Can't Change Wallpaper In Windows 7 64bits Ultimate

I had the OS win 7 ultimate 64 bits installed in a IDE HD, and it never gave me any trouble. Because i'm a bit of a speed freak i decide to install a SSD and install on it the OS (same copy of the other one). I started by changing the motherboard to AHCI and in the sequence boot placed the SSD as the first to boot and the old IDE (still with the OS installed) as second. Everything went smooth. Made every ugrade and update needed without a problem. remove in the msconfig the old IDE record so it does not dual boot. Its running like silk. So far so good.
the problem was when i wanted to change the wallpaper. It doesnt assume it. not even the default ones (i can only change the solid colors).
I tried everything from changing the registry keys, creating new users, deleting the trasncodewallpaper, changing the local policies etc. etc. etc. Nothing seems to work.
The only thing it is giving me a error is the windows index rating or something like that. It is unable to finish it, gives some kind of error. dont know why. I have the latest everything installed. Latest games and movies run perfectly...
I can't seem to change my wallpaper, either by going to Personalization nor Right clicking on my wallpaper picture. It happened after I performed a System Restore.
I have tried googling it for hours almost, and tried different troubleshooting techniques, with out luck of course!
* Regedit - Made a new DWORD (Or something) With NoChangingWallpaper to 0 value
* "Ease Of Acess" tab in control panel. (There were some other mroe advanced options that had me cooncerned about mucking up, so I cautiously steered away )
Does Windows 7 Ultimate-64bits have an installer repair option, as Vista and XP did? I would like to insert the CD-ROM (full retail version), drill down to Upgrade, and, instead of reinstalling Windows 7 Ultimate, click on Repair, but I do not see this option on any branch of the installation procedure. Where is the Repair option found, or is it missing from the Windows 7 CD-ROM?My machine is mainly working, but autochk at startup fails and there may be hidden problems that need to be fixed. System Restore (possibly corrupt), Startup Repair (inadequate), sfc /snannow (unsuccessful), chkdsk (inadequate), and a System Repair disk (could not make) are not options. I thus need to use the installation CD-ROM or else download something, if I only knew what. I hope to run a repair utility without resorting to a clean install that would wipe out my hard disk. Please enlighten me.
Today, there was a power shortage while my PC was on. Quickly, after it happened, I turned off the PSU and the Surge Protection in fear something might have happened there.After the power came back, I turned everything on again and started Windows.It booted normally, no strange sounds nor other stuff.My PC has only 1 user (me) so there's no User Panel. It automatically went to loading Windows.The problem started here. Windows would load my wallpaper and Task Bar (I dunno how it's called in English, it's the one with the Windows Button), but no programs nor the icons would load. It's stuck there.I have tried CTRL+ALT+DEL, but there was no response (actually, there was, an error message saying Windows wasn't able to show the user panels and power panels, and that I should reboot my computer manually).After some time, I was able to get into Computer. My 3 partitions were there (2 HDDs, 1 for OS and another partitioned in 2) but I couldn't access them.
Several months ago... I got a virus or malware that messed up my computer... only STOPzilla fixed it... .and now I cannot change my background wallpaper.
Since I am a huge NASCAR fan... I must have my drivers current car... not last years....
Today I tried to change it again... and now all I can change is the background colors.... no themes work and I cannot set as background an image.... it says access denied..
I have a problem with my windows 7 home premium laptop..previously I was able to change my wallpaper but how come it doesn't seem like I can now? For an ordinary person to change the wallpaper they had to right click desktop, select "personalise", then go to "desktop background" and select one. Problem now is that it doesn't do anything when I click a new wallpaper or selct one and click save.

I have the backroundchanger.exe from Brink's tutorial, but wondered - How can I setup an automatic wallpaper change each bootup? Say for example rotate through the images in my shared picture folder. The program in the tut doesn't seem to allow this - is there any other way?
Suddenly I no longer can add folders to my themes .Also some of the theme folders that I had working previously gets stuck at the first slide and the slide show no longer works. When I try to change to the next image from the desktop nothing happens.I have tried sfc scanner and it is OK.No malware found with Malwarebytes.Power option slide show is available.
So in the last month i noticed some of my folders i keep on the desktop change form the newer slicker icon of a folder back to the typical windows yellow folder. Then more and more until all of my folders where like that.Then all of sudden some sounds started to go from a normal contemporary notification sound to a dull sound from XP or older.Then about a week ago the "bar" if you will changed from a typical Win7 style back to a XP one where its dull. And its like that everywhere.
I have tried icon programs at first to fix the folder issue and unless i wanna do it one buy one its sucks and i just want them back to a normal win7 folder nothing fancy.I have tried changing themes via the ones pre installed and it might change my desktop wallpaper it never changes the "bars"Also tried other non microsoft theme programs with the same results.
ALSO i scanned my pc with Malwarebyes, CCleaner, WinASO, AVG and cleaned all up and so on rebooted all the same.Thought i may have installed too many apps or at least big apps (photo/video editing) and i uninstalled a few with no difference.So then i decided to check out my ram. So i make a bootable disc of a memory scanner. Ended up getting into the millions of errors with the ram i had and i stopped it before it was done with the intentions on getting ram and not waiting until scan was done to tell me i had 500 trillion errors lol. Bought new ram installed it started her up and BAM .... same thing.I have not scanned this ram as my wife uses it while im at work and when im home i do alota 2nd job stuff on it so i dont like having it offline long.

Can't change desktop wallpaper and all my program files folder are empty?I think it could be a virus or something. I have been told this can be useful.

As of recently, my desktop wallpaper does not want to change size when I go to Personalize>Desktop Background>Picture Position. I chooses "Stretch" everytime even though I try using Center, Fit etc...This happens with different images at different sizes each...How to fix this? (Windows 7 Ultimate)

My Windows 7 ultimate was instaled in portuguese (my fist language) but I would like to change it to another language that I am actualy studing right now.Said that I would like to know where I can find the language pack I want and how I can install it. Icelandic is my fist choice, but If not availble, I will try french (with I am prety sure that are availble).To finish I would like to know if thouse language pack change every bit of Windows 7 or only the menus.

If you have installed a preview version of Windows 7 Ultimate (e.g. beta, release candidate build 7100 or RTM build 7600) and want to install a cheaper version of Windows 7 Home Premium or Professional the installation is normally refused.
But with change of a registry key whilst installation you can fake a minor version - so you can install Home Premium or Professional over existing Windows 7 Ultimate.
Can someone hit me with a link for manually installing the AHCI driver and switching the OS mode for the storage controller.
If I remember right, this is just putting the driver in /sys/drivers, running a script, and making a registry change. Then you reboot, change the motherboard setting, and then install IMSM after the OS comes back up. I don't remember the script, or if it was just a reg edit, etc.
I have downloaded SP1 for W7-x64 with Windows Update. It's trying to install now, but has been on "installing update 1 of 1" for over two hours at about 1/3 of the progress bar.
Is this a known issue? I have had problems installing other Windows updates too and hoped installing SP1 would fix this once and for all.
