Can't Access Control Panel Or Windows Explorer After Sytem Restore

After doing an alleged successful system restore (from restore point 3 days prior) when I try to access the CP or My Computer I get message saying Windows cannot access specified device, path or file, You may not have access permission. (I am the sole user & Administrator)
I am all of a sudden unable to access explorer or control panel, am getting "Windows cannot access the specified device, path, or file. You may not have appropriate permissions to access the item. My internet connection icon in task bar shows no connections but I am able to access the internet. My Sound icon says the Audio service is not running. Machine will not boot into safe mode, can't access explorer from command line, anti-virus (Panda) will not run, Lavasoft Ad-Aware will not run and have been able run a virus scan from Trend Micro (Housecall) and it found nothing..
Just installed windows 7 today everything seems to be going fine apart from a few usb modem driver & blue screen issues from that. I have one other strange problem If I navigate backwards and forwards a few times in control panel windows explorer stops working. That annoying box comes up and tells me it's stopped working just in case I didn't know already?
I'm just still trying to get used to the fact I have no classic view in control panel.
I have a new Toshiba Satellite, 2.3ghz core i5, 6 gigs of ram and a 750gig hd.When i open My Computer, the window freezes up, the green bar keeps scrolling infinately and no icons (like hard drives, disk drives) appear. Same goes for Control Panel.Also, when i close explorer.exe from task manager, i am unable to restart it.

my laptop was working now it won't print i can't access print manager, it won't recognise the external hard drive i can't get at the control panel, i've run a full scan alls well!? tried various prompts
When I click on the control panel icon on my desktop nothing happens. When I click on start>control panel I get the same result. I have a power options icon on my desktop and that does not work either. If I right click the power options icon and choose open file location the control panel opens normally. Everything works fine in safe mode though.
When trying to open the Control Panel explorer.exe crashes. In every other situation explorer works normal. Its a dead end cause I cannot remove or add programs from the control panel.I have all latest Windows versions with Windows update and have added XP compatibility mode to Windows 7 (32 bit, pre-installed). SQL Server 2012 is installed including .Net framework - apart from that nothing special. [code]
Everytime I click on any item in the control panel the application freezes. What should I do?I have admin rights I am running Panda virus I can still access everything but I have to go the long way round.
Recently, I lost access to many of the programs from my desktop. For example...when I try to open My Computer, or Recycle Bin, or Control Panel, I get an error panel stating....."This file does not have a program associated with it for performing this action. Please install a program, or if one is already installed, create an association in the Default Programs control panel." Unfortunately, I cannot access the Default Programs program either, for the same reason.
got a new computer about a month ago and immediately installed Avast as anti-virus. Also have been using Peerblock. Haven't visited any sketchy websites or opened any suspicious e-mails/programs as far as I remember. Last night, I noticed my network icon in the bottom right showed a red "X" even though I am still able to use the internet. I then noticed I would get an error whenever I tried to click the icon to access my directories under explorer or access the control panel. The error message in each instance is "Windows cannot access the specified device path or file. You may not have the appropiate permission to access the item."I am the only user on the computer so am the Administrator. I have 2 Harddrives, both have Windows 7 64-bit installed, the primary being a solid-state drive, and the other being a conventional HD. I ran a full Avast check which didn't find much, just 1 sketchy mp3 I've had for a long time on one of my external HDs (I have 2 connected total) which didn't solve the problem. Also downloaded and ran Spybot S&D which found 2 things but correcting those didn't solve problem. I've rebooted several times and nothing has changed in terms of my access.Also, sometimes when I'm trying to install something it'll say that Windows Installer is messed up and I can't even seem to replace that via the files I tried to download off microsoft's website.I haven't tried booting from my conventional internal HD but I'm afraid that'll get corrupted too so I'm hesitant to yet.
When I go to Control PanelAll Control Panel ItemsNotification Area Icons dialog then there are a lot of programs which are already uninstalled.
How can I cleanup/delete all these useless entries? How can I delete ONE single entry manually?
Second question: Assume I want to hide icons and notification for mutiple/all entries (here approx 40 items) in ONE STEP.
Third question: How can I save/backup the current notification settings (for later restore) into a file? Are these notifcation settings stored in a certain branch of the Registry (which exactly) ?
I just installed win 7 home prem. on a laptop and there is no control Panel link.I did nan upgrade, I know a clean install is better but I wanted to save time and dont fancy doing it all again.

My Windows 7 Pro Control Panel is crashing on start up, and I did a new install!!, BUT everything else works fine but it just bugs me o.0 and I'm forced to do this to get to my add/remove,

I have an Acer 5741 running W7, all ok until few days ago.Now disc seems to be always busy doing something, and all actions slower and the busy rotating circle is often displayed.Control Panel opens but most CP links do not now respond eg View devices, uninstall a program.Some applications briefly open (via their desktop shortcut) but then their window auto closes and they disappear, eg Open Office, firefox, IE8, Fastone (with mssg has stopped working), Advanced System Care (ditto), FinePix (ditto). These appns do not appear in Task Manager either. Have tried access via wifi and direct connect but same results and even tried Firefox in Safe mode.Other appns are still however ok eg Adobe, Avast, Task Mgr, Crap Cleaner, Threatfire, Free Commander, Photocopier, Windows Defender.I have rolled back W7 to before when problem started but no improvement.It seems to me that its a W7 problem rather than the appns
I have a missing control panel. Not there. Did search and no control panel. Suddenly I have no internet via hard wire or wireless in home or office. I get a not connected message. This operation has been cancelled due to restrictions in effect on this computer.I purchased from Dell 10/10... can I still get support from Dell?Can I reinstall control panel only from windows 7 disk?

Unable to remove windows essentials from control panel. receive a message saying it is removed but it is still listed and the icon remains. Also, another problem is that I cannot get into my windows mail. receive notes that wlidcli.dll and msmail.dll is missing and needs to be installed. receives codes 800ccc0f and 0x0040609. How do I either reinstall the missing drivers? and/or remove the program from my computer. Info Utility version 1.0.0.2

I tried to re-letter one of my DVD drives by opening admin tools and then going to computer storage and then computer management only to find both were missing. When I go to Control Panel>Administrative tools all I get is something that says "Server Extensions Administrator".
