Service Cannot Be Started - No Enabled Devices Associated

The service cannot be started, either because it is disabled or because it has no enabled devices associated with it. I think this was "Application information" service.
The problem is that now I can't run app called Turbo Service Manager to backup, services.msc, regedit, elevated cmd to use "net start", msconfig, even *.reg files won't launch. I can't launch Safe Mode through metro because my USB mouse and keyboard disconnects at the moment I should choose "4".

I recall enabling some sort of monitor/feedback to MS service after or during the update from win 8 pro to win 8.1 pro. But I dont recall what it was called.
Now my cpu is running 50%+ much of the time fr no apparent reason.
Windows Host Process Tasks .... or some such thing shows in the Task Mgr when it is throttling my cpu....and runnig it 50%+.
How can I find and disable the service that is causing this?

So I've been having this problem for days now, two tasks named Service Host: Local Service(Network Restricted) and Service Host: Local Service(No Network) keep using up ALL of my cpu, theyre usually accompanied by any app I have open, so my task manager is basically like this for example:
Service Host: Local Service(Network Restricted) 40% cpu usage
Skype 29% cpu usage
Service Host: Local Service(No Network) 26% cpu usage
If I close skype, the usage goes down to 2 percent for a brief second and then any other app I have open launches up instead of skype and uses up all of my cpu.
I've tried several virus scans and I've done my best to clean up the system but I still have this problem

My friend happened to look in Devices and Printers, and in the Multimedia Devices section he had about 10 devices showing up that he never heard of. Six of them were computers with names that he had never heard of, the others were devices that we could not tell what they were.
I expect that these entries mean that at some time they were on the same network that he was on. Would that be correct?
If so, then it is a matter for concern because he never goes on public networks. He only goes on his network at home, and a network in a small office that he rents and shares with one other person. They have their own router with security set up on it, and that router is connected to an Ethernet jack that most likely goes to a switch on a network that also provides internet service to some other offices in the same building.
This computer is only about 2 months old, so these entries can't be too old.
When I looked at his computer, he was on his home network and all those other devices showed as Offline. I right clicked on them all and removed them. Would it be a good guess that perhaps the security of the network at his office was compromised, and those devices were connected to that network at some point?
I told him to monitor and see when they reappear, but he won't be back in that office for 2 weeks.

I have three Autohotkey exe files in my appdata Startup folder of my laptop but they do not get started when Windows starts. Those same three files on my desktop in the same place start and run just fine. Each machine has the same version of Windows 8, Home Premium 64 build 9200.
If I open the Startup folder and click on any one of the files they start and run just fine.
In the registry for the desktop those three files appear in startup folder but not in laptop. Am almost sure that is the problem but don't have a clue what to do about it.
On both machines, Yankee Clipper III runs at start without me having to put it in either of my appdata Startup folders. I guess the installer took care of it for me.

The problem is that every now and again (30-60 minutes of use) my computer appears to freeze, EX: the screen is fixed and I cant move the cursor and nothing on the screen changes, the PC does not seem to react to keyboard input: CTRL+SHFT+ESC for example. I have noticed at least once (while playing a game) that the sound that was playing when it occurs tends to loop.
When this happens all I can do is switch the PC off from the Power Source - wait 10 seconds and replug and boot. If I try to boot without unplugging from the Power Source - the PC fails to boot asking me to put in the Windows Disk.
This issue occurs in different types of use, sometimes when I am playing 3D games, sometimes watching youtube or even reading the BBC news. No events are logged which give indication to what is happening.
SECONDLY: On some occasions when I leave my PC idle - I come back an hour later and it has rebooted itself (No BOSD Logged) to the Boot Failure Menu.
I have had one blue screen in the past 2 weeks (DPC Watchdog Violation) which seems to point to my SSD, but I cant figure out how to fix it - or if that is a secondary issue. Unfortunately as my SSD is only 64 GIG when i did get the BOSD, it didnt store it due to the space remaining on the disk (16 GB).
I have tried to attach my system event viewer (Cleared prior to this latest incident) but the uploader says its an invalid file .
Additional Notes
OS: Windows 8.1 (Installed on Release Day, Never had problems with 8.0)
GFX: Nvidia 550 TI
Disks: SSD (Crucial M4 64 GB) (OS Install), 1TB (Hard Drive storing games and files on software partitions)
8GB Memory (tried reseating)
PSU: 700 WATT
I know the issue isn't heat related as I have monitored this. I think the problem may have started a week back when I installed the latest NVIDIA Drivers - I have since uninstalled and reinstalled them, all my PC Drivers are up to date. to reduce load on GFX I have unplugged my main monitor.
I have run Malwarebytes, SuperAntiSpyware, Windows Defender (My AV), RogueKiller, TDSKiller - several times, no viruses/rootkits, the occasional ad tracking on SuperAntiSpyware probably due to internet browsing.
I have no windows updates pending.

