Cant Receive E Mails: Error Message "The Connection To The Server Has Failed. Account....."

For past week have not been able to receive e mails, though can send. I can get them on old laptop, running xp and I can log in to web base email. I have tried reloading accounts etc. The techies dont know why and say its nothing to do with the server. The error message each time is: The connection to the server has failed. i have been using windows e-mail forever, since the 6/22 i have not been able to send or receive. i get error message stating: connection to server failed account, 'pop.charter.net' , server:pop.charter.net" protocol; pop3, port 995, secure (ssl): yes, socket error.10060, error number: oxooocc03 i have been reading other questions and answers and have tried most, downloaded regcure, nothing has worked.

I just set up my Windows Vista Mail so it retrieves the emails from our website. Previously I was using the webmail. I did it all with the help of Fasthosts Support over the phone and it downloaded 14 messages fine.
But since then when I Send/ Receive All it gives this message:
The connection to the server has failed. Subject 'Fasthost windows mail
info', Account: 'mail.concrete-publishing.com', Server:
'smtp.fasthosts.co.uk', Protocol: SMTP, Port: 25, Secure(SSL): No,
Socket Error: 10060, Error Number: 0x800CCC0E
Fasthosts say it may have to do with McAfee firewall? I'm reluctant to
shut it down because it opens me to bad stuff should I continue using
the Fasthosts Webmail and forget about Windows?

I have never been able to send but receiving is no problem. I have tried the authentication steps suggested in "Help" and on other postings here.

I have set up my account 5 or 6 times. I have roadrunner as my internet provider. the pop is pop-server.wi.rr.com and smtp is smtp-server.wi.rr.com I was able to send one email and then I closed windows mail. 10 mins later, went back in to try and send an email and I received this error message.

I'm getting the following error message when Windows Mail (Vista 64 Home Premium SP1) tries to send e-mails from my laptop: The connection to the server has failed. Subject ..., Account: 'verizon.net', Server: 'outgoing.verizon.net', Protocol: SMTP, Port: 587, Secure(SSL): No, Socket Error: 10060, Error Number: 0x800CCC0E. Downloading incoming mail is not a problem, and I obviously can post to newsgroups. Although this is a new problem, I turned off Norton's checking of outgoing mail - no change. Verizon had us change to Port 587 last year so that's not the issue either. WM does send e-mail from my desktop so apparently the problem is specific to the laptop.

Outgoing is smpt.live.com. I have Windows Vista Home Premium Service Pack 2 with a 64 bit operating system.
