What Is Savrtpel - How To Fix It

This is my first post here and I have tried to search for the answer to my problem for two days, I hope you can help me.I have windows xp Home edition. When after I boot up my computer, I get to the desktop and it seems to take a few minutes before I can run any programs. When I check the system event log I get this error:
error: 700 The SAVRTPEL service failed to start due to the following error:The system cannot find the file specified.When I did an sc query it came up with error code:2 don't have Norton anything (works or virus) loaded on my computer and I never did have it loaded.

A few days ago when coming onto the desktop I would not be able to use RUN or get into the Control Panel. This does not happen all of the time, and to temporary fix the problem, I need to at least go with one, or more, reboots are needed. I checked in the Event Viewer and seen the error. I right-clicked and went to its properties. It states: "The SAVRTPEL service failed to start due to the following error: The system cannot find the file specified."
