Newbe Windows Cannot Access Specified Device

Since my purchase of this hp pavilion, I have had this problem on and off. When I try to install software I have downloaded or have the cd for i get the following message. "Windows cannot access the specified device, path, or file. You may not have the appropriate permissions to access the item." If I use the trick of changing the name of the .exe file to notepad I can sometimes get the program to install but most times not. I have virus checked with Avast, Malware bytes, and adaware. All say I dont have a virus.

I can't play games, and I can't enter my documents, conrol panel, computer and much more! It says:" Explorer.EXE (Windows cannot access the specified device, path, or file You may not have the appropriate permissions to access the item. It must be Explorer.EXE's fault". And when I try to click on "Control Panel" It happens the same, just not from Explorer.EXE... ::{26EE0668-A00A-44D7-9371-BEB064C98683} (Dunno if it's 0 or the letter O xD).

I've been running windows 7 trouble free for aprox 1 year. I attempted to turn my PC on last night and got as far as black screen with cursor spinning, windows would not load. I booted into safe mode and ran superantispyware, malwarebytes, kaspersky....all came back finding nothing. From safe mode (or any mode) I can not acccess control panel, computer, etc; when I attempt to access I get the folllowing error msg, "windows cannot access the specified device, path, or file. You may not have the appropriate permissions to access them." This happens when I log in as admin also.

I have looked for an answer online but most of either does not work or is very complicated for your average man.Windows 98 was the best operating system, everyone knows thatWindows 7 has been treating me fine until recently.Over the last week, 4 or 5 different programs that I have been using , wont load. They come up with the error message in the subject of this post. And it says i may not have permission to view the files? These are programs i downloaded such as skype, vlc media player, google talk, audacity, utorrent. Things like that. Only 1 did it at first, now 5.Really annoying and I cant see a reason for it. So I usually will have to download the program again, but I cant keep doing that and it doesnt always work anyway.One idea i had , i thought it might be a problem to do with AVG virus killer thing.I have AVG free virus killer thing but it keeps crashing. It says many files are unhealable cos theyre unabale to locate the file. and also it indicates that there is a problem with one of the AVG files. Sometimes avg wont respond . (it says not responding)Does anyone have an idea of what I should look into ? I never had a problem with windows 98 until they started making stuff that only runs on later versions. I used to play worms on windows 98 for 8 hours a day.

I downloaded Abode Masters Collection CS6 and it worked great until I restarted my computer. When I went to access the folder it showed "empty". The files are still in my Programs, but i can't access the shortcut and the icon looks corrupted(which is the only way I can describe it since I don't know exactly what it's called). I received this error when trying to install application from USB, External Disk, and CD/DVD. "Windows cannot access the specified device, path, or file. You may not have the appropriate permission to access the item." I am part of Administrator group and even local Administrator can't install and received the same error. I tried disabling my anti-virus Symantec and still receiving the error. However, if i copy the application installer to my desktop or local disk, it would run perfectly. what is blocking the installation from USB, External Disk, and CD/DVD?

I have just installed a fresh copy of windows 7 Ultimate 64 bit. After configuration is done, i am not able to access any folder or any programs not even control panel at all, its giving me the message "Windows cannot access the specified device path or file. Everything was ok, then I tryed to open a TXT file, and I had this error : "Windows cannot access the specified device, path or file, you may not have the appropriate permissions to access them."
Then I tryed another TXT file : same
Then I tryed to launch firefox : same
I had to reboot, and now everything is fine again, but im really wondering why it happened, and if it will hapen again Its a laptop i bought few days ago, and I only installed avast, zonealarm, and made windows updates : it should be clean I only have one account on this computer

When I to open windows explorer I keep getting the following message: explorer.exe windows cannot access the specified device, path, or file. you may not have the appropiate permissions.. I can't open the control panel and restarting didn't help one bit. I didn't have this problem until the latest windows update and I'm logged in as the administrator. I'm running on Windows 7 Home Premium x32.

I tried re-installing it again and it still happens.I booted in safe mode and I checked the permissions for explorer.exe and only administrator has full control and all other users have almost no control and I can't change permissions. I don't have any other firewalls or anti-virus programs, only what came with the original windows 7 ultimate installation.

I just installed Windows 7 Ultimate on my Dell Optiplex 755. It originally had Windows Vista Business. 64 bit OS. After Win 7 Ultimate installed I immediately want to access files or folders and I'm hit with a Explorer.EXE
Windows cannot access the specified device, path, or file. You may not have the appropriate permissions to access the item.So after doing some research I re-installed a second time this time formatting the drive first. Then installing Windows 7 Ultimate. As soon as I get to the desktop I received the same error as mentioned.

