Anything With The Blue Administrator Shield Doesn't Work

trying to access my Network sharing properties and it said an unexpected error occurred. I did an SFC Scan and it says windows have found corrupted files but cant repair them.i did a virus check but no virus. When i try to change UAC settings it has this error - Bad Image C:windowssystem32comsvcs.dll is either not designed to run on Windows or it contains an error.So basically if it has the blue and yellow shield i can't access it such as: Network properties, Add or Change user account, Change UAC, Parental controls and whatever else.All im trying to do is access the Network Sharing properties so i can hook up my Xbox 360 directly to my laptop and use it as a router.I'm trying to avoid reformatting my computer because i have too much stuff and no where to put it.::I just tried using the other administrator account that i already had but that doesnt work either. Same things go on in that one. Also, if it doesn't give me an error message when i try to click on something with the shield, it just wont do anything, nothing happens.::::Just checked to see if it really was ALL the items with a blue and yellow shield. It's not. There are a few that work like device manager. But the ones i need still dont work.
I am unable to run any program in my accessories folder as run as administrator located on my desktop from the Start menu-Accessories. However if i go through windows explorer on my hard drive i am able to run as administrator any program in the accessories folder and the UAC shield is present. Why am I unable to run as administrator from the accessories folder in the start menu from my desktop. I noticed the UAC shield is missing next to run as administrator when I right click a program for options. This is only in the start menu-accessories folder from my desktop. When I right click a program in the accessories folder and select run as administrator I get this message. This file does not have a program associated with it for performing this action Please install a program or if one already installed create an association in the default programs control panel. This does not happen from the hard drive.I tried and copied a shortcut example the command prompt which has the uac shield next to run as administrator option. When I move it to the accessories folder that is in the start menu on task bar I noticed that when i right click the uac shield disappears and unable to run as administrator. Not sure why it is happening from my start menu on my desktop. Other programs in the start menu have the UAC shield next to run as administrator when I right click the program. Does anyone know why the UAC shield is missing next to run as administrator on programs in the accessories folder (only from the start Menu) and not on the accessories folder on the hard drive and how do I fix this
A little background and info: I support a number of people who for one reason or another need to be able to do things a local admin can do like install programs and start services (or more accurately allow a program they're running to start a service). All users are in the local administrators group. The local admin account is enabled (and renamed) so that we as administrators have local access when the machine comes in for service. The machines are joined to a AD domain so that we can control a lot of the security via GPO. Everything worked fine in XP.
We are getting a few different "you do not have permission" errors. When the user tries to run OpenAFS (which starts a service) they get a "you do not have permission" error. There is no way around this error.
Also, when the users try to run Lotus Notes they get a "you do not have permission" error. When we go into compatibility mode and check the "run as administrator" (or just right click and "run as administrator) it works fine, but they have to click the elevated privileges. The program was installed while logged in as the user.
Again, all users are members of the local administrators group. When the local admin account logs in all these programs run fine. This behavior started in Vista and I chalked it up to "vista sucks". Windows 7 so far seems to be great, except that like in vista, members of the local administrators group are not really local administrators. How do I make them true local administrators?
The other day i had a friend delete some programs from my Asus laptop on startup and running processes to make my computer boot up faster. I think we did something that makes the fn key not work anymore. how to restore this functionality?
I have bought a HP 6730b notebook (type: HP KU216ET), it has got built-in luetooth. I have installed 32bit Windows 7, but the bluetooth doesn't work. I cannot find any driver to make that working good.. Recently, I did a clean install of Windows 7 Home Premium on my MSI GE600. At first, the touchpad behaved the way it should. But now, it is not even detected. I rebooted the laptop and it worked again. Most of the time it doesn�t work though.

