Windows 8.1 Recycle Bin Settings Not Working Properly?

I have Windows 8.1 and my settings for my recycle bin are "Don't move files to recycle bin. Remove files immediately when deleted." yet my recycle bin still fills up with the files I intend to delete.
In Windows 8.1 Pro Update 1 64-bit I am not given the option to move files to the Recycle Bin. Instead, when I delete a file I am asked "Are you sure you want to permanently delete this file?"In the Recycle Bin properties for each hard drive partition I have not selected "Don't move files to the Recycle Bin" and I have check-marked "Display delete confirmation dialog."
I can't remember precisely when this started to happen, but I did install Update 1 recently. I don't know if that matters.
Neither the start screen nor the search feature within Explorer will return any results if the files I want to look for are on my secondary HDD. This is a bit of a problem as all of my documents, pictures, videos, downloads etc are on this secondary drive.
I can even go into the documents library and search using Explorer, and it still won't find anything that I search for.
I've created a Windows 8.1 partition separate to the original Windows 7 install. The manufacturer, Acer says the model is supported for the Win 8 upgrade. I did it on a second partition and simply installed the W8 drivers from their website. It uses Dolby Digital Audio V4. It sounds poor on Win 8 though, on the occasion that I boot back into Win 7 the difference is like night and day. Any icons in the try, apps etc. appear to be properly installed and loaded in Win 8 yet the audio quality from the speaker and with a headset is still degraded.
Lately I have a problem with the internet :/ :the pages I try to open are very slow, sometimes I get a blank page (no matter how much I wait) or in the upper left corner appears this : ''[URL] .....''. Or it appears: SSL Error / The webpage isn't available.. I tried using other browser (IE) but it still works very slow, and I can't download Firefox because it is too slow, I also reinstalled Chrome.
Whenever I try to play online games with my friends and talk on skype, calls would get dropped and I would lag really hard in the game. I have tried clicking on troubleshoot problems but I would always get resetting adapter and it would say fixed network adapter and access point but that did not work at all. My brother who also has the same laptop as me does not have this issue I would look at his bars and its full and tried checking his connection properties and such but they were similar to mine.

I like to use the Alt+f4 key for closing various windows.It used to work fine until suddenly the alt+f4 key just doesnt do anything in the browser window and in folders its opens the preview pane.How do i set it up to close the current window as it was always?

Here's the problem: For as long as I have used windows, I can select multiple files by pressing ctrl-left mouse button. If I want to select multiple consecutive files, I move my cursor down to the last file in the list and press shift-left mouse button. If I want to select multiple files that are not listed consecutively, I move my cursor along the list of files and press ctrl-left mouse button to select each individual file.
This does not work for me any longer and I do not know why.
I do not have Click-lock on.
Often I will press ctrl-left mouse click and the file will not select. When I move my mouse away from the file I've selected, it will UN-select. If I continue to press the CTRL key while attempting to select another file and float my mouse cursor down the list of files to select ONE single file further in the list, ALL the files in between the first file I click and the final file will become selected.
Moving the mouse cursor carefully and steadily to select individual files yields varied results; sometimes I can select individual files; sometimes, I can click multiple times to select an additional file and the file will not become selected. More often than not, I will select several files and earlier files will become unselected.
I have been a Windows user since version 3.1 and this has never happened to me. I have been a Windows 8.1 user for over a year now and this is a new wrinkle. I have done system restore multiple times and it has not solved the problem. I have uninstalled Intellipoint/Microsoft Keyboard & Mouse center and reinstalled and the problem has not solved. I have checked every setting for my mouse in the mouse center and cannot see a setting that imposes this feature.
Changing folder options to Double-click to open an item (single click to select) solves the problem. I am able to navigate and organize my files the way I always have. Only happens when single-click feature is enabled. Please note: I have been using the single-click select feature since Windows XP.
Since upgrading to Windows 8 (from 7) a week ago my Outlook 2010 email has been faulty. It keeps stopping emails coming in or out and I have to (daily) run a 'repair' to get it to work. I contacted my ISP (Virgin) and they said that Outlook doesn't work with Windows 8 and said I should use Live. However, I then added my accounts to Live but it wouldn't accept all of them, and I found the interface very hard to use. Outlook contains all my business folders and email records for my business so I need it to work. It seems to accept my IMAP email account but not the main accounts with my ISP.
My HP desktop machine is less than a year old and has plenty of memory. But also, in general the machine is slower and won't restart (I have to force shut down).
my windows file viewer has an annoying bug. When I double click a folder it opens in a new tab, every time. I've tried going to >view>options>change folder and search options but it says that they should open in the same window.
my computer is overclocked with software set to run using the Task Scheduler. It is set to run at startup, but with "fast startup", the program doesn't launch. How can I make this overclock program run at startup without sacrificing "fast startup".

