Cant Unistall SP1!

I have checked all possible ways on how to uninstall SP 1. the biggest problem is, I dont have Service Pack for Microsoft Windows (KB936330), wich is the one to uninstall. last year my brother uninstalled this but nothing happend, it was still SP 1. and now when I cant find it I tried to reinstall it. I downloaded it from internet and when Im about to start it says I cant, since its already installed. how come I still got SP 1 when its actually uninstalled? SP 1 is causing me problems since I cant run some programs and its getting on my nerves!! Does anyone know if there is something that can be done or is it doomed?

I just discovered that in my Control Panel>>Unistall Or Change A Program>>Nothing works in the sense of uninstalling or repairing anything>>this pop up appears an says>>Please wait while the currant program is finished uninstalling or being changed>> now that is real weird>>how do i fix that anyone?

Unistall Will Reinstall Automatically

I got a Toshiba satellite: A135-S2386 and I have a usb port problem. I got 4 usb ports on this laptop and all four are non-responsive. I tried restoring the laptop to its factory setting and updated the BIOS. I also tried to go into device manager and uninstalling all the usb drivers, restart, and plug in the usb device again. Its weird because when I plug my usb devices in, it still show that the device is connected because the device is charging. The unknown device that I uninstall will reinstall itself automatically and I already run 3 different virus scans from 3 different virus scanners. I used the Toshiba hardware scan and it came back normal. Everything seem to be ok except that the port does not detect my devices and I have google this problem for over a week now.

Cannot Unistall Programs:the System Administrator Has Set Policies To Prevent This Installation

I am the administrator for my computer, I sign in and go to my control panel and when I select a program I want to unistall it says "the system administrator has set policies to prevent this installation" for one I am the system administrator and I am trying to uninstall, not to install, this is really starting to tick me off. I have went to the trouble section on windows. I have right clicked on it and tried to even check in as administrator and that option is not available in control panel, it is in menu options, but it does not let me uninstall in menu opitions.
