What's The Deal With IE Being "separated"

Can someone explain what this big deal about "separation" of IE from
Windows?
It seems like Netscape
Era 2.0...but there is no Netscape!
What's wrong with IE shipping with Windows? I mean I understand that
back in the hay-day, Netscape was claiming MS was using "unethical"
practices to push them out of the picture. But what's the deal now?

how this activation deal works on office 2003? I have vista on my system and tried to install MS Office 2003 and it's telling me I already max out the installation on other computers. How do I DE-ACTIVATE the active version on my other system (XP) in other to
transfer to my new vista system?
