Cannot Download Exe Files On Windows 7?

I cannot download exe files on windows 7. When I attempt to do so the notification bar on IE9 only gives me the option of 'save' or 'save as'. There used to be an option to 'run' from the notification bar. When when I attempt to save nothing appears to happen. If I 'save as' to desktop a folder appears on desktop which when clicked offers the option to open or cancel, clicking on open brings up a menu which asks what program I want to use to open the file with.

I got a message flashing onscreen from Lastpass saying there was a file corrupt, but no further info as to how to fix it, I decided to uninstall Lastpass then reinstall, when I tried to download Last peass I got message saying "This file cannot be downloaded" the options were retry or cancel I clicked retry result was the same. Running win 7/ IE9

I have a dell inspiron and am using windows 7 home edition. . I cannot download any type of files. I attempt to download a file and get the download dialogue box but underneath the file name it says canclled and when i try to download anyway there are no files to be found. I use Mozilla as my default browser. I also tried downloading in IE, but that to did not work either.

Every time I try to download something I get taken to CNET home page. I have tried every solution listed under help and they have not worked. I tried emailing customer support and they told me I have to talk to a specialist and there is no way I am paying $38, refundable or not. I have tried google chrome and firefox. Using IE is out of the question. I might as well throw my laptop out the window. It will probably do less damage.

Computer was working fine two days ago, but yesterday I noticed that I can't seem to download any files anymore. I've tried with Chrome, IE, saving/opening the files, restarting my computer, saving to different locations (both C: and D... I have also run a full computer virus scan using Avast; a full-malware scan using Malwarebytes; disk check (x2); system check; restarting computer on safe mode with networking... all to no avail. Problem still persists.When I save to the desktop I watch the file - and once the download finishes the file completely disappears. Opening via Chrome says that the location can't be found. When IE is used and I uncheck the close box dialogue, it just blanks out on open folder location. This is really interfering with my ability to download lecture notes for class...Attached is an error I get when scanning using HijackThis, and its subsequent log. Also, the results from my disk check (I'm not sure if it's pertinent).

I'm unable to download any files from ie9. After showing 99% download, i get a pop up stating "your file couldn't be downloaded". My system configuration is given below. Please help. Ive been spending the last few days going between many different support forums of windows 7, kaspersky and also yahoo answers in hope to fix this google-shy problem im having with no luck, replies even.when i try to download any application file (i believe they're most usually .exe file?) it opens the dialogue box and i am able to choose location and the file name. Once i have done so it sits at the bottom of my chrome browser until it shows the download is complete. once i click on it, it gives me the standard windows message ''windows cannot find (file pathway and name). make sure you typed the name correctly, and then try again''.So I tried internet explorer, i click on the completed download/or even try to open the containing folder and the same error msg crops up again.I changed file locations, even onto a different internal hdd and also i changed the file name before saving, no success.I figured it must be being seen as a virus by my kaspersky (windows defender is switched off btw) but couldn't find anything that seemed out of place to me (but then im certainly no expert with security programs because i just leave them to do there thing).
It was suggested i get hold of the kaspersky's getsysteminfo.exe (being an application i downloaded it onto a friends pc and brought it over via a usb) to send usage, spec and settings report which i did but unfortunately never got a reply from the forum. i looked at the report myself, with little clue what is normal or not... i convinced myself with a little googling that it was the 'nVidia forceware network access manager' causing the problem, i didnt even know i had such a program and it turns out to be a firewall 'software/hardware(!) thingy' i guess as part of my nvidia 680lt motherboard. so i uninstalled it and with that came no success either.btw i forgot to mention files such as jpegs, docs, music andvideo files work fine, i can download them no problem without the file going missing, yet any file for a program such as google drive or getsysteminfo or whatever and my pc doesn't want know.can a registry problem effect one type of file and the resulting behaviour, is it a virus even -kaspersky doesnt think so though.

