Tiles Just Flash On And Off Together - Cannot Access Any App

HP laptop i5 Radeon graphics Windows 8. When it it starts up and you log in the tiles just keep flashing on and off together and you can't use any apps or do anything. There are no error messages. It will not boot into safe mode with f8. When you go to troubleshooting. It will not let you use system restore it says preparing system restore then the screen goes black with just the cursor, which still moves. It will not let you use refresh or repair, the same thing happens. The hard drive appears to be doing something and the machine gets hot but after 1hour the screen is still black and it appears just to be hanging. I cannot access command prompt either.
It pops up on the video screen I want to watch in Fox News website -- I haven't noticed it popping up on other sites as yet. It will list the site asking for permission to store information on my computer. The link I have attached below gives instructions on how to remove this pop-up. Is this flash player thing safe or is it some kind of virus or malware? The attached link refers to it as spyware. If I were to remove the Flash player program, will it affect playing games or whatever on my laptop.
All the tiles on my start page are in categories with a name at the top to denote each category. I want to start a new category so how do I do I put a name at the top.
After running win 8.1 for several months (mainly by running desktop and working as I always used to with occasional forays into the win 8.1 start screen and clicking tiles), I have discovered that just recently many of the tiles don't work correctly or at all.
Two different examples; in the win 8.1 start screen I can see news displayed in my 'news' tile, cant see a tile displayed in my clock tile to name 2.
If I click on the affected tiles, the screen fills with the coloured background and the news icon (or clock icon) then I get returned to the desktop with this 'tile' now an icon in the bottom menu bar, no content is shown. Some however do work such as my Facebook, internet explorer, music and LinkedIn tiles to name a few.
I don't know if it is relevant but just recently I have been having issues with Drop Box not being able to start on power up and telling me to sort out permissions. On one occasion it asked me to change inheritance settings (don't know what that is) but it did not work so I changed them back.
I need to make a backup image of my HD and my question is this. Which is easier, when it comes to restoring the image, USB flash or External HD? I ask because I wonder if I made an image on an external HD when it comes to the actual restoration, would the external HD boot, if say my OS is so corrupt it won't boot into the OS. I have an ASUS K55N DS81 laptop. Also, I feel I would need a 128GB flash drive because of the size of the saved space on my HD and I wonder if I should just go ahead and buy the external HD and save money.

I found suggestions for:
1) Deleting OLE from the Registry under Local Microsoft Software - did not work 2) Create alternate users - did not work 3) User profile change - did not work 4) Change Display settings - did not work
Basically you can move windows 8 tiles right and left but if you have multiple rows you cannot directly swap tiles up and down.
For example imagine I have two rows of tiles each with two tiles so a1, a2 and b1 and b2. I can swap a1 with a2 and b1 with b2 without any issues. However moving b1 with a1 forces a1 to move to the right meaning a2 is now where b1 would be.
I'd love to be able to just swap them so swapping a1 and b1 would swap the two around and leave the others alone. Is there a way around this?

There are a certain number of maximum rows you can add based on your screen resolution.
My screen has a 1366x768 (Not mentioned there). Based on that, I can only have 4 rows. But, what could happen if forced a fifth row with that registry hack?
Alright I did a back up of my system on flash drive but now i have to use it... How do I have to have the bios set up? So I can load this up right now my computer says operating system not found...
I just upgraded from Windows 7 to Windows 8. Some of the icons for the tiles on my Windows 8 are blurry. It's nothing major, but they're not as crisp or high resolution as I remember. Here's a picture:[URL]....
You can see that with Mail, Skydrive, Camera, Maps, Music, and Store, the icons are all a little bit fuzzy and not as high resolution as they should be. Is this intended or not? I know it's minor but it really bothers me.
When I go to desktop it looks good. I tried to reinstall the graphicdriver but it did not work.

I just happened to switch over to Windows 8.1 Pro 64-bit. I previously had WinXP SP3.
Now, i have an old laptop: Core2Duo T5200 1,6 GHz, Intel GMA 950 (256 MB) and 2 GB DDR2.
The problem is after switching to Win8 YouTube videos lag in normal view (480p, 720p, doesn't matter), and they stop logging after going full-screen. But i rarely watch things in full-screen. With WinXP videos were smooth and no lagging occured.
I have the latest Flash, latest updates, latest GPU drivers (considering Intel stopped offering ones back in 2009, so i used the ones Win Update offered). Is it because my rig is too old, and this Metro interface is eating up much of the GPU/CPU?
Is there a way to edit the content (path, name, image) of a standard Tile ? I like to p.e. alter the Weather-tile, so it goes to my favourite weather website.
I bought a new Lenovo Y510p laptop a few months back, and just last week I decided to transition from my old computer to this laptop. The OS was Windows 8 for the laptop, later upgraded to 8.1, and everything was fine until about three days later when suddenly I realized that whenever I went on Youtube or any website with flash-based content(using Chrome btw) AND games such as WoW they crashed.
I assumed it was a problem with the new 8.1 or something with updating the graphics drivers, so I decided to completely factory reset back to 8. Re-installed Chrome and my games, and it worked fine again for a day, then started to crash again. At that point I downgraded my windows 8 to windows 7. Re-installed everything again, but it still crashed. Can't play youtube, flash content, or any games(not even the pre-installed windows games like minesweeper, solitare, etc.).
I got this new Asus Transformer which is a Windows 8.1 system.
I made a few images with Macrium Reflect and created an UEFI recovery Flash Drive (with Macrium) for the Macrium recovery program. I can set the BIOS to boot from the stick (in the temporary or permanent BIOS settings). Problem is, when I hit Enter, it ignores the stick and boots directly into 8.1.
Is there another setting in the BIOS that I have to make in order to have it boot from the stick.
I have a hp 475 homeserver with new upgrades. i'm trying to install windows home server 2011 on it. I want to put the whole sys on a bootable flash drive and install that way. I have ms dvd tool and software for iso files, now I think I need to combine all in a bootable flash drive for win 8.1
I would like to make a flash drive bootable and I have looked at the utility that HP has called USB Disk Storage Format Tool and every place I have looked to find how to install and use it, the instructions that I have seen do not show up for me when I run the program. Where I can get some good instructions on how to create the flash drive.

I have installed the newest web browsers: Opera, Firefox and IE. I have the lastest version of Adobe Flash Player. When I want to watch any video on Youtube - it's almost impossible, cause it jams. Even when I down it to 360p. It's about 50 percent of CPU usage, sometimes even more. I tried to install older version of Flash Player - no effects.
Maybe I am just dense, but how do you arrange the tiles on the Start Window? Every time I change the location of a tile, the system changes the location of other tiles in some manner that I have yet to understand.
I am trying to arrange the tiles in the Start Menu in the order I want but it is impossible. If I move one to, let's say, the left, the other tiles around will also move in any direction.
It is difficult to arrange them in the order you want.
I just want to have my programs in the order I want in the Start Menu.
I wonder is it possible to click on an app, a tile or anything else connected to the start page side of windows 8 and be able to put it a short cut or Icon on the desktop page for it, so it can be opened from the desktop.
Every time I put in my flash drive I go to computer and it won't show my flash drive. The computer makes a sound every time I put in my flash drive or take it out but I can't find where to open up the files from my flash drive. It shows up on devices and printers but it doesn't on computer. How do I open my files from it?