I have a projector on my network which has LAN connectivity for the purpose of emailing error messages (ie. lamp due to be changed). The connection path is as follows:Using cat5e, I've connected the projector to a 5-Port Linksys SD205 where there are other devices connected. The SD205 is connected to a 24-Port Zyxel via cat5e which is where all network devices meet.The projector is properly configured with IP information. I am unable to ping the projector through the network. The port to which it is connected gets a brief, intermittent flash. If I connect the projector directly to the Zyxel switch, I can ping it and access it via IE.I thought the same so I swapped it out with a 8-Port Linksys EZXS88W but still get the same results.Perhaps it is a quirk with Linksys, so I swap out the switch with a 3com and still the same results.Why would this device connect when directly connected to the ZyXEL but not when going through the Linksys SD205? What does the intermittent flashing light on the Linksys SD205 mean?

We have a scenario where a number of developers residing on a less secure network have access to Windows 7 virtual machines. Access is via the standard RDP protocol. In the domain that these machines reside we would wish to set in group policy access to the local machine USB devices. However, we would also wish to ensure that we block access to the local drives on the client. Looking through group policy are able to block acccess to all local devices channels but cannot configure or find solution where we can just access the USB (removable media devices). Looking through forums it appears that this is only available on Remote Desktop Services for 2008 R2 server.

I'm not 100% where to put this but I have a peculiar problem with my portable hard drive. None of them work on my computer (with Windows 7 64bit). It is no problem with my hard drives as they work perfectly well and instantly on my Notebook that holds Windows XP.
The interesting thing that comes with them is that when plugged in, they do peculiar things to the system. The drive sometimes shows up but is inaccessible and crashes when I try and access it. Scanning it for errors also sits in limbo and it being plugged in has even led to it preventing windows updates from backing up system restore. Other times it doesn't show up at all and when I disconnect the drive it asks me whether or not I want to format it.
In several hours I managed to access the portable hard drive once only to be blocked by the absurd "discovering items" glitch that renders copying files impossible.
Yet about a week or so ago it was fine. It worked with no problems at all. I would pass on some hardware details but my computer is tooling around restarting at the moment.

I installed Win 7 and if i try to open my computer of click on desktop and open up screen resolution etc. I get "Explorer.exe -Windows cannot access the specified device, path or file. I have found some others attached to Win XP but have to do with the installation of some software which prevents access to explorer.exe. When I boot in safe mode this issue does not appear...

I have 3 USB ports. When I use one for mouse.. it works fine.. but when i plugged in my External HDD it wont recognize it.. this started just now after i got home from school (i have a feel my brother is trying to sabotage my laptop)anyway.. im not knowledgeable in terms on computer stuff but i checked a few remedies before i got here..i checked out my device's conditon on Device Manager and it has this yellow triangle with exclaimation mark in it.. i checked the properties and it says:"This device is not configured correctly. Have recently purchased a small usb inspection snake camera with led light and when testing it plugged it into two desktops computers (one xp pro not sure of the other as it was a network work computer) It automatically loaded the drivers and brought up a screen automatically with the realtime image.(no driver disc came with it). However plugging into my windows 7 64bit sony laptop it signals a connection beep, loaded drivers automatically but wouldn't open or show up on my computer disc manager as an external usb source to click on. It does however show up on device manager as a usb camera and when I unplug and replug in it disappears and reappears so I know I have the right camera (not the lap top webcam inbuilt one that shows USB 2 Camera). Have tried updating drivers automatically and uninstalling it etc. Need it to work on the lap top so it can act as the movable screen for it?

I have one PC running Vista (home basic), one running XP (professional) and one running Windows 7 (home basic). There is a printer connected to the Vista box, which is shared.
On the XP box I can both see and use the printer on the Vista box (i.e. a "net view \vistabox" shows the printer, and under "printers and faxes" I can install and use it).
On the Windows 7 box, however, I can see the Vista box (i.e. a "net view" shows it in the list of available PCs on the network) but a "net view \vistabox" gives me an "access denied" error.
The Windows 7 machine has a password on it, the Vista and XP machines don't. All machines are on the same workgroup name (which is "WORKGROUP"). On the XP box I don't need a password to access the shared printer on the Vista machine; it just works.
Extensive Googling has failed to render enlightenment, nor has browsing this forum. I'm sure it has something to do with security and passwords, somewhere, somehow, but I have no idea in which direction to look for it, let alone fix it. I have also read some things about workgroups and homegroups not being the same in Windows 7, but I'm not sure if this is correct (and if so, relevant).

I am attempting to access an application.exe file on my desktop. Each time that I click on it the Windows message, "Windows cannot access the specified device, path, or file. You may not have the appropriate permissions to access the item." pops up. I am the system administrator so this should NOT be a problem but apparently many out there are dealing with this as well. I can delete, move and even copy the file but I cannot run it. There is no option for override with password or grant permission. It just says that I cannot run it. Also, the system I am running is Windows 7 Ultimate x64.
