Security :: All Downloads Blocked By Security Settings?

I am running 8.1, and firefox 25. I can't download or run Avast, or download any executables, suddenly. I lowered my security settings to Medium and added Avast to the firewall permissions, but to no avail. My download settings were already at "prompt" anyway, so there's something deeper I can't figure out. I'm a reasonably competent generalist but not super computer smart.

I am using UPC Mail. When I try to compose an Email, it tries to download a Java Scrip App.
Then I get an error message "your security settings have blocked this download"
How do I change the security settings to download Java Scrip & still be secure?

So I just installed Kaspersky and it asked me to block some packet ports. I clicked "Yes to All" and now I can't play any online games. I've tried searching the net on how to fix the packet rules to no avail. I just updated Windows 8.1 after my laptop reset itself due to some problems so I don't feel like refreshing it again due to how long it takes.

I just did a fresh install of Windows 8 Pro 64bit on a new rig I just built. I am currently trying to change UAC, but if I click on Change User Account Control Settings, nothing happens. Same thing if I click any of the links with the admin shield next to it. My account says local account administrator and I have installed programs as administrator just fine. I have also tried the .reg files posted, but it didn't seem to do anything.

Firewall settings. I have a clue about firewall "rules" and basically have to be directed. The only time I really messed with any firewall settings was YEARS ago when I was running the Look-n-Stop firewall and looking for safest, yet workable settings. I passed all firewall tests I put it thru but I had no connectivity issues at all, it was perfect. Windows 8 firewall.

The "robust" security settings in Windows 8. I only use my computers at home and have no worries about anyone stealing data. The problem is that when I try to copy, move or delete files I am frequerntly presented with "access denied". Now, before anyone starts ragging on me about the 1000 other posts on permissions, let me say that I have read many of these posts, but the problems persist.
What I want is a foolproof way to disable ALL security settings on Windows 8 in such a way that I will NEVER see that "access denied" message again. I wish to do this for entire hard drives, boot drives as well as data drives.

Initially on Win7, I was manually updating Security Essentials when was offline from this link:

You choose x86 or x64 and go from there.
What's not mentioned, is that you can use the same links to update Windows Defender on Windows 8 as well.
I've been doing this for quite some time without issues. So the two programs are very much alike.

Which registry settings should I change to set the top two default Windows rules back to 'Unrestricted' ?
I set up some rules in the local security policy some time ago when there was fuss in the news about the cryptolocker virus. They looked a lot like the rules above (I found that screenshot online as I can't take one myself, read on..)
Today I was installing some software that wanted access to the areas I restricted. I temporarily disabled the rules, then re-enabled them. Being a dumbass I also set the top two rules (which are Windows default rules) to Disallowed!
Over the following 10 minutes various aspects of my PC stopped working, telling me that the local security policy prevented access. I couldn't even get into the Control Panel or the Local Security Policy screen to change it back, once I realised what I had done. I rebooted the machine - it won't come back up
I've tried a system restore by booting from the installer on USB (which did not work, it grumbled that it could not restore due a file locked by anti-virus) so I think I've got two options:
Refresh my system using the Windows 8 tools - but I suspect that might leave the LSP rules in place, as it retains my settings & preferences.Hand edit the registry to correct the settings.
Option 2 is looking best, I can get into RegEdit from the recovery console, but I'm not sure what to edit and what to set it to? This is on Windows 8.1 Pro...

I came to some trouble installing CorelDraw software which apparently uses for it's setup launcher web active container performed by IE core. If I launch setup, the setup windows is evidently noninitialized showing the top warning band about active content being blocked for security reasons. Even allowing active content by selecting from the top bar menu doesn't make the setup continue. So now I'd need to temporarily bypass all IE's security checks, ie. allow everything. What I already did was browsing the security tab in IE options and allowing most of the choices in branches ActiveX controls and plugin modules + Scripting (Local Intranet). On Advanced tab I have checked in Security branch Allow execution of active content from CD discs on this computer + Allow execution of active content from files on this computer. Nothing of these affecting the installer to run (ie. I still see then active content blocking bar).

Windows 8.1.1 and Bitdefender Total Security 2014
o.k. long story short before installing 8.1.1 in my real environment i tested it out extensively in vm. i found out that if you get past a certain point with the windows updates bitdefender will not install, if you install bd prior to a certain point it installs and works great even after you do the rest of the windows updates. How to get it installed and working correctly in a fully updated 8.1.1? i have eset smart security in, but i'd rather have my bitdefender.

A McAfee technician had to remote control my laptop to get rid of a 'Trial period' of McAfee. She asked me if she could remove 'Malwarebytes' which I had downloaded. She said it contravenes with McAfee's security. Is this a fact? Or maybe they don't like competition!

