I'm pretty sure it's related to the bluetooth icon. It pops up on login saying something about the bluetooth radio can't be used by other devices (something like that although the bluetooth does work) and then it just stays there. Hovering over it shows nothing and right/left click on it does nothing.
I have clicked on "Customize" and selected "Hide icons and notifications" but nothing.

Now go to your original folder(s) again and rename your original explorer.exe.mui(s) files (explorer0ld.exe.mui ?) then copy and paste your modified explorer.exe.mui file(s) into place.After a re-boot your start button balloon tip will have changed / disappeared.
Whenever I safely disconnect any of my USB devices from any USB ports, the balloon does not show up confirming that devices are now safe to disconnect. And when I go to "devices nd printers" i see the device listed there with a yellow exclamation mark (!) next to it. THis started happening couple of weeks ago and I havent been able to find a solution yet.

I'm still connected to the internet though and when I click on the icon, it opens up to show my connection (that is working). Why is it doing this? I've tried googling it, no use. One other thing that may or may not be related is Thunderbird doesn't seem to want to download my email from Gmail.
