Windows 7 Installation Hangs At (Setup Is Starting) Screen

I am with a friend re-installing Windows 7 on his laptop. Unfortunately the laptop had been infected beyond repair by a virus/malware and would not boot past bios. When installing Windows 7 x32, I make it to the "Setup is starting..." screen and it does not continue. It is not the disk as I have used the same one to install it on my laptop. The laptop is a Dell Inspiron 1545 with 4gb of ram and 500gb HDD space.

I am trying to install Windows 7 through USB in my Dell studio 1555 Laptop. Every time it gets stuck at "setup is starting".I have already disabled all other boot options except USB. There is no floppy drive option.I have gone through more or less every post related to this problem , but the common solution that is to remove all the USB, Firewire etc. attachments. It does not work in my case as I am installing from USB.

Setup is starting services.Windows could not complete the installation. To install Windows on this computer, restart the installation.About one month ago I decided I wanted to have a clean install of windows 7 on my acer machine. I did this by using an acer made pre-installed program. It claims to be very straightforward, all you have to do is click a button and they will reinstall windows 7 for you and even back up all your data ,so that after the clean install you don't lose a thing. Sounded great but in reality it has stopped my notebook from working.I am now in a circle-jerk of the error message I stated in the beginning of this topic. Once my computer restarts it just gets me the same error message again. I tried booting from a bootable USB-key with the windows 7 iso downloaded from official sources. But this did not do anything from me. I also went to acer support in my city. They offered me to fix it. All they had to do is copy all the info of my hard drive I wanted to keep and do a fresh install of windows 7. Would take them 3 hours. This is the easyiests option for me. But problem is I live in China and I don't trust those tech support guys for good reasons. I went there with my laptop, the tech-support guy put in a usb-key and started up my computer. It started some kind of diagnostics. After 20 minutes of this he stopped the diagnostics and started running some chinese software on my computer. Presumably booting from the USB-key. After a couple of clicks he was browsing around on my hard-drive. I was right behind him and could see him every move. He was snooping around my folders looking for all sorts of personal stuff. He was going to folders he had no business going to. I think he thought I had no idea what he was doing or would not recognize he was snooping around on my computer. At one point he went into a folder and told him not to go there in chinese. He quickly exited, but then couple of seconds later went back to that same folder to do some looking around. Presumably cause he thought I would not notice. So I do not trust these people one bit. And would not want him to copy all the info of my hard drive to then re-install windows7.

When I run the Windows 7 Home Premium OEM disc I get past "loading files" and then freeze on "starting windows". I see 4 little colored balls in the center of the screen (guessing the start of the MSFT logo) and then everything freezes.
Here's what I've got:
Monitor: Samsung T260HD 25.5in Rose/Black LCD w/ATSC
HDD: 2 x Seagate 1.5TB Serial ATA HD 7200/32MB/SATA-3G
Memory: Corsair Dominator 6144MB PC12800 DDR3 1600MHz (3x2)
DVD: LG 22X DVDRW SATA
Motherboard: ASUS P6TD Deluxe Intel X58 Socket LGA1366 MB
Power Supply: Corsair 950w 80 Plus Power Supply
GPU: 5850 is backordered, so am using an old Nvidia 6600 GT to attempt to install Windows - connected to monitor with DVI cable
OS: Windows 7 Home Premium OEM
I've done lots of research and tried:
1. Using a PS2 keyboard/mouse
2. Disabling USB in bios
3. Disabling just about everything else in bios
4. Tried w/ 2MB, 4MB and 6MB ram
Any help or suggestions would be greatly appreciated.

When windows updates, it then reboots, and just hangs on the 'starting windows' screen. Only after it updates, works fine before. I've re-installed it many times, but get the same result. This never used to happen until i did this fresh installation today. Now it happens every time, just after it installs some standard updates, it wont boot up..

I am trying to do a clean install of Windows 7 64 bit. It hangs at the starting windows screen and does nothing more. No HDD activity or anything. Let it sit all night like that to see if it would go any further, but it didn't. Anyone else have this experience, and if so, what did you do to make it work?

