[ERROR] 'Error Opening File For Writing' Whilst Using ANY Installer

Recently whenever I've used an .exe installer I'll get an error as soon as I click start after choosing the directory, in the picture example I include below, it's of SA-MP, but it happens with any installer I try and use. Installers have worked previously, it's only recently it's stopped working.The error is;Error opening files for writing?
What I've tried;
-Full system scan with Comodo AV.
-Revealed hidden files and folders.
-Run the installer in both compatability (Even though it does work on Windows 7, and as an Administrator).
-Also done the scan on CMD (can't remember exact command).
I'm trying to run a DOS program (Locoscript 2.51) in XP mode on a Windows 7 Ultimate virtual PC. This doesn't run - with a message 'error writing file(xxxx) path not found'.Program works perfectly in native XP (on a different machine) and the file is in the same place on both.
I'm trying to install Java 7 & I keep getting this error:installer : wrapper.createfile failed with error 5: access is denied?I have uninstalled all previous versions of Java, tried installing as administrator... Nothing is working.
When Try to open (double click on mouse) any file/folder/icon deleting error comes. Error Says:- Are you sure you want to Delete the icon/file/folder from your desktop/folder/drive

I am running Windows Seven Professional 64-bit and Windows Update isn't showing any more possible updates.
My computer is a Dell Precision M90 laptop with a Intel Core2 Duo 2.0GHz processor.
Problem:
When I use Windows Explorer to open files that are associated with the program SolidWorks I receive the message: "There was a problem sending the command to the program."
I am running SolidWorks 2010 Professional SP0 which is a 3D modeling program for mechanical engineering. The program ran under XP without this issue.
I only receive this message if there is not an instance of SolidWorks running. Even after I receive this message, SolidWorks still loads and opens the file I selected through Windows Explorer.
This problem occurs no matter where the file is located (network or local).
This problem doesn't keep me from getting my work accomplished, but it is a bit of nuisance. Any help that anyone could offer would be much appreciated. I'm including a screen capture of the message.

I have tried all options found on the web, and noe have worked!
check/uncheck DDE request check/uncheck Run as adminstrator

I am experiencing a problem with Windows 7 professional, 32 bit, where I am getting an error message (detailed below) when trying to open a file with an unregistered extension. For example, if I rename a file that ends in .txt and contains text, to something with a .test extension the "Open with..." dialog never appears, and I instead get the permission denied message. AVG premium is installed, however through a combination of disabling AVG as well as providing exceptions to the file extension, I can fairly safely rule out intervention from AVG. Windows Defender is disabled, Windows UAC is disabled as well. The Windows Firewall is on, but checking the settings for the firewall suggest no issues would be coming from there.To add to the fire, if I register the .test extension to open with notepad, the file will open fine and text is displayed as expected. Also of note, I can read the file from command prompt even when the extension is not registered to an application.
Whenever I try some downloaded .exes I get an error saying 'error writing to temp location' or something similar. I've tried running them as admin, tried running them without UAC, and even tried to change the temp location from environment variables but it doesn't change. Is there any fix or an installer file I can download and reinstall to fix the microsoft installers? (win7 x64)
I had encountered problems with my laptop and wanted to start a fresh so I tried to install windows seven again and got all the way through the installation up until the completing installation phase then after about fourty minutesi received an error of what I beleive said windows has encountered a problem restart the computer and restart the installation and when i tried to boot I got an error after the setup is starting services screen that says the computer restarted unexpectedly or encountered an unexpected error windows installation cannot proceed, and when I restart I get stuck in this loop, I have my bios set to boot from cd drive but if I do not press any buttons it shows four different windows 7 listed, I am completely stuck in what to do, i have a dell Inspiron N5030. Im a bit of a computer noob so no jargon please, sorry if I have put this thread in the wrong part of the forum.Pretty much I'd like to know how to get rid of the 4 windows 7s and Make a fresh from my windows disk
i am in dire need of some help with my pc. I am experiencing numerous BSOD issues. It started out whilst gaming with Battlefield 3 but is now happening all the time weather it be browsing the internet or just doing nothing. (If it helps firefox is crashing all the time). the computer is 10 months old and ran fine up until recently.I have had page fault, memory management, NTFS fault, bad pool, system exception.I have reviewed the forums and tried all the usual fixes, which goes along these lines:I used memtestx86 on my ram and found i had a dead stick so i purchased new 2 x 2G OZ 1333mhz, tested them for 20hrs and when they tested fine replaced the old sticks. Great i thought sorted, alas no.I removed AVG as one of the dmp files indicated it was that.nope carried out a chkdsk / r which showed no errors I removed all my nvidea drivers as they were being indicated but no its now worse than ever.I have attached the minidump files i have had over the past two days.
I have been attempting to install my hp officejet 6500A printer disc. I keep getting an error message which reads as follows: The software required for your printer could not be installed. The detail read as follows:The window installer Service could not be accessed. This can occur if Windows installer is not correctly installed. Contact your support personnel for assitance. I contacted hp, but they were unable to help me. I am also having trouble installing updates from Adobe.
I can't install or uninstall anything more. It has been running just fine, but suddently I get this error when trying to install or uninstall:

i recently got a computer from my aunt, and decided to put windows 7 on it. Before I installed it, I put in a Geforce 8800 graphics card and a (2nd) cd rom drive. After 20 failed attempts to install windows 7 (it kept freezing at the completing installation part) it worked after i disconnected the new graphics card and one of the hard drives. Now, however, i keep on getting periodic blue screens with the following error messages : Memory Management, and PFN_List Corrupt. I ran a memory diagnostic and it said that the memory is fine. What is wrong with my computer? I also ran a system repair thing from the windows 7 disk, and it came up with this error: System File Integrity Check and Repair Error Code 0X490

