Jan 17, 2009I installed Win 7 and if i try to open my computer of click on desktop and open up screen resolution etc. I get "Explorer.exe -Windows cannot access the specified device, path or file. You may not have the appropriate permissions to access the item." I did a search but could not find anything related to this error in Win 7. I have found some others attached to Win XP but have to do with the installation of some software which prevents access to explorer.exe. When I boot in safe mode this issue does not appear...

Feb 22, 2012I am attempting to access an application.exe file on my desktop. Each time that I click on it the Windows message, "Windows cannot access the specified device, path, or file. You may not have the appropriate permissions to access the item." pops up. I am the system administrator so this should NOT be a problem but apparently many out there are dealing with this as well. I can delete, move and even copy the file but I cannot run it. There is no option for override with password or grant permission. It just says that I cannot run it. Also, the system I am running is Windows 7 Ultimate x64.

Mar 20, 2012I've been running windows 7 trouble free for aprox 1 year. I attempted to turn my PC on last night and got as far as black screen with cursor spinning, windows would not load. I booted into safe mode and ran superantispyware, malwarebytes, kaspersky....all came back finding nothing. From safe mode (or any mode) I can not acccess control panel, computer, etc; when I attempt to access I get the folllowing error msg, "windows cannot access the specified device, path, or file. Apr 12, 2011I have looked for an answer online but most of either does not work or is very complicated for your average man.Windows 98 was the best operating system, everyone knows thatWindows 7 has been treating me fine until recently.Over the last week, 4 or 5 different programs that I have been using , wont load. They come up with the error message in the subject of this post. And it says i may not have permission to view the files? These are programs i downloaded such as skype, vlc media player, google talk, audacity, utorrent. Things like that. Only 1 did it at first, now 5.Really annoying and I cant see a reason for it. So I usually will have to download the program again, but I cant keep doing that and it doesnt always work anyway.One idea i had , i thought it might be a problem to do with AVG virus killer thing.I have AVG free virus killer thing but it keeps crashing. It says many files are unhealable cos theyre unabale to locate the file. and also it indicates that there is a problem with one of the AVG files. Sometimes avg wont respond . (it says not responding)Does anyone have an idea of what I should look into ? I never had a problem with windows 98 until they started making stuff that only runs on later versions. I used to play worms on windows 98 for 8 hours a day.

You may not have the appropriate permission to access the item." I am part of Administrator group and even local Administrator can't install and received the same error. I tried disabling my anti-virus Symantec and still receiving the error. (Using the XCOPY command).This works fine as long as it is on XP and the user is at least a Power User (ability to modify "Program Files" ). I understand about the Power User requirement, so about XP is not the problem.With Windows 7, however, when we try running the batch file, it gives us an "Access Denied" error. Even if the user is a domain admin it gives the same message. The only way to get around this is to right click on it and make it "Run as Administrator".Any ideas on how to make it run for a Power User? I don't believe that it would allow a Power User to run it under Run as Administrator, so am wondering if there is a way to make it do something like "Run as Power User."

Mar 10, 2012I bought a NETGEAR DGN2200 modem/router to connect my 2 laptops, printer, USB HDD for file storage and sharing, and at this stage I'm not sure if I will connect my desktop PC as it is a much older machine with Windows 2000 Pro which I don't want to access the internet, although I am thinking that it would be better to have the printer connected via the desktop as this is logically a more permanent setup. Hard wired ADSL will be connected in about 2 weeks.I was having a bit of a play with the router to familiarise myself with it all and I managed to set it up so that my main laptop (Windows 7) has the option to connect by hardwire or wireless, my second laptop (winXP) conects through wireless. I connected the printer to my second laptop (winXP) to see if I could have access to the printer from my main laptop (Windows 7). It could see the printer but not access it and kept trying to search for the diver. As I hadn't installed the drivers onto this laptop I thought that if I download the driver and install it, then it won't look for it through windows update via the router.For this to happen, I had to disconnect from the LAN and connect to the internet via my USB modem (the two won't work simultaneously).So I connected the printer to my main laptop and allowed it to find the driver online itself.
I then connected the printer back into the second laptop (winXP) and tried to access it from my main laptop and the same thing happened, it wanted to search windows update again. After failing to find anything through the windows update, it gives the option of browsing for the .inf file on the computer, and although I spent a while trying to locate where the file was I was unsuccessful.I also am unable to share files between the two laptops, although I have turned file and print sharing on with both laptops. I have seen options to set up workgroups (winXP) and homegroups (Windows 7), but the two are not compatible.

I've tried a few tweaks on my Windows 7 desktop and my Kubuntu 11.04 Linux-running laptop. Nothing has worked. Unless access to a shared directory is set to guest on the laptop, the Windows box keeps asking for a legitimate password, whenever I attempt to 'open' them.
Both machines have the same log-in strings for both basic log-on and Samba. Or do they? I'm presuming there's no separate logon/password required for Windows 7 Home Premium when it comes to file sharing, but as a late Windows XP Professional user (both SP2 and SP3), I'm not taking anything wholly for granted. Any Windows build since the dawn of XP that installs without gpedit.msc is bound to be lacking in other ways, imco.

The Process Cannot Access The File Because It Is Being Used
May 3, 2012I am getting this error all the time with Windows 7. I open a text file I want to edit, then go to save my changes and I get this error:
"The process cannot access the file because it is being used by another process"
I have full admin rights, running Win7 Ultimate x64 SP1. From a bit of research I have seen where many others have been experiencing this problem or something similar too. The only "fix" (that doesn't work all the time) is to close explorer.exe and then restart it to "release the handle"? Anyway, this is not acceptable for to money and time I spent upgrading/configuring this new OS from XP where I never had this problem and seriously cuts down my productivity.
Is there a fix for this? Has Microsoft even acknowledged this as a bug yet? I can duplicate this scenario the second or third time I try to edit/save/delete a text file and I know that explorer.exe is the problem or a big part of it in any case. I don't want to go back to XP x64 but having to deal with this headache 10-20 times a day is just too much to ask.
