Problem: I can't change my User Account picture. Whenever I click on the "Browse" button, nothing happens. Same goes for whenever I try to change the Lock Screen.
I read somewhere CCleaner removes some essential shortcuts which can prevent that, but I don't see that being the case coz I restored all the icons and even ran "sfc /scannow" just to be sure of that.

Apr 8, 2014My computer is so messed up Version 8.1 . I first noticed that I had a problem with Kaspersky. It said my license was unable to verify and to update data base to solve. It wont let me update. In fact it wont even let me uninstall, and secondly I cant download ANYTHING off the internet. My main problem is OFFICE keeps freezing and I need that program it also says there is a problem with my license and I have not been able to fix it it just freezes. So I thought I will download open office, but as I mentioned I cant download anything when I click run nothing happens when I click save it says corrupt or unreadable file. I thought no problem I will just hit F2 (yes I have tried hitting every single key after this and nothing) and enter bios screen and recover from my USB but do you think F2 (or any other key takes takes me there, no. Products like Kaspersky, Office, I have paid for etc say they are unlicensed which they are not. Anything I try to download, anything, like a new virus program will not work. I can't download, I cant even get into Change my PC settings it just freezes when I click this. I have had people try and trouble shoot this, Kaspersky has not gotten back to me and everyone is telling me stuff I cant do. I cant download, I cant access bios, I cant even access Change my PC settings. Ready to hear all the generic "it should" or "you should be able to"

Customize Windows 8 User Account Picture / Lock Screen When Unactivated
Aug 22, 2012I installed Windows 8 early to setup everything up so when it comes out in October I can just buy it and activate it. Then I got tired of not being able to customize anything so I found where Windows stores various images and here they are.
Note: After each one you may have to restart explorer.exe (cmd> tskill explorer)
Tools:Take Ownership registry edit- [URL] ....
User Account Picture:
-Go to C: Drive
-In the ribbon go to "View" Tab and choose "Options"> In the new windows go to "View"> choose to Show Hidden files
-Back in the explorer go to "ProgramData" since it is not hidden anymore
-Then Microsoft> then User Account Pictures
-The images you want to change are user.bmp, user.png, user-40.png, user-200.png (You may not see the .png or .bmp)
Now in Photoshop (or any other image editing software) make 4 images of the image you want using these settings:
user.bmp= .bmp, 480x480
user.png= .png, 480x480
user-40.png- .png, 40x40
user-200.png- .png, 200x200

Lock Screen:
This took me a while as it was harder then I thought, but here is a simplified version of what I did.
1. Download and install the takeown script to registry (This will save you a lot of time and trouble)
2. Go to "C:WindowsWebScreen" and replace img100.jpg with the image you want (make sure you have the same name)
3)Go to "C:ProgramDataMicrosoftWindows" and right click the "SystemData" folder and choose "Take Ownership" now you can enter the folder by pressing continue
4) Now go to S-1-5-18>ReadOnly>LockScreen_Z and replace the image with the same image you replaced in step 2, but remember to change your images file name to the one of the image your replacing. For example in step 2 it was called "img100" and this one the same image is now called "LockScreen___1920_1080" for me.
5) Now for the last one is in "C:WindowsWinSxS"
6) You will see tons of folders just use the search and search for 'img100" and when you find the correct image open the folder (right click>open file location) and replace img100 with your lockscreen image (once again make sure you keep the same file name so make sure your new lock screen says img100)
It seems like a lot to change the lock screen, but I had to change all of them to change that one setting

1) Hold windows key and press R (win+R)
2) Paste "c:windowssystem32oobemsoobe.exe" -without quotes
3) Wait a second for it to popup and select your color
4) Alt+tab out or just press ctrl+shift+esc to bring up task manager
5) Kill msoobe.exe (it may be under Background Processes)
6) Restart explorer (cmd (or win+r)> tskill explorer)
Programs to do these process for you:I personally prefer to do manual edits, but I know some people do not or have a harder time so here are two programs I found that will change account picture and start screen. Then as a bonus it will also remove the activate water marks.

