Dell Inspiron 1545 Windows Explorer Has Stopped Working?

Windows explorer has stopped working on startup, which means that you cannot load any diagnostics to try and recover! Have tried starting in Safe mode which ends up in the same status.
OK so I have tried deleting the touchpad in device manager and removing the driver, and reinstalling the device from scratch. When this didn't work I thought there must be a problem with the touchpad itself and so bought a new one and installed it. Problem is it still doesn't work.If I go into device manager and look for it I have to show hidden devices and then it comes up with the yellow triangle next to it.I show properties on it and it says its the Dell Touchpad, Manufacturer is Alps Electronics, and its plugged into the PS/2 mouse port.In the Device Status box it says:This device is not present, is not working properly, or does not have all its drivers installed. (Code 24)The Driver date is 02/05/2010 and the version is 7.1107.115.102I have also noticed that on the details tab under power data the current power state is D3, which I believe is off.Something else I have noticed which may or may not be related is that the laptop doesn't enter sleep mode when the lid is closed, altho it is set to and will enter sleep if I select it in the shutdown options.
Suddenly internet has stopped working on my system Dell inspiron N5010. I tried installing Lan drivers for the above series but still its not workling.
I've tried F8, F2, and F12 to get to safe mode or startup options but all I ever get is the option to either start normally or launch repair. The function keys appear to do nothing. Launch normally doesn't work and just cycles me back to the two options again. Repairing just keeps "repairing" with nothing ever happening indefinitely. It will ask in the beginning if I want to restore to a different time, and if I click yes, nothing happens except that it keeps "repairing". There's nothing important on the hard drive that needs to be saved. I want to reformat, but I didn't get any disks with the computer, since it said I could use Dell Restore on my desktop, which of course I can't access now. Is there any free, safe program I can use to boot it up and restore? And can I even use a disk to restore if I can't access the advanced boot options to change it to "boot from disk"?

i had windows vista home premium installed in ma system but i didn't like it so i installed windows 7 32bit in my system , it works fine but most of my laptop's functions wont work on it , like when i turn down my laptop's volume it doesn't show me in the display but it works , same with the brightness and wlan switch button, they all work perfectly fine but without any screen display , it used to come with the display on windows vista and i had a webcam studio installed in ma laptop with windows vista that allowed me to take pictures and record videos through ma webcam and save them on my pc ,
does windows 7 has any webcam software like this ? one more thing ,my webcam wont work with my msn live messenger, i works fine with yahoo messenger or on facebook an Internet ,when i try it on my msn it says'' messenger's not ready for webcam try again later' i tried everything uninstalling webcam driver and msn messenger but nothing worked.
I have a standard Dell 1545 Inspiron laptop running vista with Intel duo core processor and 4gb ram. Is it a straightforward process to upgrade to windows seven? If I get the windows seven installation disc can I do a clean install or are there any Dell bits and pieces to stop me doing this? Will I need any other drivers etc after the install?