I am not sure about what is "Hardware changes might not have been detected", but after running Troubleshooting, my laptop have sound back, however, after about 30 minutes, my laptop will become no sound again, and I need to run Troubleshooting again and again to solve the problem. how to solve the problem completely so that I do not need to run Troubleshooting again and again?
I've installed Win 8 64bit on my Acer Aspire 8930g laptop, in January. Till recently, the 5.1 sound was ok. A couple of weeka ago, the central speaker is silent, the front left & right speakers are very low, the two back speakers and the sub are ok. I tried un-install and re-intall all audio drivers (Realtek HD audio & Nvidia digital audio) but the problem remains.
When I open it and log in it doesn't I'm online. I can't even send IM mesages, I only see gray circle on the right side spining. Sometimes when I restart it It all works. But most of the time it doesn't I tried changing port number, reinstaling skype etc. Also skype.exe can't be killed in TM. I get info that Acess is denied.
Laptop Keyboard and Mouse is not working properly now. Last time this occurred which was about 3 months ago, I reset-ed Windows 8 and it was all working again. When this occurs, in both incidents, I can't go to bios, can't enter password to login, can't open on-screen keyboard(except sometimes), and even if I get open, using it is same as using the keyboard.
Mouse errors: LMB changes to Select all thing so I can't click anything. This issue is same at least most of the time.
Keyboard errors: This varies a lot from time to time.
I reset-ed OS this time too and the problem still exists unlike before.
Ex: I'm not sure this key is this or not, but it was I think Z is ctrl, x is alt, a don't work, ctrl, alt, shift don't work. Then, keyboard itself keep on pressing space or opening windows support.
And then I updated my BIOS and now the problem was a little bit solved or I think it would be best to say the problem changed bit.
Now z,x,a, spacebar, ctrl, alt, shift, everything working,except ! and maybe a few other keys, but now It keeps pressing caps lock, shift and opening up windows support.
Then I restarted, and now I pressed F2(BIOS) and it let me in. I tried changing the boot priorty order but those keys F5/F6 aren't working, so I restarted, now again I can't press F2.
And sometimes laptop beeps for some reason on booting up.
There are no keyboard drivers except the default one and sticky and filter are all off.
I recently found many application would not save to correct type. Some software icons would come out to a blank or white block, but those software actually there. For example, realrecorder is running, it would come out a white block on taskbar on bottom. I tried use 'access and program default' in control panel, still not fix the issue. Ms word, and word pad also come out white blank icon.

I've been having this weird problem since i installed windows 8 on my system. at first i thought it is nothing, but after reading forums i found out there is some problems with my system.
in the PC Settings page, when i click on personalize, i get 3 options, two of them are Account Picture and Start Screen, it opens fine, but i am NOT able to click or edit anything in that. I'll also attach screens for some extra information.
After upgrading to Windows 8.1 from 8.0 I noticed that I can no longer search anything under 'Settings' (Winkey + W). I am still able to search for files and the web (Bing ads and all that) however (ie. under 'Everywhere' or Files). I have already rebuilt the index and rebooted/shutdown a few times and it still does not work.
In my HP Compaq Presario V3000 Laptop with Windows 8.1(32 bit) version, when I play a video such as Youtube, I do not receive any audio although video is played.But Device manager shows the message for 'Sound audio contoller' as 'HD audio driver working properly'. But if I disable Sound/Video Controller and then enable it, the audio comes back properly. But my problem is that every time I open the computer, I have to do this exercise if I wish to watch aan audio/video bit!
My screensaver and power setting to turn off the display has stopped working, and these were working the other day. The only thing I have changed is I updated iTunes. I have tried a system restore to before this and this did not fix this.
Among other things I have tried a clean boot, sfc, and checking the energy report. Clean boot did nothing and sfc gave no errors. I uploaded my energy report if any one thinks it could be useful.
I also tried to put the PC into sleep, which I don't normally do and it woke up a little while later. That gave me the following error in event viewer:

