Difference Between Start / Favorites And Favorites Toolbar

I have Windows 7 on my computer. Can anyone tell me the difference between Start/favorites and the Favorites toolbar which is the third toolbar on top of the screen?
1. I would like to know if there is a way to get the Favorites that is in the left hand navigation panel on the Windows Explorer toolbar beside "Organize.....Open....New folder" (or the very least in the "File....Edit...Tools....View...Help" Menu bar)
2. Is there a way to get the Up functionality in Windows Explorer itself without replacing the Explorer with Classic Shell & the likes?
3. Can I somehow highlight the Parent Folder in the Windows Explorer address bar? That would make navigating extremely easier.

If I open another tab, I get "Your Most Popular Sites" instead of Google. I checked my Userprofiles and there is a Favorites folder in my C drive. How can I get the Favorites Toolbar and my saved Favorites back?

I'm running Windows7 with IE9. If I go to "Start - Favorites" and select any of my favorites (including my homepage), IE opens the browser as a "small" window (not fit to screen). If I navigate to my "User - Favorites" folder and click from there, it's the same thing. However, if I click on my IE icon in my taskbar, my homepage opens "full" every time. I would like my favorites to also open to fit the screen.
I have tried, (the obvious) maximizing it then closing it normally, dragging the edges of the small window to fit the screen and then closing with "x" and also with "ctrl-file-exit" and "shift-file-exit" - the only suggestions I've been able to find so far, but nothing is working. In my start menu - programs, I have right clicked on both the 32 and 64 bit IE Explorer icons and selected for them to open maximized, but it hasn't helped.
I recently had a run in with the "SmartHDD" virus, but this problem existed long before that issue. I have done a reset on the browser, after the smarthdd issue, I reinstalled the browser, but I'd assume there may be something other than the browser causing this problem(?)Scans with AVG, Spybot, Malwarebytes, Superantispyware are not showing any problems with the pc.
how I can copy my Favorites from one PC to another? I've just had a new PC that's running on Windows 7 with IE9 and I'd like to get my Favorites from my old PC that runs on XP and IE8.
First I tried drag-and-drop. Then the "add to favorites bar" star with the green arrow at the left end of the favorites bar. Finally selected the favorites bar at the top of the regular "add to favorites" procedure.
My biggest (albeit minor) complaint with IE9 is that 'locking' the Favorites window to its position on the left side of the browser has become somewhat tedious. Most know, but in IE8, the 'star' was on the tool bar above the left side browser, making it easy to click the star, click the 'lock' arrow and drag links from the address bar to whatever Favorites folder was desired.Now, one must click on the right side, click the lock arrow and then move the mouse to the left side to access. Much less efficient, IMO.Is anyone aware of a shortcut that makes this process easier? I know Alt+C will make the window appear, but ideally, I'd like to move the Star icon back to the left side.
I do not want my favorites bar organized in alpha order. I want an order that is more useful to me, but everytime I drag them around, my favorites go back to alpha order when I reopen IE. I do not mean the drop down favorites list, I mean the bar across the top. IE*, Win 7.
