Adjusting The Window(includes Maximising And Minimising) The Cpu Usuage Just Bursts Up To Roughly 45%

i've been trying the windows 7 (x32/x64) and other flavours of vista (x32/x64) for the last 6 months while gaming at HD res all the time and there was never an issue. So the problem is that anytime i open up windows task manager or any other adjustable window and i try adjusting the window(includes maximising and minimising) the Cpu usuage just bursts up to roughly 45%. Like in many previous threads i'm already familiar with the red line showing kernel times in task manager and i did notice that 3/4 of the cpu usage bar (when it rises is red: meaning more kernel usage). Also i hear a funny noise near the cpu area. It is definitely the CPU. For some it might be that i'm too fussy or something but this did catch my attention specially while playing games like Racedriver GRID for example where it started to run slower specially at HD resolutions when it wasn't few months ago.

Here's what i've been trying:

1)I've re-installed windows(tried XP Pro x32,Vista Ultimate x32/64, 7 x32/64) and after each installation even before installing any drivers whatso ever the problem was there by going to task manager and trying the thing(ie holding corner of task manager and scrolling and seeing cpu/kernel usage go upto 40 % for nothing)

2)Reformatted and doing the above.
3) Used another power supply in case mine went wrong or something( Used HIPERPOWER | Type M | HPU-4M880)
4)Took all hardware out one by one in order of less importance and booting up to see if problem was still there. (took out DVD DRIVE since there were threads reporting it as the culprit, did also remove sound card etc..)...........

Maximising From Shortcut, No Option Found

When I open the BBC site from its shortcut on my desktop, generally I need to maximise it to fill the screen. I have looked in the shortcut's properties and there is no option I can see to maximise it as a setting so that it will be full-size each time I use it.

Installing SP2 Includes IE-8

I've just been offered Windows SP2 via my Windows Update manager. My history on this computer is excellent with regards to updates so I'm inclined to have this update installed. Everything regarding updates is current except for IE-8. My one reservation is that I've declined to update IE-8 in the recent past as I'm a Firefox user and I've seen all the traffic about how cloggy IE has been for some. I tried finding out if Vista SP2 includes IE-8 but am having no luck. Can someone tell me if Vista SP2 includes IE-8? And if so, is there a way to download SP2 but choose not to have IE-8 included.

Microsoft Windows Includes A Two-way Firewall.

some of us want to choose what "gets out" and what doesn't. And this info doesn't work since there is nowhere to make such a change in the Windows Firewall window that comes up. Configure it - HOW? Can some one explain how it's configured to actually work without being a programmer writing strange unknown confusing rules for everything that wants to connect to the net? If not, can someone recommend a good free easy to use two-way FireWall like ZoneAlarm that's compatible with Vista?

unfortunately, the outbound filtering has been disabled. I'm not quite sure why Microsoft made this decision but from a security point of view it would have made perfect sense to have it enabled by default. I suspect it's due to Microsoft not wanting to frustrate customers when their internet dependent applications suddenly stopped working.Windows Vista Firewall: How To Turn On Outbound Filtering

* Click the Start Button (Windows Orb)
* In the search bar type "wf.msc" and press the Enter key
* Click the Windows Firewall Properties link
* Change Outbound connections from Allow (default) to Block

From the Windows Firewall with Advanced Security properties you can also configure additional rules for incoming as well as outbound connections.

Adjusting Brightness

Well i've read couple of threads about adjusting LCD brightness in windows vista. I've a vista retail CD so before instaling it, i have a question.

My laptop is TOshiba Portege M700 (nothing to do with my question but anyways)I've problems adjusting the brightness. I've tried couple of things but nothing so i came to a decision of installing windows vista.

I also have a sticker next to my touch pad saying Windows Vista certified something. So i wa wondering if i install it, will i be able to adjust my LCD brightness through a program in vista?

CPU OC Wall, Manually Adjusting The Timings To 5-5-5-18?

