Monitor Loads Up But Screen Keep Flashing / Blinking

When I first boot up my desktop computer or let is set for any length of time the monitor loads up but the screen keep flashing/blinking kinda like light in it.Usually after 2 minutes or so it stope so I can continue.
Since a couple of weeks I have had this really annouing problem with Flashing horizontal stripes on my second monitor, i can guarantee that these are not hardware problems, the stripes do not appear when i open a program on full screen, so basically they ONLY appear on the desktop background.
I recently got a new monitor (samsung sync master s27b350), and when I connect it to my laptop (alienware m11x r2) it works perfectly fine through either vga or hdmi. Until I close the laptop's lid. Then the image on the external monitor either flickers or goes completely black (I have settings to 'do nothing' on lid close). All my drivers appear as up to date and working, and with the lid open, there is no flickering. I have tried several different cables of each hdmi and vga all with the same results.This didn't happen for the first 3 days with the new monitor, but then the problems started shortly after.
I just upgraded to Windows 7 on my Toshiba Satellite Special Edition laptop that came with Vista 64bit and the other night i downloaded iTunes 10 and told me to restart my machine so I clicked ok and then my laptop shut off and when it came back on the Toshiba screen came up as usual but seemed to stay on longer than normal then it goes to a black screen with a underscore that blinks for a few moments then becomes solid. Ive tried to use the "F" keys to get different boot options because i have the windows 7 ISO disc and a ubuntu disc that I could use but whatever i try my laptop wont process it just does the same thing over and over again and bever proceeds to the actually boot up windows.
I'm getting an inconsistant BSOD just after my desktop loads from a bootup. Meaning, sometimes it BSODs and sometimes not. I read the minidump everytime and it shows the same information. This is what it shows.

I just ran a Chkdsk /r but nothing was found. I'm thinking it may be a memory error?
I built my PC in november of 2010. After I installed the drivers and rebooted the computer it would load to a black screen and stay black. I get a windows 7 logo and a progress bar and then the screen goes black right when it is supposed to go to a login screen. I decided to reinstall the operating system again and after the second install it worked fine until I installed the drivers for the graphics card.
I opened up my PC to move the front audio cable so that it wasn't sitting on the graphics card (was causing EM interference).When I tried to reboot, my computer now gets to the windows loading screen, then stops outputting video - so the monitor goes blank and eventually turns off. Windows continues to load in the background as I can hear the startup sound play.
1) Booting into safe mode (works fine, can view the desktop etc.)
2) Booting into low resolution mode (doesn't work, same issue)
3) Booting into safe mode, un-installing the graphics card, booting into normal mode and reinstalling drivers for graphics card (doesn't work, same issue)
4) Trying a different PCI-E slot (doesn't work, same issue)
5) Trying a different output on the graphics card (doesn't work, same issue)
6) Hard CMOS reset (doesn't work, same issue)
7) Trying a different graphics card (even worse, didn't get any video out even at BIOS screen - can't guarantee card is working as I don't have a second machine to test with but it was working the last time I used it a couple of months ago. Second card was ATI rather than Nvidia so shouldn't be using same drivers).
Things I intend to try but haven't had time:
1) Plugging into a different monitor (heard some people mentioning it may be to do with the monitor drivers not reporting max screen settings properly, I could find any windows 7 x64 drivers for my monitor as its so old but I do have a TV I can test with)
I don't know too much about computers and I just got a hand-me-down Dell Precision 320 PC from my dad just last weekend and it just crashed. I got a message saying something crashed and if this was the first time I saw it I just needed to reboot my computer. I proceeded to do so and then I got the mysterious black screen with movable cursor hanging scenario. I booted up the advanced boot menu and went to repair computer to "Last Known Good Configuration" and since then it boots up to passed the windows loading screen to a stock windows 7 screen and it flashes about every seven seconds with the cursor blinking to loading something back to idle. It hangs here until I turn it off. I am not sure if this has anything to do with the situation but there have been a couple of blackouts in my house due to heat that caused my computer to shut off a couple times.Safe mode gets the same resultsSFC found no errorsSystem:Windows 7 Ultimate 32bitIntel Core2 x6800 @ 2.93ghz8GB RamIf there's any other info I can provide without being able to boot my PC, I'd be happy to comply.
Every time I make a new User and log in it loads up with a black screen and the task bar and says that the system as loaded the default profile. This even happens if I log on as the system admin. My original profile loads fine but nothing else. I think It may be because the folder that holds all the basic information to make a new user profile has been deleted from my Users folder. Is there anyway of fixing this? Prohapps a place where I can download and replace that folder? I am using windows 7 ultimate 64bit. System restore has already been tried but the folder was deleted too far back to recover by that method.
I'm currently running a GeForce 7900 GT/GTO card that I've never had problems with. I updated the drivers for Windows 7 from NVIDIA's site.
However, whenever I go to switch display settings, open a video, open a picture, or just about anything else graphically intense (including start-up) my screen freaks out. The screen will go a solid color (of whatever the background is), get lines through it, and then start flashing. Then after 10-20 seconds (or whenever the program I was trying to run is finished) it will revert back to normal.
I can run Aero just fine. I can run normal programs such as the internet browser, control panel, etc. fine as well. It's just whenever I try changing my display settings or running a video, opening a picture, etc.
Does anyone have any ideas as to what might be the problem? I've run GPU-Z and my card isn't overheating either I don't believe.
Well, I think we might have a new one, I looked back a few pages in the whole list of topics.
My wife's computer is using a fresh install of Windows 7 build 7000.
This problem seems to happen randomly and we cant find a rhyme or reason to it. At first I thought it might be a heat issue, perhaps with the video card. Well about 4 months back(the blinking problem was not present at this time), I found her video card's fan had stopped working and we replaced the card with a new nVidia 9600GT.
The blinking started maybe a week or two ago.
Rebooting the computer does not help in most cases.
Placing my monitor on her computer was inconclusive. It did not blink.

