Panel / Desktop View Switching Constantly - No Control

I have Windows 8.1 on my HP Pavilion Laptop. I have this problem where after starting my PC, logging in and being dropped into the Panel view, I wait for about 10 seconds... and then the PC starts thrashing and constantly flicking between the traditional Desktop and the Panel view without me touching a button / clicking on anything!
The only things I can access on my laptop are:
Task ManagerGoogle Chrome (by clicking on the icon very quickly in Panel View before it flicks back to traditional Desktop)
This problem literally prevents me accessing anything else. As soon as I start opening something in traditional desktop mode, the pc flicks straight back to Panel view and it is lost! Even if I am quick enough to click on an application, it doesn't even load it!
I am almost certain it is some piece of software that I must have picked up along the way. I've been trying to use my Norton antivirus to scan and detect it... but I cannot even open that to scan, due to this very problem.
I even tried using the Trend Micro Home Call service, which I could access through Chrome of course. Unfortunately as soon as I tried downloading it I was told it had failed as there is no access to the internet(!?) very odd indeed.
Control panel stays minimized windows 8.1. How can I maximize it so I can view it? Please do not say click on it in its minimized state coz that isn't working.
I switch Control Panel to category view close out, re-open and its back in the other view. I try switching it to category view, restarting the computer and it back to the other view. How do I get it to stay in category?
I using window 8.1, I can recall the Window Control Panel was on the desktop at one time, do not know if I did sometime to delete it or not, What I am asking is how do I get it back on the desktop, instead of going to the start button and right clicking to get it too open up..
The other day my son stepped on my laptop and messed up the screen. Now when it starts up I get red lines going across the screen, but can still see the bios info and the windows logo and spinning dots when Windows loads just fine, however when Windows starts I just have a blank screen. Obviously the screen was damaged, but it seems to display the lower resolution okay. I just can't lower the resolution in Windows since I can't see what I'm doing. Plugging in an external monitor doesn't work, there's no output there. Is there way to change the resolution settings if I take it the hdd and plug it into another computer as an external drive? The laptop is an Intel cpu and my other machine is an AMD cpu, so I don't think just trying to boot the laptop hard drive in the desktop would work.
I was looking around in the control panel and I found the system section. It had a part in it that showed my product key. Is this my actual product key for reinstalling or is it an identifier? I do like it that I can find it on OEM PCs but I don't want people looking through my control panel for it.
When I search Apps either by scrolling or typing in the Apps search box, I do not have a Control Panel.
The tut from Shawn shows one but I sure don't have one.
I have a Control Panel when I select Desktop.
What have I done?
I don't now how long this has been this way because at the very first I switched, via regedit, the default to the Win 7 type of desktop. After getting all programs installed and setting made to my preferences, then I switched to Metro.
Thought I would work thru a couple of the tutorials which is when I discovered no Control Panel App.
When I try to create a HomeGroup I go through the steps by going into the control panel, click HomeGroup then create HomeGroup, click next, select what to share click next and I get