I installed Rosetta Stone the other day it worked fine after i fixed another problem, i installed a language pack, bla bla bla bla...I wanted to delete the language pack because it would only let me install one language pack and i couldn't find a way to delete it, bla bla bla bla bla....... So anyway i deleted the language pack manually but when i opened rosetta stone, it opened up windows installer and it said "configuring rosetta stone" or something like that. and after that it said "the installer has encountered an unexpected error......" ".......The error code is 2203. I can't find a way to get it back?
I have windows 7 Ultimate beta installed on my laptop and all has been great until I went to update my iPhone software and found that I couldn't uninstall iTunes as I get this error message. I have tried a couple of things i have found as a possible remedy such as sfc scannow but the problem is still there.I have tried using total uninstall that i have on the laptop but i get the same error message. I have tried installing a new uninstaller but i get the same error message so its not just linked to iTunes
running windows 7 home premium sp1, downloaded a program called super easy codec checker, have used it before when I had xp, as soon as it starts to load it stops working so I have tried to unistall it using its own uninstaller but I get the message 'an error occured installing the package. windows installer error 1642, doing a search for this shows I need to download KB893803-v2-x86.exe, this is apparently for xp and wont install on my pc, this program is not showing in ccleaner so cannot uninstall there?
I've been trying to install pinnacle's "Dazzle" usb video capture device driver (model DVC100), but keep getting this: Error 1719. The Windows Installer Service could not be accessed. This can occur if the Windows Installer is not correctly installed. Contact your support personnel for assistance. I've been on so many forums and even with the pinnacle support crew, which was pretty useless. I'm running Windows 7 Home Premium on an HP Pavilion dv6 Notebook (64 bit OS) I've tried several things but to no avail. Has anyone had problems with their Windows Installer? Not sure if it's specific to this device, but more problems with a corrupt Windows Installer maybe?
I've had my Lenovo U350 for a about a year and a half. Towards the very beginning I've had this issue on and off, but never really noticed it. Today I tried to install steam.exe, but I keep getting an error 1719.
I went to services.msc and realized that I don't actually have a 'Windows Installer'. I know Windows Redistribute 4.5 does not work for Windows 7, so I was wondering if anyone knew how to solve this problem?
It is strange because I can install some things but not others. For example, I can install Digsby.

Edit: I noticed some sites said that the lack of Windows Installer meant that my Windows 7 is not legal/counterfeit. However, I purchased the laptop from Lenovo with a complimentary copy of Windows 7, and I have already verified authenticity, so that isn't the problem.
I just tried to watch a movie on Netflix, and it prompted me to upgrade Microsoft Silverlight. I saved the file to my desktop, and when I tried to open the .exe file, I got this error message from Windows Installer: The feature you are trying to use is on a network resource that is unavailable.
I tried moving the downloaded file to a different location, but it had no effect. I apparently can't play any movie now from Netflix, since I have to update Silverlight before I can play anything.
I had meant to say that all of a sudden I can't use windows installer service I get error code 8007641 or error code 641. I'm unsure why I'm not able to use windows installer anymore and I'm not able to get valuable updates from windows without it.

I was importing 2 virtual machines from VirtualBox to Virtual PC, uninstalling the drivers on Windows 2000 provided by VirtualBox, importing that virtual machine to Virtual PC, installing the drivers provided by Virtual PC, but suddenly i got the following error: D:setup.exe is not a valid Win32 application.
I have been going around and around with my wife's computer.
Specs: MSI X58 mobo, Intel Core i7, 16g ram, gForce 9500 video with dual DVI out, 740g drive, Win 7 Pro 64b.
I built this machine and it has been running great for months and last week it started to freak out. My wife was having issues with Word crashing; started just after the updates from last week (smells funny). I figured, well, I can't see any problems, more than likely a bad update, MS will fix this week.Well, no. It's gotten worse. I started getting the 1719 error, and have searched the web high and low for anything to fix it. I followed instructions that don't work (or don't work anymore). I can't reinstall windows, because the disc is now so old, vs the updated service packed version on the machine.I tried a fix from MS to fix installer issues, but it died on the vine - can't find the server, try again later.The guts of the problem? I have a number of stuck windows updates just dying to be done, but they won't install. One does, but it's back upon reboot.
As soon as I log in Acrobat 8 Standard tries to update; but I get the 1719 error and the update ends. Same with office. It has apparently tried to install SP3, but with zero success.I can run it from the run line in the start box but when I click on Word, it wants to finish SP3, but blows when it can't find it.
I uninstalled my old driver to update them and when I open the catalyst installer, I only get to choose install location and when I click install button it loads really fast to about 3/4's full then crashes with no error report given.
My laptop has been experiencing the disk read error on startup. I called Sony (I have a Sony VAIO Laptop VPCF130FD) and they put me through all these steps including trying to boot up the recovery partition of the drive. Through the steps taken, they think that the OS is corrupt as the computer had been freezing before.The only step that has taken effect is the reset default values of the BIOS. When the recovery partition is selected it hangs between the "Starting Windows" screen and the first recovery screen.Sony wanted me to pay $60 for discs to be sent to my house, but I am building a gaming desktop PC so I thought I would just buy the OEM System Builder Win 7 Home Prem x64 and use that disc to install as I have the product key my laptop uses.So I bought the disc today and booted my laptop off of it but like the recovery partition, it sits between the Start Windows screen and the first install screen.

I messed up whilst installing windows 7 over older windows 7 drive. I formatted the windows 7 drive and again tried to deleted that partition, but that deletion process took around 10-15 minutes, so restarted my system. Now i cannot install any of the windows os or even linux.