Basically, I bought a new USB stick and plugged it in. My computer would search for windows updates, but it would never find the ones required, and the USB wouldn't install. When I unplug the USB and plug it back in again, the computer doesn't even recognize it, and nothing happens. Currently, my computer is not updated, so that's one thing I won't try. I've installed windows 7 updates numerous times in the past, and every time I did, my computer would have problems starting up (i.e. my desktop would be a black screen when it starts and I can't do anything, or the place where I enter my password to log in doesn't load at all).
So after installing win 7 ultimate x64, 5.1 surround stopped working and now i can only use my 2 front speakers + sub. In test all speakers don't work aswell.
I'm unable to play games requiring DirectX 11, even though I've downloaded it perhaps half a dozen times. Having stumped myself I decided I may as well ask here. The only feedback I've received from things not working is Civilization V says "Requires Service Pack 2 or greater" As far as I know DirectX doesn't update in the Service pack format, and that Windows 7 SP2 doesn't exist yet, and shouldn't be needed for a game of early 2010 as-is. I have an ASUS U56E, with the on-board i5 graphics(I thought it might be that, but my brother's i3 runs said DirectX fine, so maybe mine is damaged) and I, quite frankly, do not want to run it back into Best Buy and hope that it's covered by warranty.
i have already replaced drivers. tried some stuff in the registry and have no access to my dvd/rw drive i have windows 7 internet explorer 8.0 and dell studio 1458. already ran chkdsk
My system sound doesn't work anymore I have windows 7 and i was talking on Skype that my call failed and then no more sound.... I check sound part in the control panel but it said no sound devices is installed. what should I do?
Windows 7 (new computer) I'm trying to transfer folders from Outlook Express to Thunderbird. Found out that if I first transfer them to Windows Live Mail then to Thunderbird it would be easier. I saved the Outlook Express Folder from my old computer, which is long gone, to a travel drive. Now I'm trying to import them to WLM, but it won't do it. I found out I need to uncheck "read" under properties. I've tried and tried that, but every time it reverts right back to having it checked.
I have an newer HP Netbook running Windows 7. I recently installed Open Office 3.3 on the machine, and it works fine, except for some key sequences. For example, in the OO Writer, the key sequence Ctrl-Home should move the cursor to the top of the doc. This works fine on my older HP XP Pro laptop, but my netbook ignores or doesn't understand it. I have removed OO and reinstalled it, but the problem still occurs. So, I guess I need to figure out if this is a Windows or Open Office issue.
I had to buy laptop because my desktop with winxp died. Now how do I get the scanner to work with win7? I need to scan medical records. The scanner is a Canon Lide 55.

A problem arised with Windows Installer-package. A DLL-file that is needed to finish this installation couldn't be run. Contact supportstaff or your supplier of this package. That is what my computer says when I am trying to install Java. Why do I have to install a DLL-file? I haven't had to done that before when installing Java.Other programs has also told me to download a special DLL-file, but Java doesn't tell me which one, so I can't download it
1) I have a PC running Win7 with 3 HDs(not partition, different HDs).
2) I used Win7 to create an image of the OS HD( C: ) and placed it in D.
3) I used the image once or twice so I know it's a god image, and it's not corrupted.
4) Lately I've been having performence/computer-gets-stuck-issues and I suspected the HD( C: ) because my RAM is fine, and finally windows alreted my that that HD is failing.(plus, I can hear "ticks" of the HD's nittle trying to read whenever the computer got frozen for a sec or two.
5) I replaced the HD that was C: with a new one, and installed Win7 again.
6) Tried to restore using the image and the recorery system said that it needs to format the drive that it's on(makes sense) and ordered me to perform the restore through the windows installation disk,
7)I did. but I get a similiar error that ordered me to restore with an image but using a windows installation disk(and I got to this error using the instllation disk) How can I make the image work?the only problem I can see is that the image was taken off a a different HD than the on I'm trying to restore the image to,but still that's not a good reason for it not to work.
all the icons on my screen have gone white and i cant click anything not even the start button. when i bring up the task manager all it is is a white box. i can login in fine but that is it. when i try torestore nothing happens, i dont have any restore points so i dont want to do a complete restore if i can avoid it. i have tried running chkdsk in safe mode but nothing has worked. i have also run avg rescue cd form a usb and it identified a trojan but i deleted it, still no effect. i have also tried using the recovery cd i got with my samsung laptop but can only use the startup check tool. this comes back with no issues but i cant use any of the other options.
I hav window 7 installed on two hard drives...My E:/ windows work properly for the internet browsers ,Mozilla,safari.... means I'm able to login to the internet account but when I use the C:/ window 7 .. all the browsers doesn't work at all.... all of them shows TRY AGAIN all the time . So, I hav to first log on from the E windows and then restart and use internet in the C windows..
problem with my W-LAN device. Recently I�ve got a strange feeling about it because some things didn�t work correctly, so I decided to reinstall the driver. It didn�t work directly (I don�t know why), so I tried to uninstall it first, to install it again. Now I got this message: This device is not working properly because Windows cannot load the drivers required for this device. (Code 31)An update for the latest driver was useless because I already got the latest one. I tried both installing it from the device manager several times, which failed everytime with this message to come, and by the driver setup (there is a folder available on my computer with all drivers installed on it), which seemed not to have any effect, although it said "Installation complete".
I've enabled a work around for this by running Vent as as admin. What intrigues me is that on my other two Windows 7 PC's it works fine - it's only one of them where I need admin mode.
I've bough a Dell Inspiron 1564 with Windows 7 home premium x64 last month and everything was fine until a few days ago, when sleep mode stopped working. When I close my lid and open it up after some time there are 2 things that might happen:
1. The screen is just black, all the buttons are lit, I hear the fan, but no reaction at all. So I just forcibly turn off and turn it on again.
2. After opening the lid, nothing happens, when I try to turn it on, it loads up, but informs me that windows has not shut down properly last time (or something like that).
