Not Open The Control Panel Section For Creating A New Account?

1) Asus Laptop Model UL50VT with Windows 7 Home Premium. 2) Hard Drive crashes dies, send it in and get it replaced. 3) Several months after getting the Hard Drive replaced (Yesterday) I noticed that my D drive had 350GB of memory as compared to about 150GB in my C Drive. This was a problem considering my C drive was nearly full.4) I decide to just put new files to the D Drive and that I will copy files over to the D drive to use it as my primary driver. I use Yahoo!Answers as my reliable source of information on all things registry. After following the instructions that I can no longer find, I edited several files in the registry, believing myself to have changed the primary drive from C to D.
5) ^^ The above instructions given were most likely from an epic troll. Everytime I open any System 32 file I get an error that Windows cannot C:/Windows/System32/Application I tried to open/etc... This includes, sadly, my regedit application.6) I copied my System32 folder over to my D drive and attempted to open the application from over there, but it has not worked.7) Many files on my computer are unable to be found by windows, System32 is not the only case. It appears to be somewhat random8) I tried as a cop-out way to fix this to create a new User Account, and that also failed... It simply will not open the Control Panel section for creating a new account.9) Lastly... and perhaps this was my stupidest mistake of all... I never created a recovery disk.
I seem to have a large number of fonts on my relatively new and sparsely populated Win7x64 pro system.They have weird Asian names such as BatangChe and Aparajita and DaunPenh and DokChampa. They all appear in the Fonts section of the Control Panel with oriental font symbols (kanjii?) in place of the customary "ABC" and they are all greyed out.When I try to delete them Windows will not let me claiming that these fonts are "system fonts." Is that true? Are they system fonts? I find it hard to believe. I've never seen these fonts in any previous system.I did not install these fonts, I will never use them. I do not want them. Is there any way to change the properties on these files so that I can delete them without getting a pop up saying that they can't be deleted?Or should I just leave them alone?
what the executable file is (specifcally in Win 7-64bit) that brings up the "network and Sharing" section in Control Panel or, more specially, the Local Area Connection.
For some extraordinary reason The User Accounts Icon has disappeared from my Control Panel of Windows 7 Ultimate 32bit & therefore cannot access User accounts. I found this out when i could not change the user account picture.

i have done a reinstall of windows 7 32 bit But couldn't boot from cd as usb keyboard would not work (can't get in to bios to change it)So installed windows in windows it was ok till i updated windows I must have installed on board sound and think it is now conflicting with my Xfire sound card Can't open Controll panel as Explorer shuts it self down And can't do a reset to another date as it says can' open a certian file How can i uninsall a program by not using c/p

Suddenly and for no apparent reason Control Panel will not open on my Win 7 64-bit computer. If I go to the Start Menu and click on Control Panel link there, an icon for the Control Panel appears on the task bar, but no Control Panel window is open! If I move the cursor over the icon on the task bar I can see a miniature version of All Control Panel Items, but NO LARGER CONTROL PANEL WINDOW will open. Weird. If I just try clicking on the task bar Control Panel icon nothing happens, unless I right-click on it and click <Close Window>, then it will close. Other links to the Control Panel also fail to open the actual Control Panel, and merely produce a task bar icon.
I am running both the 32-bit Windows 7 OS on one machine and the 64-bit OS on another machine. Love it!, BUT on the 32-bit machine a lot of commands don't seem to work. For example, when I click on Control Panel nothing happens. Same is true with Personalize.
The sound CP functioned.I added USB headset--still functioned.I installed drivers for my X-Plosion--still functioned.Rebooted--no longer functioned.At this point I cannot access the sound CP, nor the playback/recording devices screens, though the devices all function correctly.
I have a strange problem where any subcategory links in control panel wont seem to open at all when clicked on. Everything else opens fine. For example, clicking on "System and Security" or "Network and Internet" works fine (the main categories) but if I try to click on "un-install a program" or "add a device" for example (the small text sub category links) they don respond with anything.I have tried Google searching for a solution but cant seem to find anything of use.
basically I am unable to open the Intel control panel on my Alienware M14X R2. Whenever I try to open it I get the following error: GfxUI.exe - .NET Framework Initialisation Error Unable to find a version of the runtime to run this application.So far I have tried uninstalling .NET framework and re-installing. Changing administrator rights to the appropriate files (now changed back to normal as this didn't work). Re-installing the intel drivers.I'm afraid I'm gonna have to re-install windows but before I do I was wondering if anyone could shed some light on this issue?
I can't open Mouse Properties in Control Panel. I click and nothing happens. I ran sfc /scannow but it didn't fix the problem. It found some corrupted files which it couldn't fix, but they weren't related to the mouse or control panel in any way I could see.
Recently I bought a Notebook and I want to change my display settings. I got Intel HD Graphics Family installed on my computer. When I got to the system tray and hit the Intel Graphics and Media Control Panel icon it should open the Control Panel window but nothing happens to me. I recently decided to reinstall Win 7 as it`s been about a year and things are starting to go a bit awry. For instance I can no longer open the Start Menu Control Panel without it hanging and having to restart Explorer. The real problem though is that my DVD drive won`t recognize formatted disks. If I put in a blank up it pops, but nothing else. Device manager says its all ok.
Windows 7 86. I have NO SOUND and my Realtek HD Audio will not open from the control panel. I have reinstalled the drivers and used system image to recover but it has not solved the problem. I have used this system image before and it work perfect. I think it is a hardware problem but how can I check this or what other option may I have not considered?
Programs won't open and whilst the control panel will open clicking any of the options results in it hanging, resulting in me needing to end the process in task manager. I'm in safe mode right now and no such problems are currently present. This is a newly built computer and the OS is installed on an SSD. After installing Windows I installed drivers from three CDs in the following order: graphics card, sound card, mobo/chipset. No problems appeared to occur. I think prior to installing these drivers Windows was okay as I recall looking up why my internet wasn't working(turned out I need the LAN driver from the latter driver CD)
I am unable to open "Uninstall a program" through control panel. Every time when I try to open it, I get the following error message"