It seems I have hit a wall on my particular CPU. I can easily get it dead stable at 3.2 GHz, with the RAM running at 1066 (rated specs) and manually adjusting the timings to 5-5-5-18, also spec. But if i start going any higher the system starts getting quirky - particularly when I resume from standby - it goes south with a BSOD. Gunter, I know you wanted pics, but let's keep it all consolidated in here and start keep it to a relative few people.

Adjusting Video Slider Controls In WMP11

Have Vista HP on a Dell 1525. When I play a WMA file, adjusting any of the video settings slider controls has no affect on the quality of the video playing, not even if I adjust the settings before clicking 'Play'. When I play mpg files, however, adjusting the settings DOES result in the video quality being changed corresponding to the whichever setting is changed. What I can I do to solve this problem when playing WMA files? Is there some setting I need to amend or do I need to download a file/codec?

No "Ding" Sound When Adjusting Volume In Tray

When adjusting my volume by clicking the speaker in the tray it used to give me a sample ding after I moved the slider and let go of it. Now it's silent.

It had me thinking I had a no audio problem until I played a music file.

I went into sounds and looked for a reference to the conmand to see if there was no sound assigned but cannot figure it out.

However, no Newgroups were visible. Unable to find a way to find them I clicked on "Help" and the advice includes "Click the Tools menu, and then click Newsgroups." Can anyone explain this: 3219. The screenshot shows the folder view (in Windows Explorer), and a directory listing (in a Command Line window). Why is the Explorer window showing different filenames than the command line window? It's not so much of an issue, as I'm currently completing a scheduled backup of this drive using Nero Burning ROM, and will be formatting it soon.

Shut Window, "WINDOW Is Not Properly Shut Down"

About 40% of the time when I either choose HIBERNATE or the standard SHUT DOWN, the computer just keeps on running. Although it seems WINDOW has shut down, the "ON" light is still on and I can hear the fan running. When this happens I am left with no other option but to use the "emergency shut down" method - pressing the ON button for more than 4 seconds (ASUS laptop, using Vista Home Premium). Presumably this method would damage the computer in some ways in the long run?

I assume WINDOW is shut down because the next time when I turn on the computer it doesn't say the "WINDOW is not properly shut down". So can any kind souls please help me with this annoying problem of turning off the computer completely?

I just read that BestBuy was going to offter at its Website a $49.00 Window 7 Upgrade for Vista Home Prem users. This offer would only be available from 6/26 for 16 days.....

Over the past 6 months I have read several articles about Microsoft offering exisitng Vista Users an upgrade to Windows 7 for a discounted price, and even maybe...for free.

I am posting this to see what others perhaps know about the Upgrade....whether this would be the right time to take advantage of the Upgrade because it may not be offered again. I would hate not to take advantage of the $49.00 Upgrade and find its not offered again, or, take advantage of it now to find its offered later at a cheaper price.

No Disk To Fix Window

I need some advise on fixing windows Vista Ultimate 32bit on a Toshiba Satellite L305D-S5934 Laptop

The one year warranty expired and did not come with any disks according to my sister-in-law and all my computers still run XP. The problem seems to be that windows does not load, she told me that when the computer was turned on it was giving messages that some system files did not load. Missing or corrupted

It tries to fix the problem when you restart but it can’t, so I downloaded the recovery disk and I tried system restore but it says no previous restore points, the system was never baked up either

Can anything be done or does she have to buy new Vista disk and drivers from Toshiba?

Window Animations Gone?

I've recently downloaded a new software called Advanced Windows Care Professional. This software, as it mentions is compatible with windows vista (I'm running Home Premium) and keeps the system clean and running fast at all times. However, after using this software for a few days, I realized that every time I run a scan through my computer and "repair" specified problems with the machine, some number of my system's configuration gets changed or perhaps, deleted. For a certain period of time, it turned off my Windows Security Center; while recently, all my window animations disappeared. (Eg. Window fading away when I close it).

