This File Is No Longer Located Here - Verify Items Location And Try Again

I had created a folder in my external hard drive.
The problem is that i am not able to delete or move it.It throws me an error telling "This file is no longer located here.Verify items location and try again."
The properties of the file are like last modified etc are also not shown.It contains some files but shows that it is using 0 bytes.
The attrib +s +h command that is used to make a file a system and hidden file is no longer working. When i try to use the command on a folder, the folder just shows up as a normal hidden folder which can be easily viewed using show hidden items in view option. It looks as if every system file is not recognizing itself as a system file.
Also every folder in my system has appeared a desktop.ini and thumbs.db folder.
I have an issue running a program that is contained in a self extracting zip that is supposed to run automatically.
The SFX files unzips the contents to a folder on my hard disk (no problem), but then tries to run another program (installer.exe) that is located in the extracted folder.
The program fromm inside the SFX runs fine if I set the compatibility to XP manually, but the problem is that the the SFX extracts the files to a different location each time it is run.
Is there a global way to make a program (installer.exe) run in compatibility mode wherever it exists?
I have built a rig to be predominantly used with Adobe Creative Cloud Programs. 32gb of ram, a 256gb ssd for Windows 8 (64-bit) and programs, a 64gb ssd for a home testing server, 3 hdd for storage, and another 64 gb ssd. I want to use the 3rd ssd for the Windows 8 page file and PhotoShop's swap file. My question is, how much of that should be used for each. I understand that the page file needs to be in its own partition, and I plan on allocating the remaining room for the swap file, but what size should I make the page file partition?
When I use the Snipping Tool and want to save the snip, the tool wants to put the saved file in the Pictures library. Is there any way I can change that default to another folder or even another drive?
How do I remove a library location name - in this case "My Pictures (273) L:UsersM and D" - so that all I see are the folders and files in the library?
When you right click on a photo and go to Properties -> Details , there is a link at the bottom called Remove Properties and Personal Information that will remove the camera EXIF data, GPS location and other metadata.
I took a photo on my iPad and emailed that picture to my Windows 8 laptop. The photo contains personal information including my GPS location that I want to remove. When I try to remove it I get an error message saying File Access Denied....You need permission to perform this action. I'm the only user on this laptop...I'm the Administrator. I have Full Control over this file in permissions. I even added the Take Ownership thing to the right click menu and tried that, but it still wouldn't allow me to remove the personal information from the photo.
It works on photos taken with my other digital cameras, just not with photos taken with my iPad.
find the location of the building win.8.1 spell check database file ? I want to export it to correct/add the words inside. Checked user - app data - roaming - speller but the files inside are empty. .
The issue is finding the file location for my flash drive. My computer only has 3 external USB ports. I have tried all of them, when the flash drive is plugged in somewhere on my computer it should indicate another drive location. I can't find anything....not sure where to look or if I'm looking in the right place. All that shows is c: drive & E: drive. The E: drive is exclusive for the OS system restore (can't be used; not accessible for anything else). The only other is the DVD drive. Nowhere can I find evidence of the flash drive plugged into the USB.
I have all the essential drivers & everything is up to date [I have a task scheduler & Driver updater software installed. All drivers are up to date. This is a new computer, only 2 months old].
I have gone into device manager & checked all the USB & composite serial bus controllers to make sure they are powered on (my computer has an energy saving management thing & it will possibly deactivate the hubs when not in use). According to the power management settings they are not set to "sleep" but all ports are active. I can't figure out why I can't find my drive, nothing is appearing when I have the flash drive plugged in.
I want to change the File Explorer default opening location from the Libraries to 'This PC -> Desktop'. However, both 'Target' and 'Start In' fields in the File Explorer properties are greyed out.
I am an administrator, and as far as I can tell with my level of know-how, I have full permissions.
how to set a particular folder as the default location for a specific file type, or, in the event that's not possible, just set it as the default location for all file types. Mainly I'm interested in setting one specific folder as default for every time I right click on an image and choose save as. I'm tired of having to browse through to my images folder each and every time. It didn't used to do this until I upgraded to windows 8.1. I don't really use "libraries" as there are only two folders I use for downloads. One is for images. The other is for everything else. I don't mind having to browse to my downloads folder, just not the images folder as that is generally what I download the most since I work with graphics a lot.
I have a Dell XPS 15Z, which I bought off a friend. They recently updated to Windows 8 and so now thats what I have. But when i go into my drivers its telling me that i have an unknown driver. no solutions online have answered my questions though some came close. So, this is what i know:

