0x800CCC19 - Pop3 "receiving Message 1 Of 14"

Windows Mail - VISTA has quit working. When you hit "send/receive" It comes up with the message "receiving message 1 of 14" Then it times out and throws this error message: Account: 'mail.thismomentpublishers.com', Server: 'mail.thismomentpublishers.com', Protocol: POP3, Port: 110, Secure(SSL): No, Error Number: 0x800CCC19
1) I have removed my virus protection (AVG-free),
2) Repaired Windows Mail in Windows Live
3) Deleted and re-added my eMail account. My service provider says the problem is in my client, and I can pull my eMail up in their web-mail service. Also, I can still send messages.

I have recently been receiving duplicate mail in my POP3 account. I receive about 3 or 4 of the same e-mail a day and it is getting really annoying. I have removed my anti-virus and do not have duplicate accounts. I don't know what to do.

I'm in college and tried to send a message my computer asks me to enter my email address and my name then my imap or pop3 server and receiver I don't know what this stuff is! I have the same problem on craigslist when I try to reply to stuff.

Since 10 days mails are no longer sent. Nothing specifically was changed to the configuration. For antivirus I use spybot. I scanned this forum and tried some of the suggestions for similar issues but sofar without any result. I have the issue on 2 machines both running vista. The connection to the server fails:

When using the email set-up wizard I come to a screen that says:
Set up e-mail servers
Incoming e-mail server type:
(drop down menu w/choice of POP3, IMAP or HTTP)
Incoming mail (POP3 or IMAP) server:
(blank space)
Outgoing e-mail server (SMTP) name:
(blank space)
(box)Outgoing server requires authentication
how to fill this out? I have a WI-FI connection that is actually my neighbors service (they are friends and gave their approval for us to use it). Sorry to be so detailed but I noticed that others who posted similar Q's but were less so (detailed) got either vague answers or answers I didnt understand.

I am able to send e-mails to my friends' address and I checked at her end and
even if we do "reply" nothing comes through ever from her computer to mine and she is using the correct e-mail address. We used to be able to send back and forth no problem.

I have a problem common to most except that I could recive emails and suudenly I cant! I had Macafee when I purchased my computer from Dell together with Vista. It is coincident that the problem occurred since i renewed my subscription to Macafee. However I have taken advice in these threads and disabled it and have tried "netsh interface tcp set global autotuning=disabled" in cmd.exe but still to no avail. The error message is