After recently building a custom PC, I am doing a clean install of Windows 7 (64 bit) and all goes well through the installation process (loading, expanding files, etc) except when after the 2nd restart when it starts up for the first time. It freezes or hangs on the black “starting windows” screen (the one with the new colored windows logo).
I have tried installation a number of times, including with a bare bones configuration (2 Gb RAM, 1 HDD, 1 DVD Drive, GPU, and all other peripherals disconnected) and still the same thing happens. I have also tried the process using the VGA cable instead of the DVI.
I was able to successfully install XP after failing to install Win7, so I don't think my HDD is bad. I am also using a PS/2 Keyboard
System:
CPU: Intel Core 2 Quad (Q9650) 3Ghz/1333Mhz/12MB
MBoard: Asus P5K-E
GPU: Sapphire HD 2600XT
HDD: 2 x WD 640 Gb 7200/32MB/SATA 3.0Gb/s (Caviar Black WD6401AALS)

PSU: Antec NeoPower HE550w (ATX 12v)
OS: Windows 7 Ultimate (64 bit) OEM system builder pack
All components were purchased new from Newegg. I also have some peripherals: 2 DVD drives, Multi card reader, extra USB, firewire ports, wireless LAN card (although I disconnected those for the initial install attempt).
Any help or advice would be greatly appreciated. I am really at a loss to figure this one out. Could it be something to do with my video card driver? (Do I need to install that in the BIOS?)--I can see everything fine on my monitor though.

It started when I needed to take the computer back to factory default with a fresh install. It was going back to Acer to have the charger point fixed (charger socket had become loose but still charged when it was held in). I used the control panel interface to reinstall windows, all was going well until the laptop power died, I restarted the laptop and the screen displayed:
"Setup is starting Services" a pop up box then appeared with "The computer restarted unexpectedly or encountered an unexpected error. Windows installation cannot proceed. To install Windows, click "OK" to restart the computer and then restart installation."
I have searched around the net and found a few guides but most require a repair disc or Installation disk. I have neither. Is there any way of starting the install again? For example from Command Prompt?

I have read many threads but they all contain ability to access start-up screen and I do not. I also do not get the pop up box to install windows 7. I literally only get "resuming windows" for 2 seconds, then straight to setup is starting services screen. I cannot pull up task manager or anything else. It is my nieces computer and I have no idea what she has been doing with it so I have no additional information for you. It is an Acer brand with windows 7, which is why I posted in this forum.

I recently got a new asus laptop and some of my programs aren't compatible with windows 8. So i'm trying to downgrade to windows 7 because i never liked w8 in the first place. So when i boot from CD (64-bit windows 7 ultimate) it will install without any problems, but when it gets to the 'starting windows' screen the animation freezes and it just stays there.

A while ago i dual booted windows 7 onto my vista running laptop and it works perfectly. It is a huge improvement on vista, it is faster, better designed and its new features are very useful. Because of this success I know am trying to dual boot it onto my xp running desktop. Unfortunately it doesn't seem to like it.
I have used the same technique that i did on my laptop to install it. I have burnt the iso file onto a disk and run that disk while the computer is running. Checked for online updates and done a clean install. The installation works fine and quite quickly until it comes to the first restart. It restarts and I select "windows setup" on the bios screen as apposed to "an earlier version of windows" which is my xp partition.
It then changes to the starting windows screen that happens just like on my laptop, except the windows logo never materializes and it stays as a black screen with the words "starting windows" on it. i have left the computer on overnight and no change. I have tried reinstalling several times with no luck, both using the same method as before and booting from the disk at startup. Although when I boot from the disk it just skips straight to the same frozen windows startup screen.
I have downloaded the windows 7 adviser software but the program cant seem to make its mind up. Sometimes it announces that my graphics card cant run windows 7 aero and sometimes its fine. I have checked the windows 7 specs and my graphics card appears to meet all the requirements, both dedicated memory and direct x 9 support.
Here are my pc specs:

I am not trying to install Windows 7, it came on my computer and has been working fine for over a year now. I restarted my computer a few days ago (after it had been working just fine) and now it will not load past the "Setup is Starting Services" screen. I keep getting the error message "Install Windos: The computer restarted unexpectedly or encountered an unexpected error. Windows installation cannot proceed. To install Windows, click 'OK' to restart the computer, then restart the installation." I cannot figure out why it is mentioning anything about installing windows when it came on the computer and has been working until now. I have hit "ok" and it does nothing but come back to the same stuck point. I do not have a disk for this computer as it never came with one. It is a Toshiba Satellite L455D.