I can't download files from any browser. It says the download is complete but I can't open it or it doesn't show up in my computer. Even if I just save a picture since saving a picture is considered downloading a file. I can't even say "Allow" when Internet Explorer wants to install Adobe Flash Player. The only thing I can do is run torrents through BitComet to download.

Anything I try to open, I get the: Security Download or open window. So I download the file or folder, and it takes me to the file-folder, but windows won't open it, and the same security download or run Box asks me to Download it again. Thus, nothing opens.

The last three weeks my Windows 7 computer when I download a file it goes at 9-10 Kb/sec. I have a dish and normally it downloads at 5-900Kb/sec. My laptop when I download a file, downloads at usual number(575 Kb/sec). Windows firewall if off, no virus on, I have tried everything from reloadiing Flash Players (11). a 2.90 mb file will download in 10 minutes. before seconds. Please give me a way to go. Ihave called Wild Blue three times, and literally, after ten minutes they hang up on me. I bought a group of people from India that will fix everything! for 166 dollars. They tried the best. all that happened isthat they took me off of being ghe Administrator so that they can get in into my computer(I won't mention their name). My router is Airport Express, which up until now it has ran flawlessly. I have reset router. No joy.

Every time I download something from Internet Explorer for like 2 MB or more it turns out to be either corrupted or unfunctional after download.
At first when I download a file the browser scans it and tells me its unsafe and wont open even though I know it isnt because I have used it many times before on my previous computers, but I tried downloading the same file again and it said it was unsafe BUT I was able to run it either way, after downloading that file it seems to bug up at Install in some point, I have no idea what is causing this so I turned my Laptop back to Factory mode but im still having this problem, Tried to turn it back to Factory mode again, still nothing.

I'm having a strange problem in Windows 7. The problem is that basically, anytime I want to copy a file to the C: (OS partition), Windows asks me if I want to continue copying a file there (I am an administrator so I don't know why it should). Also, if I want to download a file to the C: partition, it won't allow me and it'll tell me I have to save it in my username folder, not in the C: root. According to the persmissions, administrators have full control but I'm still asked if I want to copy files.I've tried assigning users to have full control but I get a series of messages like "This file is currently in use, cannot set permission" and access denied for "Program files, Program Files (x86), Windows and C:".

Issue #1: All of a sudden, I couldn't print .pdf files (various adobe error messages in different browsers, or messages telling me I hadn't selected a print range - yes I did!).
Issue #2. I followed some advice and uninstalled Adobe Reader, then tried to re-install it. I can't re-install it. When I try to re-install using Internet Explorer, I get the first two dialogue boxes where I checked "run," but the third dialog box I am supposed to get, according to Adobe, never pops up - the one that is suposed to ask me if I want to grant permission). I temporarily disabled my software security and tried again, but the third box never comes up. The adobe instruction page just sits there - no signs of life, download activity, brainwave activity, etc.
Issue #3. I followed more advice and tried to install Adobe Reader using a different browser - Mozilla. Just for fun, the issues are different this browser - still can't download, but this browser tells me "unable to write to temp. directory C:usersmynameappDatalocalmp29061 error = 3 = > The system cannot find the path specified" It tells me to change my permissions, or save elsewhere. It never gives me the opportunity of a choice to save it elsewhere, and I can't get access to the folder to change permissions. I can't find it, after getting advice on how to find it. It's just not there! I am the administrator of this home computer.
Issue #4: In the meantime, I had placed a call to Adobe's help desk. They called back and told me to first install Google Chrome, which is more compatible with newer versions of Adobe Reader.
Issue #5: When trying to install Google chrome, I went through the same download problesm as under Issue #2 and issue #3. I found a version of Google chrome already downloaded on my computer, however, and launched it.
Issue #6 I tried to download Adobe Reader now using Google Chrome. Nope, same issues as before. I spent lots of time trying to get find and/or get access to temp file. Can't find it to change permissions on it .
Issue #7 I am minutes away from throwing pc into a snowbank and running over it with my car. Multiple times.