It pops up on the video screen I want to watch in Fox News website -- I haven't noticed it popping up on other sites as yet. It will list the site asking for permission to store information on my computer. The link I have attached below gives instructions on how to remove this pop-up. Is this flash player thing safe or is it some kind of virus or malware? The attached link refers to it as spyware. If I were to remove the Flash player program, will it affect playing games or whatever on my laptop.

I can tell WD is a streamlined smaller version of MSE. Is this enough to be the sole AV?

I realize that the Pro version of Malwarebytes should not be running on Windows 8 if you have Windows Defender running. But am I correct in understanding that there will be no problem with the free version of Malwarebytes since it does not have a firewall?

So, the device uses an eMMC for the drive. Is it possible to set the ATA security password on the drive, just like you can for regular hard drives? I don't see an option in the BIOS to set it. Perhaps the option is there somewhere though.
I basically want to protect the data on the tablet. I don't think the BIOS administrator/user password provides sufficient security since that password can be reset and the data can then be accessed. I don't want to use software encryption since I don't want to slow the device down.

To clarify. Not BitLocker. Again, because people will talk about how BitLocker is only available in Windows 8 Pro, I am talking about EFS (Encrypting File System). Different than BitLocker.
Ok, so in previous versions of Windows to encrypt a file/folder you simply needed to right-click > properties > (general tab) click advanced > check "encrypt contents to secure data" and the deed was done. I know that you cannot simultaneously encrypt and compress files/folders, so that's not the problem. I just want to know how to turn on that feature becasue EFS offered some great functionality that I would like to have back.
I am using the regular (no-pro) version of Windows 8 on a single hard drive, no storage pool strangeness going on here.
Again; no, the files/folders are not compressed and I am not talking about BitLocker.

I'm using a third party tile creator (Oblytile) to make tiles for the Start screen. It works fine, but I still get a User Account Control notification when I'm trying to launch the apps even though the app it's technically asking about is Microsoft Windows Based Script Host!
Is there anyway I can stop the notification for this program without disabling the thing all together?

My windows 8.1 keeps on changeing the UAC setting back to 'do not notify' without my interaction. Every time I want to reboot I need to open UAC first and then adjust the setting back up.
What could be causing this... couple of notes below:
Domain laptop - yes My windows login is with my private email not one that's on the domain The IT boys use to have me in the XP Active directory group - I'm in the win 8.1 now I'm local admin on my laptop

I recently upgraded my windows 8.1 to windows 8.1 pro as I wanted to enable bitlocker encryption on the laptop.
The issue is that I can't seem to enable or find bitlocker in any of the area's outlined. When I try to right click on the C: drive I don't have an option for bitlocker. When I go into control panel, there's no bitlocker icon. When I do a search on the machine for bitlocker I do get a "manage bitlocker" icon, but it's doesn't do anything when I click on it.
I have followed the tutorial on this site and downloaded/installed the reg files to enable it on a non tpm device. Can see that they did update the policy on the machine, but still no joy.
When I go into PC info on the machine in question I don't see anything about bitlocker. It's like it's not there. Do you have to add a windows feature to enable it?

I have a external HDD, which probably have some viruses. because:
I had virus on my PC, no antivirus could see it and tried quiet a lot, and chose fro the bests,but my PC always froze, im having two HDDS in my computer and if i removed on formatted the first reinstalled windows it was good when i connected the second it started freezing so im 100% sure i had virus.
So started windows safe mode, and backed up some very important files, mainly school documents and projects to external HDD in safe mode,
Now i need some of the files back, what should i do? If i boot up the Linux or BSD and copy here the important files back and then format the hard-drive?

I hardly ever turn off my computer, I just put it to sleep. But once a week I turn it off and I did last night. When I turned it on this a.m. My Internet Explorer had AVG secure toolbar and search. I do not want it, I did not ask for it and I cannot remove it.
There should be a law against people putting stuff on your computer that you can't remove. I called Microsoft and they told me I had to pay to get rid of it. I will not, nor can I pay. I'm on Social Security. This is BS.
How to get rid of it. And where did my Microsoft Security Essentials go? Now it's missing from my computer

Installation of 8.1 won't proceed until I uninstall F-Secure 2010-2011 (v10.*). I could not find F-Secure, so I downloaded the Uninstaller, ran it, and restarted my computer. For some reason, the message keeps popping up and I still cannot install 8.1.

I have recently built a PC myself and had no issues whatsoever, until the other day when an Action Centre notification popped up. For some reason, Spyware and Virus protection have both turned off automatically and when I am prompted to turn them back on, I get an error saying "Action Centre can't turn on Windows Defender. Please try again later."
I have tried the services.msc method and tried to activate WinDefend that way, but encounter another error "Windows could not start the WinDefend service on Local Computer. Error 2: The system cannot find the file specified."
I have looked up this issue with no resolution yet - as most of the solutions are for people that have installed third party Protection Programs like AVG, Norton etc.
I haven't installed any programs like that, and have also checked in the Control Panel to make sure one didn't install itself automatically with an install of another program.
