Unable To Start Certain EXE Applications Error (0xc0150004)

I was unable to launch .exe applications that relied on the MSI installer. The solution was to go to services and start the 'windows installer service'...doing this fixed some of the issues but apparently not all of them. I still can't run Fireworks or AvastUI.exe and other apps such as Upgrade Advisor. Heck, I can't even run certain windows updates. I have a HP desktop running Windows 7 x64 Home Premium. I know for a fact that there are no mal/ad/spyware on my computer.
I have ran Trojan Remover and removed all the junk that I'm sure caused the problem in the first place. Here are some windows provided solutions I have tried: I have ran all MS 'Fix-It' apps, uninstalled reinstalled my apps, went to command line ran 'msiexec /regserver'. I know windows installer is installed but its corrupted for sure. My last resort is to wipe out the OS and reinstall it.
Earlier today, my computer is not working properly since i started it up.An error would show everytime a programs try to start.It would show " The application was unable to start correctly (0xc00000b5). " everytime i try to start google chrome. Other programs like games also creates error, some with different error codes like (0xc0000185).Steam has creates a different error which says " Steam.exe(main exception): Unable to load library SteamUI.dll, Win32 Error 121 "The semaphore timeout period has expired."However, some programs like internet explorer, photoshop and microsoft office would work, which i suspect is because they are 64bit softwares.
So i have get this error 0xc000000f, which is very common. It's asking me to insert windows 7 cd and do start up repair.But when i insert 7 cd it won't boot. Hence i can't repair.When i insert xp cd into drive, it get boot. But after initial loading it says some files are corrupted.Now i want to ask that, does this problem persist because of any fault in hard disk or motherboard.My pc is under warranty but the man from whom i purchase my pc is out of town and will not come untill february. Father not giving me money to repair. I don't want to shut my pc for whole month
I have an Asus laptop with Windows 7 Home Premium. Last night it started having a problem where it cannot boot and gives the following error on a blue screen:"STOP: c0000135 The program can't start because %hs is missing from your computer. Try reinstalling the program to fix this problem."I've found some threads linking this error to AVG, so I've already followed these directions:url...However, I'm still unable to start the computer without receiving this error.The computer has also attempted to run "Startup Repair" but it just says it "cannot repair this computer automatically."
I tried to open ViewNX2 software and got the message "The application was unable to start correctly (0xc000007b). I have searched trying to resolve the problem but have been unsuccessful.

I am getting a Login Error on a Laptop. This is the error "The Application was unable to start correctly error(0x000005) click ok to close the application".
I've been googling and browsing forums for the last several hours and have not found my exact error. The only time I'm getting the error svchost.exe unable to start error 0xc0000142 error is when I'm trying to shutdown and reboot. Windows 7 will force a restart, and after a while will eventually close the error window (x'ing out of it does not work, nor does clicking ok), and reboot, and all seems fine otherwise, but it's beginning to really bug me. I've tried just about all the fixes suggested, and have cleaned and recleaned my registry and run other diagnostics, and everything looks okay.
I am using a Windows 7 64-bit laptop. I have been facing this problem for quite some time now, but did not bother to solve it. When I click on some of my programs and stuff, they do not start up, but instead the black command box pops up briefly and disappears, and nothing else happens. This has occurred on several programs only, though I forgot most of them, one of them is CCleaner.exe . I managed to solve that by troubleshooting compatibility, and running it on Windows' recommended settings. Alot more of the other programs which failed to start up before, e.g. Windows Live Messenger, started up after I troubleshooted compatibility. However, recently I decided to defragment my hard drive (after a long time of not doing so), and after I clicked on the "Analyze Disk" button, or the "Defragment disk" option, the black box appears briefly, and disappears, and nothing happens again.
I am currently deactivating several programs from my boot-list in an attempt to stop a little problem I am having.I came across a couple programs that I am not sure would be such a good idea to deactivate.My computer is an Asus G74Sx and has an Intel i7 processor, so I have no idea why there is an AMD Dual-Core Optimizer in there, I suppose I should deactivate it, but I just want to check with you lot first.The programs starting with ATK and such I assume have something to do with the functionality of my laptop, such as ACMON, i checked online and found that it controls the button which switches between high performance and all that.Would disabling these affect my computer in any major way? i.e. make it more unstable, certain laptop specific keys, such as the Fn-key losing functionality etc.? And the Win 7 DDK driver; it says something about USB 3.0 it's located under (...)Fresco Logic USB3.0 Host Controlleramd64_hostFlxHCIm.exe. My PC had one USB 3.0 port, would disabling this make it stop working? [code]
I've searched around the internet but to no avail. Numerous Windows applications that come with the OS, such as Uninstall a Program, View Network Status, and so on will not start when I try to run them. For example, if I go into the Control Panel and select one of them, the Control Panel window freezes for a minute or two, nothing happens, and then it's back to normal again. The selected program does not start. I'm running a fresh install of Windows 7 Home Premium 64bit. The only new things I've installed are drivers for the hardware, and Skype, and Chrome. The hardware itself is presumably not causing the problem, and it's a nice system so it's not some sort of lack of processing power that's causing it. I've already tried reinstalling the entire operating system. The user account I'm on is an administrator account. Some applications such as Device Manager work just fine.
I am running windows 7 pro 64 bit and recently been having some issues I first noticed with firefox. Computer boots up and loads the main screen but then when I try to open firefox or IE nothing happens. some applications work fine (chrome, garmin training centre) but others will not open at all including the restore application, Itunes,msconfig and others.
The network and sharing centre icon in the tray had a blue circle over it as if it's trying to do something after 10minutes that is replaced with red cross and then after a further 5 minutes or so the red cross goes and all the things I was trying to open actually open.
If i open in safe mode with networking it is all fine and I can open everything straight off. The only new thing I have installed is nebak replicator a device that is meant to back up folders to a NAS.
I have Zone alarm anti virus and firwall latest version and that hasn't picked up anything. I have also scanned with spy bot and nothing there. attached is hijack log
Let me first accurately describe what happened. So one of my HDDs failed (I got a new one, a Western Digital Caviar Blue 640gb). I had lot's of applications and games installed on the failed HDD, but nothing important. Now, when I go to re-install those games/apps again, some of them act as if they were installed, and attempt to uninstall (the hard drive failed so it was unable to uninstall the correct way). So, it will not let me re-install those programs, until I uninstall them. They are unable to uninstall because they cannot find "Drive D:," which is the failed drive, and they are probably still somewhere in my computer's registry, but the install directories are gone with the failed drive. How to reinstall my programs again. I am on Windows 7 Ultimate 64 bit.
When I try to restart Win 7 (64bit) I get this error message from apache.exe or mysqladmin.exe like this "the application was unable to start correctly 0xc0000142"
I tried to replace 3 files in the system 32 folder, and must have made a mistake along the way leaving my laptop inaccessible once logged on. The three files were:

