Folders Don't Open, Refresh On The Desktop Don't Also Work?

My computer boots alright but I can't refresh, neither can I open any of my folders not even Control Panel. Also searching programs and files in the start button window doesn't work i.e you can type but there won't be any results. The only thing I can open are files on the desktop. What is wrong with my folders and how can I repair this? I tried this SFC /SCANNOW : Run in Command Prompt at Boot but it didn't work.
The deskop folders do open if I don't use google chrome. However, after I have been browsing on chrome for a while and want to open any desktop folders, they don't.

When I open desktop folders the screen locks up or freezes and won't let me openfiles/folders within them. When I go into task manager it says that they are continually running and I need to end task. This still won't allow me to access them. It also happens on folders from a USB stick or when I go into computer with start main menus also. I am pretty sure it is Windows 7 I am using.
Was there ever any kind of resolve for Forced Automatic Refresh & Sorting of files and folders in Windows 7 (I'm not talking about Auto Arrange and I need that like it is)
It's when you copy/paste files into a folder and they instantly disperse and sort themsleves upward within the list of files, instead of staying at the bottom of the list Waiting until a refresh/close action to then find their place.
I think I deleted the wrong registry keys in an attempt to fix the memory of size and location of opened windows. I followed some advice on a google and sadly now all the items on my desktop stack to the left no matter what I select.
I've had Windows 7 for a while now, and for a few weeks, with no solution, my desktop icons have been refreshing themselves every 10 seconds and it's very annoying. I added the string Max Icons Cache with a value of 8192 to my Explorer registry in regedit but apparently thats an XP thing. I can't figure this out and it's driving my crazy! I'm clean of viruses because i've done plenty of scans.
I have this old pc with Windows 7 x32 with an nVidia FX550 256mb agp card. The mobo is an old Asus K8 SE Deluxe with 3gb of ram. Monitor is an LCD 16" Vertu KTC1562. I notice an issue wherein the files I place in the desktop say, the printed .pdf document(recovered from SBIE paid version --all browsers) cannot be seen unless I refresh the desktop. That is when I am using the internet and am downloading / printing in .pdf from the browser(FF and Google Chrome). When I am not connected it's okay I do not have that problem. This happens in the middle of my internet session. During a download/when I see a good article or check my email I print them in pdf and place it in the desktop first prior transferring to the respective folders in my drive.
I don't know what to do here. The problem is not only isolated to the desktop but also when I download/recover files from SBIE to the "downloads folder" the same thing happens. I do not see what I recover if I do not refresh that window. Same as the desktop. I can't see what I recovered if I will not refresh.I tried re-installing the driver for the agp card which is version 15.3(came with the box and is operating okay not in compatibility mode). It was still the same. The new "280.26 forceware_winvista_x86_international_whql" won't intall saying it isn't compatible with my agp. TriednVidia96.85_forceware_winvista_x86_international_whql it installed okay but the problem is the same so I rolled back the driver.This is only in Windows 7 x32 and not with XP(I dual-boot --bios booting separate drives per OS). My PDF is Foxit Phantom and the download app is FreeDownload Manager(freeware)
Hope this is in the correct section. When I open word starter 2010, excel starter 2010, or even save a web page to my favorites in ie9 my desktop icons and task bar will go white and back to normal like a refresh or something. It happens on my desktop and laptop, both have windows 7 pro, one is 64bit and other 32bit, all updates performed. It has been something i have ignored since i dont do those tasks daily but recently i have and its getting annoying now, whats funny is the white/refresh period seems to take longer on my intel 2500k desktop vs the amd athlon neo netbook. Since it occurs on both systems i dont think its a gpu driver issue, besides the desktop one has had different drivers on the gtx570 with no change.
I just tonight installed Windows 7 Ultimate 64 onto my system. Right away I noticed the issue. Icons on the desktop won't delete or won't show changes such as renaming right away. I have to refresh the desktop for the changes to take effect. I've tried restarting, I've installed all the current updates... nothing!