However, I can open this in safe mode. Unsure why this is the case. I use Win 7 64bit.

I have a Control panel from Intel where I could change the colors of my screen and other stuff, but I can't get it to open! Here's my weird problem: It shows in the system tray but when I click it I see this: [URL]
When I try to click on it, or anywhere else, it disappears and the program won't open. I've even tried ALL methods in this following link: Graphics — How to open the Intel Graphics Properties window
I think the problem will be solved if I can re-install the driver, but I've no idea what to (un)install. If you need any additional info on my system specs, just ask me or look up my laptop specs.
I am unable to open "Computer", "Control Panel", "Devices and Printers" or any of the other options when I click on the start icon in the task bar. I receive the error message "Server execution failed" I have Windows 7 operating system.
The other day I had to access User Account Controls because I was having some problems with Itunes and when I tried to open the Configure User Account Controls panel, a blank window opened for about 10-20 seconds and then it closed on its own. This kept happening even after I had restarted the computer. Also, this is the only thing with which this happens. Everything else opens perfectly.
I've been looking around for a while now, in other forums and costumer support, and I couldn't find anyone with the same problem or any thread addresing it.
I have a Windows 7 Professional, 32bit and I was using the Administrator account when this happened (it is the only account in the computer).
When I go to Control PanelAll Control Panel ItemsNotification Area Icons dialog then there are a lot of programs which are already uninstalled.
How can I cleanup/delete all these useless entries? How can I delete ONE single entry manually?
Second question: Assume I want to hide icons and notification for mutiple/all entries (here approx 40 items) in ONE STEP.
Third question: How can I save/backup the current notification settings (for later restore) into a file? Are these notifcation settings stored in a certain branch of the Registry (which exactly) ?
I have a Lenovo G560 and i only see one account when i log onto windows whichs is mine but some how my boyfriend logs in without changing my password and now i am not theadministrator i cannot open change or delete a single fileing doesnt help. it says cannot find path or environment variables then it says contact system administrator which my account is. I cannot do a system restore cause it wont let me says denied
I'm building a new pc for a friend at the moment. Obviously I'll need to install Windows, Drivers and all of the updates etc. But after I've finished that I'd like to somehow make it so when my friend first boots up the PC it asks her to create a user account etc. Exactly as if she bought it from a shop and it's never been used. I'm not sure this is even possible, or how to do it.
For some reason I can't view anything that is under the control panel as well as the control panel itself. I can open everything else fine such as pics, music, games, videos. But anything that has to with the control panel I can't see. The task bar says the folder is open but I see nothing.I have tried the following: ran sfc, it says nothing is wrong, tried to create a new user account, but I can't since it falls under the control panel. I tried to create a new user account through the guest account (I was able to make it an administrator) but it says I can't create a new account with special characters such as $=- etc... I didn't use any special characters at all so I don't know why it's saying that. It seems to me that this is a registry problem, and I'm a little uncomfortable with the registry and don't like to mess with it at all. Worse comes to worse I'm going to try to reinstall windows
cant install java. its missing from my control panel and eveytime i try to reinstall, site site gives me the java 160-31 update, when i try to install it, a dialog pops up promting me to search for the 29 update. i guess thats the 1 in missing cause the same thing happens when i try uninstalling 29 & 30 from my programs & features in my control panel. im running windows 7 home premium 64 bit and ie 9. i also use Google chrome.
I run a server from home and im thinking of giving a few of my very good and trusted staff members access to my server machine but would like to disable the control panel first.
Alright, so it started around 5-7 days ago. Photoviewer started giving a message with this line,C:Program FilesWindows Photo ViewerPhotoViewer.dll is not a valid win32 application.Searched on google, first thing it said was to check if there's any viruses. I scanned it with super-antispyware and had one virus. Did the sfc /scannow and it says it couldn't repair some files (CBS logs are over 3mb ). Cleared the virus and after two days, most of the items in control panel doesn't do anything when I try to click on it (i.e Power Options, Backup & Restore, Firewall) or it gives the line,Windows cannot find '::{26EE0668-A00A-44D7-9371,Paint and opening other things through Start Menu gives this fine,C:Windowssystem32ODBC32.dll is either not designed to run on Windows or it contains an error