I have Windows 7 Ultimate 32 Bit and im trying to install it for about 6 months. I installed it once but after one week,os is gone and stuck at classpnp.sys
Here are the steps i followed when trying to install; Selected Boot Menu > CD/DVD
Seen windows is loading files. Seen Starting windows but its gone before the 4 colored windows logo comes.
And endless black screen. I also tried to boot from dvd in safe mode.It hangs at disk.sys I checked rams. I have 1 gb x 2 rams.There is blue and brown sockets for rams on my motherboard.
Both of rams connected to blue ones.When i disconnect one of them pc opens but same issue. When i disconnect one of them and connect it to brown socket pc didnt opened.

I just built a brand new computer but kept the same HDD. I realized that the motherboard and my HDD were not compatible because I kept receiving a freeze at the "starting windows" logo and a blue screen shortly thereafter. So, I re-installed windows onto the HDD but I keep getting stuck at the "starting windows" logo but this time it just stays there. I've waited for 2+ hours at a time to see if time was the problem.A short list of all the things I've seen so far:1) Getting stuck at the "starting windows" screen AFTER windows completes its installation.2) At the time of the hang, all of my peripherals shut off.3) When I boot in safe mode, it gets stuck at /CLASSPNP for a minute or two, and then it says "setup preparing your computer for first use," but 5 seconds later I get a dialogue that says "Windows cannot complete installation in safe-mode."Things I've tried:1) Removing all RAM except for one stick.2) Using different DVD drives.3) Using different Windows 7 CD's.4)

I just finished building my computer the other day and installed Windows 7 Ultimate 64 bit edition. The install went great and the computer is amazingly fast, but I am less than impressed with the boot time. I have windows installed on two Corsair Force GT 60 GB Solid State Drives in RAID 0 configuration. The motherboard is a GIGABYTE G1. Sniper and the processor is an i7 990X. As I said, I am very impressed with the performance once the computer is on, but it takes ages to get there. I had some trouble with it stalling at the "Verifying DMI Pool Data..." for about 30 seconds each boot. That seems to have been fixed when I cleared the board and reconfigured BIOS. The problem I am having now is that when Windows begins to load, it says "Starting Windows" (right before the logo flies in). It will sit at that screen for over a minute before it starts to animate. It only takes about 5 seconds to load after the animation starts. No problems after that. It does change depending on the BIOS settings. It did not always do this. I have been messing with them so much to try to isolate what's causing it but I cannot.

I thought I'd move with the times and picked up a copy of Windows 7 Ultimate. I had Vista installed before.
Booted from CD, delete/recreate partition and did a clean install.
The installer hangs on a black screen after the first reboot. Even left it overnight without progress. Forcing a reboot and going into Safe Mode the setup tries to continue, then comes up with a prompt saying 'Setup cannot run in Safe mode, rebooting your computer', whereupon it hangs again.
This is the sequence I tried:
1. Boot from CD, delete boot partition, new partition, clean install (HUNG)
2. Disconnect router, then as 1. (HANG)
3. Reset BIOS to factory defaults, then as 1. (HANG)
4. Disconnect external hard drive and printer, then as 1. (HANG)
5. Disabled on-board chips like sound, legacy USB etc, then as 1. (HANG)
I've tried booting to the CD and doing a 'repair windows' but that comes back without problems.
The only other thing I could think of is that the graphics card is incompatible... but I don't have onboard VGA and I don't have another card just lying around.
I've never had a problem doing a clean Windows install. I'm really disappointed they're making it so difficult. Does anyone have any suggestions? I might have to just go back to Vista...

currently using home premium 32bit but got pro upgrade 64 bit so had to do the custom install from booting with the disk I choose the language, keyboard layout etc, choose custom install, pick the hard drive and it goes to the installing screen.
When part 2 of the install screen is almost done it said installation will continue after the computer restarts. After it restarts, it just stays on the "starting windows" screen and the windows logo never shows. It wa son there for hours. I restarted by pressing the restart button and it continued back on the step 2 and them same thing, restart and then continue later but now the screen is just stuck on the "starting windows" screen.