Recently my desktop icon placement has not been able to stay put if I do a desktop refresh or a computer reboot. I have looked at many internet hits on this same topic and no solution suggested has worked. I have done the IconCache.db thing where you can delete an existing file from the hidden. AppdataLocal directory and restart the explorer. There was no file there. Yes, I have show hidden files turned on. Restarting explorer doesn't work. Rebooting is supposed to re-create the file, but it doesn't.
Resetting the colors from 32 to 16 and back is supposed to rebuild the cache. It doesn't. Still no file there. After manually placing a few icons and refreshing the desktop, it is supposed to remember where they are, but it doesn't, they just fly back to where they were before manually moving them. This is getting to be very aggravating and frustrating. I don't know why this has started all of a sudden, and I cannot seem to find a solution from the many internet hits on the same topic.
Recently, I haven't been able to open my 'Music' or 'Videos' folders simply by double-clicking on them. However, I have been able to open- said folders - by right clicking and selecting 'Open'- but it's not like I want to be doing this for as long as I own my netbook. I want my Windows to go back to the way it was before all this happen- double-clicking on folders would open them- instead of giving me these pop-ups.Every time I double-click, I get a pop-up that says "This file does not have a program associated with it for performing this action. Please install a program or, if one is already currently installed, create an association in the Default Programs control panel".
I currently have Windows Media Player and Microsoft's Zune software installed on my PC- with regards to managing my media (photos, videos and music). Both programs work fine.The earliest restore point I could go back to is on September 29th 2010.This problem has existed before then.
I have Windows 7 Ultimate and when I try to open a folder such as My Computer from the desktop or the Start Menu it will not open. What happens is it appears as a pinned folder on the taskbar. Holding mouse over folder it opens the small preview pane but there is no way that I can get it to open full screen.
I have windows 7. I can not open any folders on my desk top. I can not get into "my computer", "my documents", "the recycle bin" or any other area. I can not access any of my network drives because I can't get into My computer. I rebooted and it did NOT help. I get no error message or any message of any type. I click on the icon and nothing happens.I can open a word document, PDF, etc that is on my desk top that is not in a folder. Also, I have a Mac desktop computer that is connected to the same network as the Dell. I can get into my documents from the Mac. I have all of My documents stored on an external server not on a drive in the Dell or Mac.
I've been using these fourms for a few years sense I built my computer. I was having hardware issues and you guys helped me fix my computer before, I think I have a more serious problem than I had before. I'll try to keep this as short as I can, I've had a lot of computers over the years not to say I'm that savvy but I know what I'm doing somewhat, I've delt with most of any computer problems you could think of but i think this is beyond google instructions. It started I'd say about a week ago my explorer kept crashing when I opened any folders, I was searching for a solution for a while but I could just browse using programs so I put up with it for a while. I formatted my computer about 4 days ago, and it wouldn't get through "completeing instalation" , I had to turn something on in bios it wasn't RAID but it was the other one I forget what it was also unplugg all USB and use devicemg to turn off the unknown devices that where freezing the instalation of windows, it installed and everything looked to be fine, finally formatted my computer and tried to open a folder and after all that I'm back at square one with the folders not opening. Explorer doesn't crash anymore but it freezes up and I need to restart explorer to do anything else. I can open the event viewer but I've only recently read about event viewer so idk how to use it. My wireless adapter requires drivers to work I got them on a flash drive but I can't acesses it so I'm writing this on my iPod i don't know what else I could say, I never flashed my mobo or anything yet, no hardware changes in years and all the computer parts are fairly new, I'm running windows 7 64bit, i tried sfc /scannow it failed at 11% chkdsk /f said it would scan once i restart but i dont see how this could help sense ive just formatted..
Some minutes ago I was moving an image file into a folder on my desktop using my mouse but after that I suddenly haven't been able to open none of my folders anymore!When I click twice on a folder it goes in "Windows Explorer Taskbar". I can see it there but if I try to open it , it "flies away" towards rightside on my desktop and disappear ( I guess that's the same movement I did moving the image into the folder ).