I run a 7.0 speaker system connected in multi-channel analogue mode to my Creative X-Fi Titanium.
I set my speaker settings on Windows 8.1 disabling the subwoofer and checking the full-range speakers checkbox to allow the low frequencies to be handled by my satellite speakers.
I've made no changes to the settings and yet I suddenly experienced a decrease in bass after a system restart.
When I checked the speaker settings I noticed that checking/unchecking the full-ranged speakers and subwoofer checkboxes no longer made any difference. i.e. the signal still gets passed to the centre/subwoofer port on the soundcard.
Clicking on the subwoofer on the window, I can only hear sounds from my front left/right speakers. Previously, unchecking the subwoofer checkbox sends the low frequencies to the available full-range speakers.
I have tried using an optical connection on Dolby Digital and it gives the same problem.
Running a family PC, with different user login's. Users is leaving the PC even sometimes after logoff not putting the PC to sleep or switching on the PC, do not log in and leaves the PC running. (training of users, no result).
Task: Ensure the PC goes to sleep within reasonable time.
Sleep settings does not seem to work after user logoff. (3 different login profiles) all set to same standard "balanced" scheme. The standard scheme is changed/set to HDD off 20min, sleep 20 min, hibernate 240min.
A small app is called by screen saver logs the user off after 15 min inactivity with a 1 min warning screen. All working fine with logoff etc.
I had hoped the adjusted standard settings "balanced" was cascaded to the "logoff" state, but it seems to run it's own life after logoff, meaning the PC keeps running (screen goes black as set in the "standard scheme) however the power settings is not putting it to sleep, it takes hours...
The Ethernet card "hard wire" is set to not wake, the wireless adapter is disabled, lock screen is disabled.
Have also tried in the registry to set all default user schemes to = 5 (this was working in XP after logoff) but seems to have no effect in Windows 8. I'm not having Windows 8 pro, so GPO is not an option.
Here comes the questions: Case, after logoff I want the PC to sleep after 20 min. Where is the settings for "logoff" state (i.e. no user logged in and after user logoff) in the registry How to changed the setting in the registry, meaning Dword, name, value for 20 min to sleep
I recently had an issue with ownership where I had to change back the ownership of my C: drive to Administrators and was able to fix that. However, I'm still getting an alert that I have a corrupted Recycle Bin. I tried to delete it, but it comes right back even in Safe Mode. I tried removing the directory with "rd /s /f C:$Recycle.bin", but it just tells me that the directory is not empty. There's this one folder with one r0OWNYK.dbx file inside the bin. How to remove it?
I accidentally deleted an image I wanted to use online so went to the bin to retrieve it. It had been permanently deleted without passing through the bin. This is something that has only appeared (or disappeared) in the past day or so.
I run MS Defender, but there is notihng in settings.
I recovered it in Windows 8 manager file undelete.
I had deleted some items and decided to restore them.
When I open the recycle bin, I can see the files for about 2 seconds and then it seems the system crashes and refreshes/restarts. As soon as it opens, the little blue circle is there spinning.
I tried pinning a Recycle Bin tile to the tile screen and it does the same thing, whether I am in desktop mode or tile screen.
I have tried clicking on "restore all files" quickly when the Recycle Bin is open, but nothing is operable.
I have rebooted, I have checked for updates, and cannot fix it as of yet.
how to delete files with .db extension and shortcuts from the recycle bin? When i right click -> delete, I'm getting "are you sure" -> "yes" -> nothing happens.
When I right click the Recycle Bin and click Empty Recycle Bin, the desktop freezes: the desktop become unclickable; if I click anywhere on the desktop, it just gives me a "ding" sound.
Everything else works fine, like icons on the dock is clickable, I can go to start and open an app etc.
The way I can empty the recycle bin is open the recycle bin and empty it within the folder.