Note: It did change the color (a simple registry edit), but it failed to change the start screen for me.
Accounts :: How To Change Picture For Built In Admin Account
Feb 28, 2014My Windows 8.1 machine has only one interactive account - the built-in "administrator" account. It is just an internal file- and media-server without a monitor, which is accessed exclusively through Remote Desktop.
I would like to change the "user picture" associated with that built-in admin account. Trying to do it the "usual" way - through Control Panel -> User Accounts - does not work. Apparently, user picture selection is handled by a Metro app. And Metro apps are not launchable from the built-in admin.
Most likely there are workarounds. I can try using that hack that enables Metro apps under the built-in admin. Or I can add another interactive admin account and try changing the picture of the built-in admin from that other admin. I don't know whether any of these will work, I haven't tried yet.
But is there a more straightforward way to set the user picture for an account? Like copy the picture file to some folder or something like that?

Ok, I'm using the Modern Skype app and I want to change my picture.
So I click on my user pic and I am taken to My Pictures folder.
But I don't wanna be there, so I "Go Up" to the Users Folder and click/open Play. But I do not see App Data listed.
What I would like to do is browse to this specific folder without leaving the Modern Skype app.
c:UsersPlayAppDataRoamingSkypePictures
Why? Because that is where the picture I wish to use is located. I am well aware that I could drop out of the Modern interface and copy/move the file from there to the My Pictures folder.

I've deleted my user account and created a new one, but the problem remains. I've unlocked the Administrator account, but even through that account the settings can't be changed. I'm not in a homegroup, as I've heard this could solve the problem and I've disconnected and reconnected my Microsoft account to my User Account to no avail.
Windows keeps updating and I don't have the bandwidth to continue this way.
Setup Installation :: Backup And Restore User Settings In Windows 8.1?
Jan 13, 2014I used to use Windows Easy Transfer to backup my settings and files before reinstalling/reimaging...etc - now that doesn't exist, and File History really doesn't cut it when it comes to apps and settings.
A system image really won't work either, as I need to reinstall windows 8.1 on a new system with different partitioning...etc.
Are there any Windows 8.1 native tools that will do it? If not, are there any freeware apps that perform the equivalent?
I have checked out Paragon Backup and Recovery (more all-or-nothing) and D7 (freeware version doesn't have automated restore - but it does create registry dumps...hmmm) but neither seems to work as simply/well as WET used to.
I have tried just saving the User profile folder, but unfortunately, that doesn't save anything that's in the registry (outlook profiles, app settings...etc).
Accounts :: Copy Good User System Settings To Broken One?
Jul 8, 2014how to rebuilt user with broken system settings and keep directory structure (for scripts and non -windows friendly software) and hopefully user name.
Problem: Main user profile is broken, flat out broken. After login the screen starts flashing and it gets worse from there. I can run everything and not duplicate the error message. I always create a pristine user when I do an OS install. Administrator is OK, but it has saved me more than once to have the regular admin-type account. Since I have the nice, fluffy, running profile now I would like to learn just where is it reading these files that tell it bad things.
Another is a broken video driver (sounds were Windows Default on the working one, I told it no sounds in light of what I read) Both profiles are running the exact desktop wallpaper changer, it is working fine on the one account. I couldn't turn it off anyway on the bad account, I can't get to any of the settings windows, regedit, control panel items (that I want) are not running. Same errors as above.
I assume the calls are in the .appdata directory or perhaps the registry. I used to know how to open another user's registry in regedit but can't figure it out in Windows 8. Is there a way to tell it only to run particular services for a certain user, I can't see the services module when in the broken profile, again, same type of errors as before. Not sure which info you want on the machine or how you get it.

May 16, 2013Ive recently found out that im not admin of my own computer, i cant even access some of my very own files and cant change important settings such as windows automatic update and download some files, ive tried everything for example hidden admin and much more, i also cant even PRESS A BUTTON TO MAKE A NEW USER BECAUSE YOU NEED ADMIN RIGHTS FOR THAT!! this is so tiring and to make matters worse im running windows 8 and when i press"settings", "change pc settings" nothing happens, i believe this is due to me being nothing of high authority to my own computer. P.S Dont suggest anything like "Enable UAC" or create another user because when i click on it nothing happens.

Jan 12, 2014I am looking to make some adjustments to my system and have been advised to use the "Change PC Settings" button on the charms bar. I do not have touch screen so all my taps are with a mouse. When I open the gear icon on the charms bar all is ok and all choices are shown. The only one that doesnt work is "Change PC Settings". When I click on it nothing happens except a small jump of the screen.
