Cannot Download Windows 8.1 - ISO Files Not Available

I want to download windows 8.1 to try it out but it is saying ISO files are not yet available. I know windows 8.1 preview has been released because i have seen it on YouTube.
I have a couple of files that I am trying to download on my new PC. My new PC has Windows 8.1. The files appear to be downloading but get to 98-99% and then stop. I eventually get an error message. I am not a home posting so I don't have the exact error. It is either oxo or oco 000005. I have Norton 360 and it says the file is safe. The one file I have tried to download multiple times is the Garmin Lifetime Updater. This is an exe. file.
I have downloaded some applications, and it won't allow me to delete them (it keeps saying the file is open in that application--I checked task manager, and there's nothing there). I read that a program called Unlocker can work, but when I try to run the setup, nothing happens. This is happening for all applications in my Download folder.
If you have, say, two laptops both running Windows 8.1, and it gets to the monthly Microsoft update Tuesday it seems crazy to have both machines independently downloading the same set of updates totalling around 300MB as was the case yesterday. Is it possible for one machine to run the updates, and then share the download files with another machine - whether via the local network (LAN) or via a usbkey or other media?
Certainly on my linux machines I have one machine run udpates and I then share the update package cache with all other machines saving considerable bandwidth on my home broadband connection. It would make a lot of sense to be able to do the same for Windows machines running the same version of Windows. The saving would increase even more if there was more than two machines in the same household such as if all members of the same family had their own machine.
The case is that Chrome fails on every and any single file that I try to download.
I'm being told that the anti-virus scan failed and so I found some turorial on how to update the registry in Windows (I run 8.1) in order to make the virus scan work after a download is completed. This did not work. I already tried to run CCleaner to fix registry issues, I ran Malwarebytes on a full scan and I also re-installed Chrome to no change.
I have checked that I am fully able to download files in Windows Explorer 10 just as expected, so it would seem that it's something with Chrome and I was advised to look at the .temp folder's size but it was completely empty and I also have lots of free harddrive space.
Follow these steps to download the Windows 8.1 ISO from microsoft.
1 • Go here Upgrade Windows with only a product key - Microsoft Windows Support scroll down and click on both 'Install Windows 8' and 'Install Windows 8.1' 2 • Run the Windows 8 setup and enter your retail Windows 8 key, click next and when it begins downloading, STOP it! Exit setup. 3 • Now run the the Windows 8.1 setup. It will produce and error. Exit and then run Windows 8.1 setup again. It should now be downloading the Windows 8.1 ISO. Afterwards you can save it as an ISO or create the USB media immediately. 4 • After its downloaded Select Install by creating media, and click/tap on Next. 5 • Select ISO file, and click/tap on Save.
Windows 8 goes to sleep when i use IDM to download and I am away. (Its a running app and windows must not go to sleep when its running windows 7 was not like this).
My son bought the Windows 8 upgrade on offer $24.99 from MS. But it will not download no matter what option he selects - install now, create media or install from desktop later.Just keeps failing saying there is an error and try later.
I'm not only new to Windows 8, I'm also pretty new to PC's. I love doing graphics and I use Paint Shop Pro, with Animation Shop, but my Animation Shop just won't download.......all I get is the screenshot...
For those that select the download option for Win 8 i have a question. Before burning it on a DVD will there be a way to check if the download was OK and not waste a DVD if there is a problem with it?
I JUST bought a brand new PC a few weeks ago and it came with Windows 8. Last night I tried to load 3-4 of the programs I had gotten previously of CNET and loved.
When I went to the download screen, and clicked the green 'download' button, nothing happened. I tried 2-3 programs. I then tried to reboot and start fresh.
I have 4 user accounts set up, but I am doing this while logged in as the Admin/Main account.
I have had Windows 8 for a few weeks, and I just keep running into quirky issues. Is there any type of blocker I need to turn off or something?
I want to upgrade a computer from Windows 8 to 8.1 but I have a very low download allocation (2GB/month) at that computer. I would like to download the upgrade on another computer (a Mac) that has a much higher download allowance and then transfer that to the computer I need to update. Is this at all possible?

I've been trying to download windows update on a fresh install of windows 8 pro with different dvds like Windows 8 Pro With media center & without media center{With & without activating it}. But every time I tried downloading it I get "Code 8024402F Windows update ran into a problem". I am looking to download and install Windows 8.1 Pro Preview on my XPS. So, I went to Microsoft Website and started downloading the x64 English but when I looked into its speed I was just Shocked . Its Downloading at 1.2 MBPS which is just unbelievable. I am paying around $30 P.M to get the most speed from my Internet but here its very-very slow as compared to my other downloads. I usually get around 14-15 MBPS download speed at other downloads but why is the Microsoft Download so slow?
I need the Legit Version from MS that's why I can't download from Torrent otherwise I downloaded it from Torrent Only.
I'm really enjoying Windows 8. However, I can't figure out how to print a download or PDF when it's downloaded. On XP, there's a menu that shows up around the download with choices. The only choices I can find on Windows 8 is how you want to view the download or closing it. Where do you get the print option?
Is it possible to download win8 update packages to install from USB?
I have many machines all trying to update at the same time over wifi and takes hours just for the check to finish and many many hours for the updates... I figured if I could download a batch to USB, copy to few USB sticks then pop them on?

I have successfully upgraded 2 Windows 8 pro media centre PC's, a desk top and a netbook, but the 3rd, gets stuck in a continuous loop.
After initiating the upgrade from the store, the download bar slowly works its way up to 50%, the installation process starts, and as soon as it gets to "getting your PC ready" the download process starts again from scratch. This is a very common problem, but Microsoft are still silent on the issue.
It is bad enough that I have to download the file 3 times, rather than just download one ISO, but this one download has now happened at least a dozen times.
All Windows 8 updates had been done and I have cleared the Windows Store cache.

I've tried for several days after several reboots, etc. I am running a Dell OEM version of Windows 8 on an Optiplex. It just sits at "Downloading" and when I hover over it it says "0% complete". Apparently I can't use the ISO because I need a key which the OEM version does not have. how I can get this thing to update?
I have a new XPS8700. I have been unable to download the Windows 8.1 upgrade from the MS Store. My first problem was a lack of Windows updates, which I did, and now I can see the 8.1 upgrade in the store. I can also download updates to other aps.
My remaining problem is a continual notice every time I hit download that I need to first log into an account with admin access. Best I can tell, this and other forums have shown me how to add Admin capability with the Command prompt. I even created a second account and did the same thing. Within the User Summary screen within control panel, both USers show "administrator". Yet I still cannot get access
I have tried "net user administrator /active:yes" as well as tried same with swapping my name for administrator
The actual "administrator" user cannot do anything within the App Store. That appears to be what is supposed to happen.
For a project I have to install Windows 8.1 64 bit on several machines including updates.
As you can imagine updating each machine individually can be extremely time consuming. I was wondering if there's a way to manually download all the latest windows update files and put them in the Windows 8.1 ISO, so that once Windows is installed on the machine it will be up to date. if I haven't explained myself correctly
