Direct3D In XP

Some of my programs crash to desktop, but until a video loads. Whether its a demo video or otherwise(games for example), it crashes to desktop every time.So i did a dxdiag and it shows all is well EXCEPT for Direct3D, which failed the 3 tests. Can anyone tell me how to fix this?(Please don't say reinstall Windows :P) I believe its a Windows thing and not a video card issue, but thats all i know.

I got a laptop with no direct3d and I need that to run Warcraft 3. I tried using opengl but it works bad. i'm using a laptop with a onboard vid card..

I just got my motherboard replaced as the old one was not installed correctly. Ever since, even doing the smallest thing like rolling the mouse wheel will make the computer go up to 70, 80, even 90% computer usage. Also, I cannot seem to run games now because my Direct3D is apparently not activated.

Direct3d stopped working on my friend's computer, all of a sudden, for no particular reason. DxDiag says that "direct3d functionality is unavalible...verify drivers." I reinstalled all of the drivers, and DirectX.