i don't know if this is related but my laptop also wont charge. I just bought a new AC Adapter to replace the one i had, and it still isn't charging. The light blinks red 4-5 times and blue/green once. ive searched online to see what the problem is but i cannot do some of the fixes as the computer is at 0% battery.
At the beginning, when I have started to setup windows 8 ,everything goes okay until the product key, I get an error message saying 'We couldn't verify the product key. Check the installation media'
And I had tried to install windows 8 on another PC with having same product key then I have noticed the product key has worked on that Pc! and not working on my PC.
So I have tried several times to enter lots of keys. why my PC is not verify any product keys?
Had to defeat the password. Then files and pictures would not show up in my DropBox this never happened in Win 8.0, it needed upgrade to DropBox strange Microsoft did not work with DropBox or include the upgrade path in 8.1. Next my WiFi would not connect to computer running Win 8.1 never had this problem in Win 8.0 had to search for upgraded wireless drivers to solve this item, i would have thought Microsoft would have noticed this in their testing. Then there are these little pop up notices of memory problems, when no problems are being had. I am still getting used to dealing with Windows 8 and the fun of having some of my year old programs not being able to install. I am just glad i have a few other computers running Win7 and working very well. The jury is still out with my Windows 8 so i hope things will get improved, or just better usable will make me happy.
On both my desktop and laptop which have Win 8.1 and are quite similar, I cannot move the items within Favorites. I can click on one and it opens but if I try to hold it down and move it up or down, I no longer can since Win 8.1 was installed. I tried reinstalling the favorites with import /export to no avail.

I am aware that the start up menu has been moved from msconfig to the task manager in Windows 8. However, I am running into issues because I have other third party software starting up with my computer such as Norton internet security, Dropbox, etc. But those processes do not appear within this tab and never have. I would like to find out, is there an alternate way of accessing these entries in order to either enable or disable them?
I didnt have this problem in windows 7 and it makes me want to go back to it sometimes because if this glitch.
windows 8 boots and after logging in,sometimes doesnt start programs that are set to load.

I have fastboot disabled
programs that sometimes dont load
msi afterburner
logitech mouse software (without the software my g5 mouse is slow)
hp software
antivirus
rebooting the computer fixes the problem and all programs load.
This problem also happens on a fresh install after a couple of week and the event log is field with errors stating the service could of start, failed start, couldnt find service.
I ran chkdsk,sfc and all passed. And like I said rebooting the computer loads fine and event log for the reboot shows no errors.
I have several control panel items that do not open. I get a message indicating that they are looking for an associated program.
After some research I figured out how to create a shortcut that opens the control panel item (example:firewall.cpl) by using its canonical name, and its GUID. Example I created a shortcut for default items using "C:Windowsexplorer.exe shell:::{17cd9488-1228-4b2f-88ce-4298e93e0966}" as the target.
However, I really would like the control panel to work properly. I don't know how to move the shortcuts I have created for the *.cpl files that no longer work into control panel. Alternatively, I would like to know if there is a way I can automatically "refresh" my system (without having to reinstall Win 8) so the control panel items work properly.
I am familiar on editing context menus in Windows Explorer but how do I edit the context menu of items (folders, programs, shortcuts, etc) on the desktop.
When I logged in my windows 8 I was surprised when I found that most of the tiles that were in my start menu disappeared even the desktop tile and the store tile.
I found an article that suggests creating the apps shortcuts and pasting them in this folder
%ProgramData%MicrosoftWindowsStart MenuPrograms
But when I opened this folder I was surprised again to find all my tiles shortcuts there. Nothing is missing at all even the desktop shortcut and store shortcut are there.
Why don't these apps show up in the start menu? I don't remember doing any thing the last time I used my laptop except uninstalling and reinstalling Visual Basic 6

When I'm pasting my shortcuts there they are appearing in Start Screen and I also noticed that when I install any new application it is not added to the start screen automatically as usual ...
How do I perform the above subject while in Windows File Explorer in Windows 8. In Vista and other OS'ss I could easily find where to add a shortcut to the list of ALL PROGRAMS.
When I go to my "Device and Printers" it says under "Multimedia Devices" Blu-ray Disc Player. What is that for because I put a bluray disc in my drive but nothing happens. I was just wondering what is is there for if it doesn't play blu rays.
