Loss Of VPN Connection To Outlook Server

Can connect to Outlook server over VPN with Vista home Premium (32 bit), but connection drops out after a few minutes. Requires reboot. Access to server files stays connected indefinitely.

I am connected to the Internet through and SMC Barricade G router. The computer is hardwired Ethernet to the router. A second computer in my office is also connected via Ethernet to the router. The connection is lost for several minutes, and then it restores itself automatically. The Vista Event Viewer shows several events which may have initiated the loss of communication.
1. Event ID 27; Intel(R) PRO/1000 PM Network Connection Link has been disconnected.
2. Event ID 2505; The server could not bind to the transport DeviceNetBT_Tcpip_{737A72A7-5D80-4E6B-B2B4-1F599399F2E5} because another computer on the network has the same name. The server could not start.
3. Event ID 4321; The name "NEWTECHFX530:20" could not be registered on the interface with IP address 0.0.0.0. The computer with the IP address 192.168.2.103 did not allow the name to be claimed by this computer.
4. Event ID 1003;Your computer was not able to renew its address from the network (from the DHCP Server) for the Network Card with network address 0019D16D7512. The following error occurred: The operation was canceled by the user.. Your computer will continue to try and obtain an address on its own from the network address (DHCP) server.

Need if there are settings in Vista SP1 that would affect sporadic severe packet loss or intermittent connection? I am trying to troubleshoot my internet connection. So far, Comcast has put in new cable lines/splitters in my house, new termination at the pole and a new modem. Problem still persists. What I have done on my end before Comcast got involved:
1. Update chipset drivers
2. Tried new NIC
3. Upgrade/downgrade firmware on Router
4. Removed Router
5. Removed software firewalls and AV
6. Complete reinstall of Vista with slipstreamed SP1

I don't know why I am having this problem. It started today for some reason and I've never experienced it before. No changes have been made to any of my email accounts or the discussion groups account. No changes have been made to my AV program. I use the standard, native Windows firewall. I'm still using Vista x86 and again, no changes have been made. I am currently posting this via the web interface. Everything was working fine until I posted a reply and then the newsgroup server would not connect again. Below is a screenshot of the error message window.

Whenever I open Mail, it proceeds to do the automatic send/receive function, but then I continue to get this message: The connection to the server has failed. Account: (my e-mail address), Server: 'mail.three.com.au', Protocol: POP3, Port: 995, Secure(SSL): Yes,Socket Error: 10060, Error Number: 0x800CCC0E and it says 0 of 1 tasks completed.

Where I live, the only newsgroup which I can access is on Microsoft's server; no other newsgroups are offered thru any ISPs (because of POLITIKAL considerations). I know that Google offers browser-based newsgroup review and posting, but its interface is far from the convenience of a traditional newsreader such as Windows Mail, Outlook Express etc. Does anyone know of a way to get around this and access a server by a something like Windows Mail?

I bought a new computer with Vista installed and I called the help line to get everything set up. When the email did not send, the fact that the Windows Mail did not work was not a big issue. Here is the error message that I receive each time:

I have a brand new Dell laptop with Windows Vista Business. I've installed SP1 as well. I have a VPN setup to connect to various customer servers for support purposes. I can connect remotely to Windows Server 2003 but I cannot connect to Windows Server 2003 R2 servers from my Vista laptop. I can connect perfectly with my older XP Pro laptop.