After searching through the net, I discovered a solution to fix my first problem. That is, running through the Services.msc file and enabling the Windows Security Center option. Being increasingly baffled and perplexed now, I'm just wondering if my second problem is in any way related to my Services.msc file and is there any way to fix this problem of mine.

Don't Get Download Window

Don't know if this is - dare I say - "a bug" in IE. Try this (or should I say don't try this) at home folks. In order to attempt to fix my prob which detailed in the previous posts (titled "FUNNY THING HAPPENS WHEN DOWNLOADING ZIP FILE" in IE General Forum), I tried anything, and played with a few thing. This is what I did. I clicked on a zip file and associated with IE program (I'm embarrassed to say that I don't even know how to do that again. Don't ask me to retrace my steps), and see what happens, if you dare!!!!!! If you can replicate what I did, you should see IE windows pops up endlessly. Gone bersek, in other words. Anyway, this is not what I'm concerned (although Microsoft should certainly looks into it). I have posted this question in one form or another. When I tried to download a ZIP file from any website, I don't get a download window, and instead I get some non-standard actions.

Since it ONLY happens when I download a ZIP file, It slowly dawn on me (I'm pretty slow) that the issue has to do with my ZIP file association, hence the reason why I played with the ZIP file assocation and get this scary scenario of IE gone hysterical. Pre-IE6, I can fix this issue with a file association in the "File/Folder View and Search Option" , which was drastically altered in the subsequent version of IE leaving me confused and helpless. I have posted several times and nobody can answer my question. Perhaps because this issue seems to be an IE-related, but in fact it is not. So posting this question in IE forum won't get me the right expertise. I posted this question in Vista General form before, and was told that i get get better response if I posted in IE GEenral. I'm absolutely frustrated with this prob.

Slow Window

I just built a resonably fast machine: I installed Vista64, updated drivers for chipset, graphics and soundcard. Installed all Vista64 updates and installed Office 2007. No other apps, drivers, etc installed yet. All hardware is recognized by system and appears functioning correctly. Performance is terrible to the point the machine is unusable. Some example/benchmarks:

- Time to boot (POST to Vista login): 13 minutes
- Time to respond to simple CTRL-ALT-DEL: 35 seconds
- System sounds (e.g. alert beeps) play delayed, garbled and broken up.
- Time to install Vista update: 5 hrs, 45 minutes
- Time to start internet explorer, 3 minutes

There are alot of posts of people with slow Vista, but none that I've seen this bad and on this type of near top of line hardware. My CPU usage is constantly running 50-100%, but no one process seems to be hogging CPU. Its the normal kinds of processes that are each consuming a chunk of it (explorer, svchost, etc.). Wierd thing is that the Vista performance assessment gives my machine a 5.2 every time I run it (5.9 graphics, 5.9 disk, 5.5 memory, and 5.2 processor).

UAC Setup To Avoid Pop Up Window

Is there any way to setup the UAC so that it will allow designate programs without getting the very irritating pop up window, or program crash that occurs in some cases where the window doesn't pop up. I have tried just turning it off, but it appears Defender turns it right back on again.

I suppose the next step is to turn off Defender.

I understand why this security feature exists, but it gets to be extremely irritating. The most irritating part of it, is that some times I don't get the pop up window and the program I am trying to run simply crashes, or doesn't run correctly The crash is normally a hint to go and run the program specifically as the administrator. Sometimes the error is more deeply imbeded in program or system files and takes for ever to try and find out what the problem is.

I use Acronis backup software which always ran with no problems until one of the more recent Vista x64 updates, then it simply said that it ran but errors were encountered. After pouring over the log files in Acronis, I found that it couldn't run the backup because it didn't have the rights to access the backup drive.

So now things can't be scheduled and I have to run it manually.

There are times when the security features become a real burden. I hope this issue is fixed with Windows 7.

Mouse And Window Positions

If I have a window open and move my mouse over to the left or top edge to resize the window, the cursor changes to the double arrow not on the border but inside the window a bit. On the other two sides the cursor changes outside the window a bit. If I click on the mouse, the cursor edges over to the correct position on the appropriate border.
