Cant Get Rid Of SAFEBOOT

Basically I need to start my computer normally without system config utility running on startup,With "normal startup" selected in msconfig, /SAFEBOOT (minimal) in BOOT.INI checks itself. When I uncheck /SAFEBOOT it changes to a "selective startup" with a modified BOOT.INI. I need to return my BOOT.INI to how it was originally with the unchecked /SAFEBOOT so that I can do a completely normal startup. I cant do a system restore cos there are no restore points past a couple of days ago due to low disk space I think.

Have XP, service pack 2, and all updates. Use Norton, MS Antispyware, Adaware, Spybot, and weekly check with online virus check programs. Machine is clean (I hope). Have 2 user accounts on the machine. Had email issues with the ISP and got resovled/ I could open Outlook Express from my user account, but then my wife's user account wouldn't open Outlook Express at all. Thought I would try in Safe Mode to see if maybe some other program was interfering. NOTE: I did no harware or software change. Went to msconfig, and clicked on Safeboot.

I have inherited an old dell laptop operating on windows NT 4.0 which works OK except that it is controlled by an Administrator Controlled SafeBoot Security System 3.2. I want to Format C, clear the hard drive and install XP. How can I get round SafeBoot

When setting an xp machine to start in safe mode through misconfig and the option "Safeoot Minimal (ALTERNATIVESHELL)" is selected a dos page "cmd.exe" comes up.
What do I type in after :
C:Documents and SettingsAdministrator>_

I went to msconfig and turned on safeboot with minimum startup programs. Unfortunately, I use an external monitor because my laptop screen cracked, thus the screen is not showing up on the external monitor. I cannot see a thing and I can't fix the computer to return to a normal startup. The laptop is a Dell Inspiron 6000 with XP Home Edition OS.