Following a recent Windows Update, Windows Firewall on my Windows 8 system was disabled. Upon attempting to start the firewall through the services.msc dialog, I receive an error code 1068, informing that the dependency service or group failed to start. After doing some googling to attempt to resolve the issue I found the dependency service, the Base Filtering Engine (BFE) was not active. When attempting to start the BFE service, I am stopped with an error 5, indicating that access is denied.
I am unable to figure out why access to the BFE service should be denied, since this account is the only account on the computer and has administrator privileges. Because of these issues with the firewall, I am unable to access the internet and am creating this thread through a separate laptop computer.
In a potentially related issue, Windows is not "activated", though I had activated it approximately a year earlier. Because of this, I am unable to access my Microsoft Office programs. I believe that I am unable to activate windows due to a lack of internet connectivity caused by the above firewall issue.
My next step is to take the computer into a nearby service depot and pay the requisite charges.

My HP Windows 8 laptop started going very slow so I restarted via the power settings. When it restarted it did an update, though it didn't say "update and restart". When it started again and went to desktop it went slow again and I got a "windows is not responding" (or something along those lines) message, then the screen went black, I left it for a few minutes but it stayed black. The cursor was still there and if I right clicked it showed the menu.
After this I did a hard restart and attempted to go into recovery mode, it didn't go the and when I got to desktop I got the same message again, this time the desktop had the usual white highlight when something isn't responding, but still required a hard restart.
I am now on the third time and it seems to be working, I am doing a full computer scan. What I want to know is why it would do such a thing?
If all else fails it's under warranty, but being a student I have a lot of work to do so can't really afford to be without the laptop.

My pc just started crashing a few days ago. I will try to be brief because guess what you all really need to see is the zip file. I have tried a few things to work with this code 41 kernel and I am not sure what is causing it. I am mostly crashing it seems when I try to use windows features/tools. In Windows Event Viewer I'm getting this error: Windows can not easily be started with the error status 0xC00000D4. The problem is that fast startup that is included in windows 8 doesn't work (that's why I get this error) but I can't seem to solve it. My motherboard is Asus P8Z77-V LX

One user logs in and all desktop icons have a pinkish "X" on them in the lower left and none of the icon work, AKA, you get an error message when you click on them:
"the operation on (path to file) was started with an invalid parameter"

Since a couple of weeks, Windows has started scanning my disk on every boot. It does 1%, 2%, then sits for a while before it jumps to 9%. Then it works itself up to 43%, where it sits for a long while before jumping to 100%. Every time. I'm not having any problems with the system, and I'm not missing any files as far as I know. Why is it doing this and how can I get rid of it?

All, I have been experiencing big problems with Windows 8 Pro. I had been running the OS on a 120GB SSD up until a week ago with no problems until the following started happening:
Windows 8 started to reboot in a continuous loop with the following error message: Your PC ran into a problem and needs to restart. Error code 0cx000021a.
It would then put itself into System Repair mode, but was unable to fix itself. It then booted to the System Repair screen and so I attempted the following in order:
Tired to run System Restore, failed
Tried to System Repair, failed
Tried to System Refresh, failed
Tried to System Reset, failed.
After running System Reset and failing, it rebooted and I was left with 'There is no operating system installed on this device'.
As the version of Windows 8 I have is an online-only installation I then went back into my original order and ordered the accompanying Windows 8 recovery disk. Several days later the disk arrived and I attempted to run a windows 8 re-install from the disk. I followed the onscreen instructions and thought great, this is going to work. However first time, 'Getting files ready for installation' got to 57%, then I received the following error: Windows cannot install required files. The file may be corrupt or missing. Restart the installation. Error code 0x80070570
So I completely formatted the SDD, deleted partition. Created new partition. The second time, 'Getting files ready for installation' got to 82%, then as before: Windows cannot install required files. The file may be corrupt or missing. Restart the installation. Error code 0x80070570
At this point I turned off the PC. How I can turn my now brick of a performance PC back into a working system?