Right now she is using a driver that is dated 4/2/2009. We are currently downloading the driver for 4/30/2009 hoping this will help, and once it is downloaded and installed, I will write back on my findings. Maybe we should update to the latest build of 7?
If I'm in the wrong forum, or location or if I missed a post regarding this same issue, please let me know so we can get this figured out on our end.
I've been using Windows 7 build 7100 happily for the past 6 months. But recently it develops a weird problem: The application window (like IE, firefox, outlook, explorer) flash quickly. I can see "Not responding" displayed in the title in between the each flash. I have Quad proc + 6GB memory, so the system slowness should not be a problem. The flash happens quite often, when I scroll down the screen, or typing, or have some user interaction with the application. I've disabled Aero interface, no help. I did Windows update, no help. Someone recommends removing nVidia driver, I did not try, as I have been using the same driver for the past 6 months without problem. I've installed Windows Security Essentials recently. But disabling it does not work either. Why do the flash start to happen recently?
on a few certain site, like facebook, twitter, classic yahoo mail the screen erratically flashes
i keep my PC switched on for days on end, i'm also logged onto these sites, but sometimes i get the screen flashing, nothing i can do to stop it unless i restart my PC and it's fine until it starts again, it can be a day, to a few days
i think it may be facebook, as when i'm not on this site, it seems to be fine.
do you think it's a flash problem or something else i've just uninstalled flash & reinstalled to see if it's going to help
i recently had to reinstall 7, because the computer kept crashing in the middle of the simplest things. say, i'd be reading a wikipedia article, or watching a Internet video, or playing a game, and the screen would all of the sudden start flashing for a few seconds, then it would just go black (70% of the time.) on occasion, it wouldn't go black, but instead becomes the color of the most prevalent color on the screen. ex: i was playing a game, and took a look at the map, which was mostly yellow. at that moment the screen would become yellow and freeze, not letting me move my mouse or ctrl+alt+del. sometimes a blue crash screen would appear, sometimes it would just restart on its own.so, anyway, i realize reinstalling windows has little to do with the above problem, but i was hoping it would fix it, and also i needed a new start, since my organizational skills were pretty bad before. once reinstalled, i had updated almost everything possible, via windows update, or manually.at first, i thought my wishes were fulfilled, because my pc was running faster and more smoothly than ever before. (i did have a little hiccup with sound card, but that's behind me now.) but, no. the black screen happened again today. that was such a low blow i wanted to jump off the balcony... i decided that the only thing i haven't updated was the bios, and, true, it was last updated in august 2010, 3 months before i got this pc. that hasn't helped one bit - screen's still flashing and freezing.
also, i've just noticed that after a few flashes the computer doesn't freeze at first, but the mouse pointer either disappears altogether or becomes thin vertical dotted line. but it still freezes after a few minutes. that's something new, but not an improvement. hopefully that helps you.[code] a quick flash or two, mouse pointer becomes a dotted line, and screen goes white (doesn't happen a lot, but has before) after 1-2 minutes. i was running 16-bit true color this time, but apparently that makes no difference.
I've been experiencing this strange thing happening with my windows 7 startup. When it loads my desktop, there is a tiny window in the top-lefthand part of my screen. And when I open task manager it's named window1, I can close it and my computer still runs fineBut I'm just curious if anybody else has encountered this problem or knows how to stop it from opening every time I boot
Almost every time I click (Open windows, maximizing windows etc, etc...) The whole screen will blink and I will see a brief (Not Responding) which only lasts for a split second, then I can resume my work, in the worst of cases this can happen 9 or 10 times until the computer actually responds and selects what I want it to.I have recently upgraded my graphics from a ATI Radeon X1200 (Old and useless) To a NVIDIA GeForce 7300 SE/7200 GS. ALL of my drivers are up-to-date and a system restore is not an option.
I have been using my emachines netbook 350 for a year now and running windows7 in it since I bought. A month ago, I've started seeing those blinking horizontal lines on my screen. Almost half of my screen is affected. I wonder if it is a problem with my video card or just some viruses. Well when I print screen, the lines are not showing. The same as when I connect my netbook to a projector
my son has a toashiba satellite pro L450D-12x it goes past set up screen then to a blank screen (in black ) with a flashing line in the left corner how can i get it to load properley? before it did this it said media cable fail or something like that and i restored bios back to restore settings and it was also turning itsself off now and again.
This morning one of our computers started acting strangely. Any window screens we have open, whether an Internet Explorer window, My Computer screen, etc, the top bars are flashing in and out. It is similar to the flashing like when it is trying to alert you of an error message / box you have to click through to do something else. The home screen is fine, and shows no signs of flashing or flickering, it only shows on any window screens you have open. It will interrupt you when you are trying to open drop down menus etc as well. I have gone into screen resolution, but as soon as I open a drop down box, it will close as soon as the screen flashes again. However I was able to change the resolution to a lower setting, but it still flashed. I also tried to change the screen refresh rate, but there was only one option to choose, 60 hertz. The computer is an Acer Laptop, running Windows 7 and AVG Antivirus, but I dont have any other exact specs on it right now as im working from a different computer. My mother said it had updated last night with a possible new Windows update? Again the back / desktop screen appears fine, it just seems to affect any windows you have open.
I am working on a Dell Inspiron laptop (model 1750) that boots fine to safe mode however, when i boot to regular mode the screen starts to flicker at the logon screen. No visible buttons are available to select the user. I have tried startup repair, uninstalled video drivers and scanned for and removed malware. The machine is running Win 7 SP 1(64 bit).
I encountered this problem two days ago while using my computer (hp pavilion elite) and it sht off on it's own. I tried to restart and it won't boot windows. Just a black screen with a flashing cursor at the top. I searched all over these forums and haven't found a solution that works. So far I have done a restore point, tried to reinstall windows from a recovery disk, I've used command prompt to Fix the boot record. Diagnostics says my hard drive is fine and I can see the newly installed windows 7 on my hard drive via the recovery disk boot. But when I try to boot from hard drive it still goes black.
when my windows 7 ultimate computer starts up, the screen flashes black, just for a second which is ok. But if i enable aero and use the aero effects then the computer screen flashes black for a second again, everytime i use any aero effect! e.g minimize, thumbnails, show desktop, open files.
I upgraded from windows vista.
my cousins also have windows 7 ultimate and they use the aero effects without any problems. their computer has A NVIDA G-Force, but not sure about the model, although it will be quite new because they bought their computer a week ago.
is it because of my graphics card? i checked the windows 7 upgrade advisor and it said my graphics card is compatible.