I have started getting BSoD when I start the laptop. "The I/O manager has detected an error with the driver that is being verified.." is the kind of error I'm getting and then it goes to startup Repair and keeps trying to repair to no avail and then it starts all over again.
My computer was "sleeping". Now when starting apps like Firefox, Thunderbird, Chrome, etc, I get an WerFault.exe error: "The instruction at 0x0000002b referenced memory at 0x0000002b. The memory could not be written". However, is does not affect IE or app that came with the OS.
Window 7 Ultimate 64bit, memory test did not indicate hardware failure, virus scan from live cd detected nothing.
When I start up my computer, my Steam starts up, then I manually start Chrome. Chrome comes up fine, Steam does too, but when I try to right click on Steam and click friends, all it does is create another steam process running at 100-108 K. Then if I close Chrome and try to reopen it, it will do the same. This happens with EVERY program after I start up. There's a 5 second window where I can open programs without issue, then after that it will only start 108 K copies of them. It takes me around 30 restarts just to get it working properly, if not more.
I'm having problems with running any graphic intensive applications(World Of Warcraft, Skyrim, GoT 1.0.0.0), it Occured once during Windows Memory Diagnostic, and when i tried to flash Windows Expirience Index. In 3-10 minutes after starting graphic applications laptop fails to blackscreen and on next log message appears.

I cannot download any applications from any website.When I click on a website's "download" button, I immediately get a message box which says" "C:Users[my name]AppDataLocalTemp[for example]wfxiIAci.exe.part" could not be saved, because you cannot change the contents of that folder. Recently I built a new computer. This was the first time I'd ever done so and I had a lot of fun doing it. I got everything to work and have been happily using said computer for the last week. Until now.As of this morning, when I start up my computer I get an error that says Windows was unable to start. After spending a while trying to repair it told me it could not find the problem. My computer was operating on battery, without warning the battery died. After plugging the computer to power and turning it back on, it takes me directly to:"Startup Repair" "Your computer was unable to start Startup Repair is checking your system for problems If problems are found, start up repair will fix them automatically. Followed by a loading bar that says searching for problems. After leaving this on for a while it gives the system restore option, however this just takes me back to the previous screen. I cannot cancel the Start up repair and I can't access safemode. After searching for over an hour the only solution i've found so far is reinstall the OS, however my computer did not come with the OS disc
I have an asus u45jc laptop. I have had this problem so much. Basically when i start my computer, it would work. Then i shut it down. The next time i start my computer it would not work and then i need to shut it off and then turn it back on.