After i press any key to reboot from DVD, the windows is loading. But when it reach to the screen where we suppose to select language, currency & time format and keyboard layout, the screen become stuck. Mouse cursor doesn't appear and keyboard also not available to use.

I upgraded my Intel Rapid Storage software, reset the computer and now it won't get passed the windows starting screen. The windows logo comes up then it freezes, I have tried leaving it for over an hour to see if it sorted itself out, and powered it off completely. Numerous re-boot attempts all the same result.If I choose to boot windows with last known working configuration it will start up, and in the bottom right corner give me the error that Intel Rapid Storage is not running. If I then go into control panel and uninstall it the computer will boot just fine. At first I thought it maybe was a bad install of the software, but any re-install of the software does the same.trange since until I went to install the new version it worked perfectly fine, it has even saved me some data notifying me of S.M.A.R.T. failures in time for me to copy the data off the drive. I am running flexraid in snapshot mode and have it update nightly just in case, but I wouldn't mind getting the new version of the software to work unless the experts here think it is not necessary.

Windows 7 hangs up on start up and after about 10 minutes goes to password. Once the password has been entered it goes to Welcome. the Green circle to the left of the W rotates and then stops.

For some reason, it goes all the way through the install, or so I think, then I discover that it's rolling back the changes. It reboots and I notice a new option on the boot menu for rolling back Setup, which is the default one. So now the computer keeps booting that option and restarting as soon as the roll back screen has been show for a few seconds.o I decide to choose the Windows 7 option instead, figuring I will try to reinstall again. Instead I get a screen saying Setup is installing services, and an error message saying "The computer restarted unexpectedly or encountered an unexpected error."So I've been reading tons of pages online and tried everything like disabling the floppy disk in the BIOS, running Windows in Safe Mode and then through a command prompt disabling some devices, and trying to upgrade from the DVD only to find out I can only do a clean install there.
Making a clean install is absolutely NOT an option. So since the installation saved all the old files, I overwrote the install files with the old files, but I'm still getting that screen. So I'm figuring that there is somewhere in the registry database, where I can tell it not to load install but instead boot directly into Windows. But where would I find that?

When I boot up Windows 7 it gets to the "Starting Windows" screen which includes the Windows Logo with some animation. Once there it just hangs for about 5 minutes, then starts normally.I have Home Premium, 64 Bit, Dell XPS, Intel i7, 6BG of memory. I have several peripherals connected directly to it: Display, USB External Drive, Webcam, Bluetooth adapter.I tested booting in Safe Mode and it was very fast with no delay.I don't restart Windows 7 often so not 100% sure of when this really began. After the install booting up was very very fast. So this happened over the last month or so.The only hardware item I would mention is a Realtek card/usb reader which is built in to my unit as part of it. After Win 7 install it did not work at all and it took quite a while including working with Dell to finally track down the appropriate drivers. Now the unit works fine but I believe the problem began around that incident.Prior to uninstall or disabling the item I just wanted to check and see if this problem has been seen and make sure I am not going to do something to simply create a new problem. Also, since it was so difficult to finally get this Card Reader up and running I am concerned about just uninstalling it.

tion-issue for more info on that. Anyway I am past that point and windows is up and running fine except for one issue. It's my dad's laptop and he always thinks he can fix issues himself, one day when he had vista about 3 or so months ago he was having some boot issues, so he went inside bios and I believe changed some things around, he really has no idea. I addressed the issue but ever since he made changed his computer takes an incredibly long time to boot up, could this be something he changed in bios? On windows 7 it hangs on Starting Windows and with Vista it did it at basically the same place when the windows logo first appears with the loading bar.

I have just got Windows 7 Ultimate.I accept the Licence Agreement, set my partitions as i want them but when it gets to the expanding files part it will hang at 0%. This happens on both the 32 & 64 bit disc.This is a brand new purchase which I opened it about an hour ago.The laptop has a 400GB HD and 2GB of ram. It came with Home Prem x64 pre-installed, So the hardware meets the requirements.What seems to be the problem?
