can save the document. I down loaded a "file manager" from the Microsoft Store so I can get at and work with files, but I am not able to use the Win 8 File Explorer. I have done a normal shutdown and restart, but still have the problem. I tried to do a system restore, but the restore would not complete. (suggested I turn off antivirus).
I have just updated my laptop to Windows 8.1, it now takes about 3/4 minutes to load after entering my password, all I get is a blank screen for all that time before I see the desktop.
Unlike Win7 and earlier, the Window's Update GUI doesn't show the time setting (or the field to set/reset it).. How do I change the Window's Update checking time. Mine currently checks at 6:34AM and my computer isn't even on until 9 or 10AM

I am using a Wacom Cintiq Companion and just upgraded to Windows 8.1. After the upgrade my right-click stopped working and when I try to right-click it freezes my left click so I have to restart.
My laptop reboot time has increased to a significant amount (about 15-20 secs, earlier it was < 5 secs) after I updated to Windows 8.1.
I am talking about the time it takes to lock screen to appear after I power on the laptop not the time from logging in to desktop visibility. Still I have reduced the number of start-up programs, and its of no use.
I have been getting the BSOD every time I try to update my computer. The updates that I am trying to apply are mandatory updates, so this happens every week when my computer requires me to update.

My Toshiba laptop after auto updates is not booting. I used windows 8 backup dvd but still not booting. I tried automatic repair using the dvd but it failed. How to set it right without loss of data on the laptop?
I am using windows 8 and from time to time the whole laptop freezes with only short moments where you can move the mouse until it freezes again.
And today I was using word and the program wouldn't let me work in it, you could see the mouse movement at the bottom of the screen only. I had to shut it down using task manager for it to work again.
After making clean install of Windows 8.1 (before I had Windows 8) then my laptop started to hang from time to time.
Selecting tiles in Start screen with keyboard is normal as it used to be , mouse moves normally but HDD light is not on or blinking. Clicking with mouse does do nothing.
When I click fast many times then it finally opens App from Start screen on a program in Desktop mode but everything is slow for 3-4 min. Then it automatically works as it should be, like nothing would be wrong.
On one of my systems that was recently installed. I'm having this strange issue with dragging windows around on the screen. I open up a Word doc, IE window, other application, doesn't really seem to matter. When I grab the window with the mouse to move it, it will sometimes move just a inch and then it stops letting me grab it. I have to click 4-7 times to get windows to let me grab the window again, sometimes I have to switch to another app and then switch back. This also happens with just moving windows around on the desktop, it will sometimes let me move it 2-3" and then I just loose the grip
A smaller problem I see, is when I click the X on some windows to close them, sometimes it takes 2-3 clicks before it takes affect. Again, the problem isn't 100% of the time, more like 50/50
I've tried fiddling with the various windows settings, tried a new mouse, different USB ports, different video card, drivers..etc..etc. I just can't figure out what is interrupting my mouse dragging. It's a Wired Logitech 518 mouse
I keep experiencing increasing memory usage by Windows Explorer. Most frequently when moving files, or if I use the "Open containing folder" for a file playing in Foobar. It takes several of these to amount to an actual increase but that's only a minor annoyance.
The real problem is that, after opening task manager and selecting to restart explorer, it quite frequently acts as if it has restarted (explorer.exe appearing in the program list), but does not actually load. No desktop, no icons, no start button (I use classic shell), no charms menu, and the windows button to return to the start screen does nothing. All I get is the system clock and the few icons next to it. The problem continues even if you continually restart, until it randomly corrects itself. Could take 1 additional restart, could take 15-20.
This is majorly problematic and annoying, google turns up nothing, and I'm honestly starting to wonder if there's just something wrong with my computer. There's already a hardware problem in that my webcam has an internal disconnect and the display itself has vertical lines randomly appearing, which I am settling with HP, but there are no other noticeable problems.
I am running the latest edition of Windows 8.1 and have recently run into some problems. I have the Steam Gaming client installed on my system with a few games, one of which is Team Fortress 2. However, after I close certain games, that might run in fullscreen, and some don't like Minecraft, I can't open any other programs. Not task manager, I can't even shut down my PC. It's not just Steam items.
I recently upgraded to windows 8.1 pro edition, which includes internet explorer 11. I still can't access my gmail account, I've tried the 'fixes' that I've seen in the community, but the only way I can get gmail to load in the 'desktop' version is to select the 'html' version.
How to get gmail to load correctly, but so far ..it still doesn't load like it did while I had windows 8 pro / IE 10 installed on my laptop. Lately..I've just been using google chrome browser, things are 'normal' with it.
When I surf using IE 11 under windows8, I routinely run into problems where sites are not displayed correctly. See attached, a yahoo page. Items overlap, or just flat out never show (blank areas)..
I've checked compatibility settings.. Is there anything else I can do to show these pages correctly? IE under Windows7 shows them correctly..
I installed windows 8 pro 64bit a few weeks ago and after that i had problems with my graphic card (amd 7850)
I tried the latest stable and the latest beta driver, but it's the same failure anyway. I can use my computer without problems, video games works too.
But if i watch a video on youtube, i got display errors and i must restart my computer with the reset key in normal desktop mode the card works on 300mhz, at the beginning of a youtube video it turns up to 450mhz and works. but if the video is over and the card turns back to 300mhz, it looks like the driver crashes (windows event log error:

I have been using Stardock's IconPackager for a while, and after a lack of updates with that, it has eventually stopped working with most of the main icons within Windows 8.1.
I have followed many tutorials and have used RegEdit to change the icons, and have checked them with their 64 bit counterparts as well, and I have even edited both imageres.dlls.
So, now I am stumped as to what could possible be stopping this from working.
The empty folder works fine, but once something gets added in, then it breaks. I have triple checked imageres.dll and the front / back / open / closed parts of the folder are changed correctly in both of the dlls using Resource Hacker (also checked each dll with IconsExtract).
Is there another dll that "assists" Windows 8.1 with icon images?
This is slightly related to the whole buggy icon image problem, but for some reason when I go to a folder that is in my Downloads folder, then the icon is shown on the This PC area in the navigation pane (I did remove the other folders from This PC and just left the drive folders using RegEdit), and the icon thati s displayed is wrong.
I recently found many application would not save to correct type. Some software icons would come out to a blank or white block, but those software actually there. For example, realrecorder is running, it would come out a white block on taskbar on bottom. I tried use 'access and program default' in control panel, still not fix the issue. Ms word, and word pad also come out white blank icon.
Whenever I open a folder with more than a couple of icons it takes about 10 seconds for the icons to appear correctly. Sometimes some icons won't even display the way they should even after those 10 seconds, it's just a generic blank icon.
Is there a way of correcting this?

Yesterday I updated my laptop to Windows 8.1. On using Google to search, the result was not as expected. All text is shown in a single column one word on top of the other!!! I've checked and installed 8.1 updates and I've reset IE11 but still the same. No matter what I search for, text is shown one word on top of the other. I've tried Bing and as expected, being a Microsoft product, this displays correctly
