Storm Damage - System Clock Running Too Fast?

I have a Mesh Laptop with XP which was running while a lightning storm was outside - it switched itself off.One of the problems it now has is that the clock runs at 30 times its normal speed - is there anyway to fix this ?

Dell Dimension 2350 windows XP 28GB hard drive 14GB free space -- don't know how much RAM I've read other posts and thought I'd try MSCONFIG suggestions but how do I know which microsoft programs to disable under services there are tons of them (DNS, Server, Workstation to name a few) -- same for programs listed under start-up most of them have unindentifiable names like wkufind, igfxtray, hkcmd - are these spyware??

Ive recently discovered that my computer is infected with many viruses, adware, spyware, etc . and am very worried. My main concern is this constant pop up (that looks like a windows pop-up balloon) that tells me my computer is infected and wants me to buy anti spy storm. Ive already run spybot, bitdefender and AVG anti spyware many times in normal and safe mode (i couldnt run bit defender in safe mode).

Failure To Load - Damage System Files

when I try to start up windows I get the screen with the windows xp logo and the bar thingy that runs through the box. It looks something like this picture I made in MS Paint. Yeah, well you get the idea. I'm thinking it could have damaged one of the system files, something similar happened to my uncle. He was shutting down his computer and he all of a sudden pulled the power and his computer went dead because it was the exact wrong time to pull the power.

It has an MSI board, Celeron D cedermill at 2.2ghz. Western Digital 160gb sata drive. I don't think any of that really matters, but heres the problem. When trying to install windows XP, after loading all the drivers it needs and it gets to 'starting windows' a blue screen comes up saying something like 'your system was turned off to prevent further damage. The hard drive works fine in another system, and so doesn't installing xp. I put the hard drive with xp installed. It tries to load, same screen. But it installs windows 2000 without glitch.

I tried installing Taksi three days ago and got this message "The system administrator has set policies to prevent this installation." and it didn't really bother me, checking out different software is a hobby of mine, it's not like I actually I needed it. Windows XP SP2. Over the course of about 8 hours overnight, my system clock will fall back about 45 minutes to 2 hours. For example, it might be 8am, but the clock will say 6am until I fix it. As you can imagine, this is pretty annoying. It happens all the time. It appears to be a gradual change, not a big jump. I think the clock either freezes or runs too slowly.

A friend of mine told me the other day that he had downloaded a third party system clock because his did not show the day of the week in the tool tip that appears when you hover over the time. He said the rest of the computers in his house did and that they were all running XP. At first I didn't think that this was even a feature of XP. My computer also does not do this. Today at work however, I just so happened to hover over the time and noticed that the tool tip did contain the day of the week. I am always double clicking the clock to check the day of the week at home and this feature would be quite useful.What's going on here? How do you get the day of the week to appear? I checked the system clock settings and there is nothing in there. Google's no help either.
