Unable To Download CSV File - Not Valid Win32 Application

I have Windows 7 and when attempting to download a .CSV file, I get the following:
"c:usersappdatalocalmicrosoftwindows temporary internet files.IE5WFRX915B1000_BronzeLeads_851CSV is not a valid Win32 application."
This is supposed to open in an Excel file. I can open it up on another PC, however. And I can also open up other Excel files on my PC except for this one.
I have windows 7 64 bit and i dled and installed windows debugging tool from here Windows Software Development Kit (SDK) for Windows 8 i'm aware it's for windows 8 but a thread on this forum directed me to it for windows 7 so.. idk. and i couldn't find Windows 7 versions
after installed, i tried to open a .dmp file from C:windowsminidump but i got this error
did i install the right one? i'm having such a hard time opening these files just to find how why i've been bsoding so much recently ><
Running Windows 7 Home Premium 64bit. Computer is running well and installing new programs, but get the above message when I try to access any Administrative services and some other control panel programs. Have run following: in repair mode:

c:windowssystem32cmd.exe not a valid win32 application ,, this is the error i got when trying to open the command prompt .Also there is no cmd.com file in there as some asked to delete but cmd.exe is of 0 bytes.
Installing applications, including ones that say they are Win 7 compatible, I get "not valid win32 application". Letting the system adjust compatibility does no good.I got Visual Studio 2005 installed with a banner at the end about "compatibility issues", and then got that error on all attempts to update. I've erased that and have ordered VS2010. Instrument drivers that a client will need also give me that error, even though they are supposed to be good for Win 7.This is my first Win 7 machine, have stayed with Win XP Pro up to now. My client is going to need Win 7. I hate to force him to go back to Win XP mode
I just discovered my DVD/CD drive is not working when I attempted to launch the windows 7 iso file 64bit.
So I used isobuster to extract the files to an external harddrive ( over 300 gig). However when I try to run the setup.exe file, I get the message "setup.exe is not a valid win32 app" - not sure why? My pc has 4 gig RAM and has AMD Athlon 64 processor?
i need urgent assistance to be able to download from the internet again as it shows I cant download anything from internet. It is showing choose an application to download file.
In Firefox the home page is set to Google search by default. When I type in a search it works as expected. If however I try to modify the search in the same window a popup comes up saying "Application/json" is ready to dowloand a file, where do I want to save it? In fact multiple popups open (could be upto 10). It doesn't matter if you choose to download or not, nothing happens. It just keeps repeating the loop. What is going on and how to stop it? I'm getting no response from either Google or Firfox on this issue.
Trying to install office 10 with a USB drive that works. When I try on this one pc it gives me this error. Setup.exe is not a valid win32 app. The pc has XP home edition and I've run ms updates and still get the problem.
The error states:explorer.exe - application error The application was unable to start correctly (0xc0000022). Click OK to close the application.When I click OK, i just have a black screen. I can get the task manager going by hitting control, alt, delete. I've tried to start explorer.exe from the file menu, but get the same error.
After an auto-update and reboot, a Dolby error popped up saying "The current Dolby audio driver is 7.2.8000.13 and the software application expects driver version 7.2.7000.11. Please install a valid driver and software application combination." What can I do? I can't find any downloadable updates anywhere.
I tried to replace 3 files in the system 32 folder, and must have made a mistake along the way leaving my laptop inaccessible once logged on. The three files were:

I don't what happened but all of a sudden a message box opens up on my windows 7 laptop and it says this " the application was unable to start correctly (0xc0000142). Click OK to close the application" . I clicked ok but the error message box keeps returning back.If i remember properly, this happened when I tried installing some wallpaper.system seems to be working finw with all applications, but this message box is quite annoying.

I'm trying to run VIPRERESCUE to check for rootkit virus's, but when I dbl click on the application, I get a pop up saying "application can't be run in Win32 mode." I'm using a system that is loaded with the 64 bit version of Win 7 Home Premium.
I have run this successfully in the past (don't remember how long ago) and was able to get it to run without any problems. So I know that something is different, but not what it is - I don't know who to even set a pc in win32 mode.
All of my scans with: Norton and Malwarebytes claim my system is clean. I've also run Microsoft's safety scanner, and ESET's online scanner with the same result.
What win32 mode is, (I assume it's a setting to run legacy software) and how to set it and disable it

One of my friends has a Windows 7 computer, but suddenly it could not start,I got an error like this
File: BootBCD Status: 0xc0000098 Info: The Windows Boot Configuration Data file does not contain a valid OS entry
And I ran a Code: chkdsk c: /f /r followed by a Code: Bootrec /RebuildBcd , where it asked me, if I want to add the entry to the BCD store, and of course I answered yes Afterwards I rebooted the computer, but it came up with a blank screen. I then tried to restart the computer and it keeps coming up with a blank screen. I tried to repair using the Windows 7 - cd's repair, but with no succes. It found the Windows 7 Home Professionel, but when I tried to repair it, it says, that it could not find the OS (something like noOSInstalled). I then came into cmd again, and tried first with Code: BootRec , but it could not find the OS.Now I set it to run Code: chkdsk over the night, but what can I do, if I comes up with the blank screen again? Do I have to reinstall the computer, or are there other solutions?

Maybe I have to try with F8, when I restarts the computer for the first time after running the Code: BootRec .

I did the diskpart thing in command prompt:
vol 0= E dvd rom vol 1= C 100mb partition (active) vol 2= D 232gb partition

every few days my computer seems to stop letting programs open.