I went to power up my PC today and after welcome screen the screen started flickering and no icons or anything was on the screen except start tray which only had start button, touch keyboard button and address bar, none of which were responding.
I managed to launch task manager through ctrl-alt-delete (that didn't flicker, but taskmgr did). I launched cmd through taskmgr and managed to stop the flickering by terminating endless stream of svchost.exe processes. Couple of seconds after I do this, BSoD appears giving 0xc000021a error. Msconfig can't configure the PC to boot in safe mode. What do I do?

I had a problem with my laptop in that the disk use went to 100% and then the screen started blinking and I couldn't click on anything. After a reinstall of the OS it worked the same as new for about an hour but now the disk use climbs to 100% even when a new tab is opened and it stays at the max for a short time. The laptop becomes unresponsive during this time also.

So I was using my computer the other day and suddenly my clickpad started tracking very poorly. Before it used to be accurate when it was tracking my finger, however now it jumps around the screen when I move my finger around on it and it takes a full second before the clickpad translates initial input to the mouse. If I put my finger on the trackpad and start moving it the mouse will jump to the location where the pointer should be and will not show the track that the pointer took. I uninstalled the driver and reinstalled it and I am having the same problem. I have restarted the system multiple times and it has still not resolved the issue. I cannot click on anything due to the insane inaccuracy of the trackpad.

Machine started shutting down unexpectedly, and refusing to wake from sleep a few days after being built.
A few days later and the problem has got worse now - BSOD with various errors, such as MEMORY_MANAGEMENT, KERNEL_SECURITY_CHECK_FAILURE, SYSTEM_PTE_MISUSE, and others. Oddly, desktop search has also stopped working.
I have updated the drivers and the BIOS, but this doesn't seem to have had any effect.

Windows 8/8.1 is supposed to have superfetch disabled automatically when it recognizes a SSD, but mine is enabled. I have a SSD but also a secondary HDD that is accelerated with a 25 mSATA SSD via Intel Rapid Storage Technology. I'm assuming since the second HDD is enhanced with a SSD then there should be no reason whatsoever to leave superfetch on.. I'm thinking I should turn it off, and if there's anything else you think I should do to improve my settings or stop any services I don't need,

If I turn UEFi off and enable legacy, the system boots normally. I am now using mbr partition
UEFI doesn't detect either my DVD drive, HDD, USB.
My Hard Disk is ok and good.

I enabled Hyper-V on my computer. When it restared I saw it was configuring Hyper-V. I didn't opened Hyper-V the same day. Two days later, I wont to open Hyper-V but I can't find it anywhere! Also, it isn't listed in programs anymore... I also enabled virtualisation in the BIOS.

I was using my laptop with everything going smoothly. USB port with adapter and CF card inserted. Ear buds in audio port. I decided to close the laptop which automatically puts the system in hibernate (or whatever it does when fast startup is active). Everything looked good. Now when I come back to it, open the lid and begin to startup from hibernate state it gets hung in the bootup and will not proceed. I have tried holding the power button to shut down and then restart -- no joy -- comes back to the same hung screen. Have tried holding various escape keys with startup -- no joy -- back to that same hung screen. Is there some way to bypass the hyberfil file which is probably corrupted, and get back to a full cold boot and restart from scratch?

I was also told that I needed to "enable security". I would have thought that would have been enabled automatically, but I guess not.

I have a script which runs when connecting to our vpn however it fails to set routes due to the lack of elevated permissions. When UAC is completely disabled (using the registry) the script works perfectly however certain windows 8 features don't work, such as the metro apps.
Basically I'm looking for a way to keep UAC enabled and automaically run the connection script with elevated permissions automatically, fully scripted or some sort of a work around to automatically set the routes when connected to VPN.

since installing I now have a notification in the systray saying that " Files are up to date, last updated xxx minutes ago When I click on that notification icon, it takes me to a Sky drive folder, and within it is a documents, favorites, public, and shared favorites folders. When I double click those folders, there are no files within them.I do not have Skydrive set to upload, or sync, any files. So then should I be getting these notifications? Why would it show updating empty folders when Sky drive is not enabled? Is there a setting somewhere I should change.

I currently use Windows 8 on my desktop PC and I'm considering buying a Windows 8 tablet (x86). Currently I prefer the Asus T100.
However, I am a big fan of Google Chrome. So a requirement for me is, that Chrome runs quite well with touch.
Some month ago I tested some Windows 8 tablet and Chrome did not perform well for me because it lacked touchscreen support (pinch-to-zoom).
A few weeks ago I read this: Google adds touch-friendly Chrome features in latest test version | The Verge
Since I currenty have no touchscreen Win 8 device and no way testing one, I want to know how well this Chrome works with touchscreens.
Nobody on the web has uploaded any video about this and information is really rare.