"open each folder in its own window" does not work. (Windows 7) I've tryed restore defaults in folder options, I right click open/folder from Explorer, this is the olny way it works.This happens in all user accounts.
I installed McAfee's latest Beta suite thing last night. Now whenever I am navigating through my files and open a folder, a NEW WINDOW pops up and the old one stays there. It's very annoying. I tried toggling the "Open folders in new window" option in Folder Options but it did nothing.
I recently installed the new pack of updates from Windows Update, and since then, I've been having an issue where my Folders will open in new windows, rather than in the same window, as a double-click should initiate. I have already checked in the Folder Options and they are checked to open in the same window, I tried flipping it the other way and back too, this had no effect. I am curious if perhaps something has gone wrong with the registry during the update

This has been driving me nuts since i've had 7, but i really don't want to have to install some program to eliminate it. i really don't think i should have to. Every time I have a folder open, when i open another one it opens tight on top of the first one, they always are the same size which i don't want either. In other versions of windows i was always able to get each particular folder to open where i want on the desktop and any size i want by simply putting stretching it to the size i want and putting it where i want then closing it. It would open there every time thereafter even after restarting.
I double click to open one single folder and all folder icons on my desktop highlight. I consistently get dialogue boxes that appear and will not go away until I use Ccleaner. My computer guy says no cleaners as it deletes some important reg files. But this is the only way these things will go away. whats up.
Vaio VGN-FW510F with W7 Home Premium - This has happened a few times but I can usually fix it by running system restore. Whenever I try to open a folder by simply double-clicking, it brings up an error message stating that I do not have a program assigned to perform the requested action. I checked my defaults and windows search is assigned to handle folder browsing. The only way into the folders is to right-click and hit Open, but along with that, cmd (in bold) is the first option in the right-click menu. If I click it, it says the same thing as trying to double-click.
I have recently had to reinstall Windows 7 Pro x64 after a problem with trying to reinstall Rollback Rx. Now when I try to access some folders I see a small padlock icon on the folder and am unable to access it. I am the only user of this pc and previously I had full access. What have I done this time? I normally crash my computer about once a month but the last 5 days I have had to reinstall 4 times. I am registered as the Administrator.

Why is it everytime I want to rename a folder for instance of music, that has never even been opened yet, i always get "The action can't be completed because a folder or file in it is open in another program"?
i had a couple off folders shared, no problem we could work in them, and all was well. But now, the folders are not accessible. Also when i look at the network, i can only see my own machine. The other machine's are not there. When i try to open my shared folders, i get this message: (keep in mind that its translated)\CLOUDAFS-HZFPCLOUD is not accessible. He has a toshiba satellite, i5 with a GT 330M (geforce) and 4GB RAM (specifics i can find if needed)His issue is that over the last 5 days the laptop turns on slowish (not the end of the world) but the main issue is constant freezing (generally involving the little spinning blue circle cursor)If left for about 8 seconds it un freezes and get working agian then starts as soon as you open a document/folder/start menu anything!It has not had ONE BSOD the event viewer shows warnings for slow boot/slow after standby but no major criticals recently. There was one past critical for ACPI driver for NT but that was a while ago.There was also a shutdown error on8/7/11 from unkown file name, driver _iu14D2N.tmp He runs trend antivirus (real paid version)Also runs registry blue (i think thats the name) real version, but only recently to try and fix issues.If you look in task maanger, during the freezes, whichever folder is currently selected goes from running to not responding for the freeze.Even whilst shutting down the device, the "logging off" screen does the freeze for a few seconds and the circle doesnt spin.Perfom / check analysis showed no errors Attached is a Drriver view txt doc.Finally, he has mentioned his "hdd light" at the base of the lappy is permanently on, whereas it used to just blink a bit when you started doing tasks. He ran a chckdsk /f a few weeks ago and said it had been playing up but that seemed to get it running better, but running chckdsk now is saying its got about 4 bad blocks and /f wont run.