After the 8.1 windows update that happened last week, my control panel is gone for Nvidia, card works properly but I cant not see the settings, when I try to open it says " You are currently using a display attached to an Nvidia GPU , settings are not available.
I am using an external monitor but it was working JUST FINE LAST WEEK
I have several control panel items that do not open. I get a message indicating that they are looking for an associated program.
After some research I figured out how to create a shortcut that opens the control panel item (example:firewall.cpl) by using its canonical name, and its GUID. Example I created a shortcut for default items using "C:Windowsexplorer.exe shell:::{17cd9488-1228-4b2f-88ce-4298e93e0966}" as the target.
However, I really would like the control panel to work properly. I don't know how to move the shortcuts I have created for the *.cpl files that no longer work into control panel. Alternatively, I would like to know if there is a way I can automatically "refresh" my system (without having to reinstall Win 8) so the control panel items work properly.
Just recently I've been having some issues with my Control Panel. When I open it, it is completely blank. I've let it be for at least 9 hours, and the same thing persisted.
I update my GXT 650 driver to 326.01 thru' windows update on my Win 8.1 Preview. Nvidia Control Panel (thru' context menu) is dead. How can I reinstall Nvidia Control panel?
Since updating my HP Pavillion 64 bit to Windows 8.1, I have been unable to use an HDMI cable or reduce the computer brightness. I figured it would be a simple fix: restore to before the update, and wait for the bugs to be worked out. However, every time I attempt to access the control panel to perform a system restore, the entire OS freezes. Update: I tried to power on my computer just now to no avail. Stayed on the HP loading screen for 30 min.
my PC running Win 8/IE10 . At random times during the day, I lose the Hard Drive/ DVDDrive Icons in the "My Computer" and all icons in Control Panel . On both pages I just get a blank screen with "Empty Folder" message, and a blue "Search Bar" at the top. Also, when the fault occurs, I lose all the Thumbnail Icon pictures of my Photographs, leaving justa white square with the name of the photograph beneath.
If I double click on the white square, the photograph appears normally jn Windows photo viewer.
Rebooting returns the PC to normal for a couple of hours maybe, but eventually the fault will reappear.
I have run Kaspersky AntiVirus, MS Disk and Registry , but all report "No Problems". Tried to run scan now but keep getting 'try as administrator' when I am the administrator ?
How to add control panel shortcut to all apps menu? I have a shortcut placed in the start menu folder. its C:WindowsSystem32control.exe but wont show up like al my other items do. I got task manager to work fine but not this.
Is there a way to make a shortcut to open or go to a specific item in the CP? I'd like to be able to do this with a few of my most-used, such as Color and Appearance, for changing taskbar and windows borders colors. I have a macro program that will do it, just wondered if there were direct links to the various items in the CP.
In DP there was possible to run Immersive CP directly from the Metro tiles, by launching tile with the toothed wheel? Is it possible to add the wheel tile again to Metro in RTM?

I of course know, that ImmersiveCP can be launched differently, but I want this for very special purpose. I don't want to loose time by extracting that from DevPrev.
Have Skype on windows surface, however sometimes when I answer the camera doesn't turn on but I can hear voice. I believe it might be might be that I have two different versions on this computer because I can answer one pop-up but still see it ringing. restart tablet and call the person from my windows app and it is fine.
here's the catch---why when I go to my control panel can I not find the program? it shows up on my app screen but clicking all relevant selections on the control panel-it is no where? my past experience says maybe I have two versions on the computer or I need to install and reinstall the program with the latest, but unless I go looking for the actual folder it is non-existant.
See in the picture below , the program and features in control panel does not show all of my programs. It worked good in last week.i have about 30 programs but it show 16!!
Suddenly, when I try to access the control panel, all that happens is the control panel icon shows on the task bar but I can not open it. Nothing happens when I click on it. I've rebooted several times with no change.
My program and features list is emptied by malware but all programs are working normally. how do I re-entry the deleted (not uninstalled) programs' name in the control panel program and features?
For my touchpad I use an unofficial driver (higher version and more tuned than official), which works nicely.
However it also installs some add-on to Control Pane lMouse, which causes about 1 minute delay (of waiting for Mouse window to appear), when I try to run Control Panel Mouse icon (for mouse pointers and acceleration). That add-on is probably new custom tab, however it don't show up, so I don't know. It is probably some DLL loaded at start maybe via Task Scheduler, maybe via system service. (I have already checked more common autoruns - both StartUp folders and also Run registry keys.)
I want to keep the driver, but remove that add-on, what causes delay (by identifying the file and renaming it). What is the best procedure to identify the add-on?
If I select Control Panel, Network and Internet, Network Connections, and right click Ethernet 1 and select Properties, Internet Protocol Version 4, it shows 'Obtain an IP address automatically' as being selected.
How ever if I go to the DOS prompt and enter ipconfig. My correct fixed IP address is shown.
Why can I not see the fixed IP address using the control panel?