I am having trouble with my Toshiba Sattelite MG45. When I turn it on, I get a black screen with a flashing cursor. I have tried the F8 method, nothing happens. Also, I am running Windows 7 with an Intel Core. I am by no means tech savy.
I have a sony vaio vpceb11fm laptop. the moment i turn it on i get the vaio sign and then a black screen with a flashing cursor on the top left hand corner i tried f10 to recover the system but come across the same problem.
i have a acer aspire 5336-2460 laptop, everytime i try to boot into windows it gets stuck at a black screen with a blinking underscore in the top left. I tried making a bootable Windows 7 dvd and it still doesn't solve the issue. F8 won't work only F2 and F12.
While working on my laptop a command prompt screen comes for a second and vanishes away and this happens a lot of time ..however since this happens so fast I dont what is written in that command screen as it exits in less than 1-2 second.Is there any way i can track wht makes to come this screen again and again
i have a lenovo thinkpad edge 14" running 64-bit windows 7 home premium. the laptop didn't come with any CD's, everything was pre-loaded on. all i get when i boot it is a black screen with a blinking cursor , when it boots all it shows is the thinkpad splash screen then straight to the blinking cursor. i have access to a lenovo x220 running the same (i.e. 64-bit Windows 7 home premium) however no CD drive, the edge 14" does have a cd drive. looked at multiple articles on seven forums but none of them help because i dont have a cd burner
I just installed the latest nvidia driver and bios in my XPS M1330 with windows.7. It worked fine but after two days, the screen blinking and glitching. I have to boot into safe mode and roll back to "standard VGA graphics Adapter driver" and it work fine.
so my question, is it dell until now no solution for XPS M1330 Graphic GPU problems? or any solution for this? i just want to connect my window 7 to projector. or any suggestion to connect to projector with standard VGA graphic adapter driver?

I tried all the driver in forums.laptopvideo each with driver sweeper to clean up the previous graphic driver but no luck. Anyone know how to connect the projector with simple driver or with 'standard vga graphic adapter' driver?
