Box Revocation Certificates Not Available

I keep getting these pop up box's saying revocation certificate is not available for this site do i want to proceed,i dont know what there about, if i have to install the certificate or proceed without, can anybody advise, I have windows vista premium 32-bit,

i just got my PC up and running (vista 64) and every old web page i try to open the page invalid security certificate appears. then gives me 3 options then i open the not recommended one, and the webpage appears in different font. how do i get back to normal. norton 360 security used
