Print Spooler Not Running: Failed To Load Print Provider Localspl.dll

In my 64-bit installation, the print spooler server suddenly stopped running (and will not restart). I've tried cleaning out registry keys (HKEY_LOCAL_MACHINESYSTEMCurrentControlSetControlPrint), deleting the files out of Windows (C:WindowsSystem32spool) to no avail.
